HomeMy Public PortalAboutDecember 1, 2021 Regular Meeting Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, December 1, 2021 Present: President Cathy Merrell, Vice President Tim Trigg, Secretary Joanna Muncie and Pete Meyer Absent: Putnam County Public Library liaison David Taylor and Greencastle Community School Corporation liaison Brittany Labhart Also Present: Banner Graphic Reporter Eric Bernsee, Assistant Director/Aquatics Director Chrysta Snellenberger, Park Maintenance Supervisor David Bault, Mayor Bill Dory and Jessica Hartman from CECON, Renee Kolling, Josh Kolling, and their kids, Charlie, Lilly and Maggie. Call to Order The regular meeting of the Greencastle Board of Park Commissioners was called to order on Wednesday, December 1, 2021 at 7:00 p.m. by Park Board President Cathy Merrell. The meeting was started with the presentation of gingerbread houses and Lego creations from the what makes you think of Christmas challenge. Public Input—None Approval of Minutes Assistant Director Chrysta Snellenberger presented minutes of the regular monthly meetings held on Wednesday, December 1, 2021. The minutes were accepted on a motion by T. Trigg, second by J. Muncie. All Ayes. Monthly Expenditures 1. HWC Invoice — Park Board president C. Merrell made an inquiry about what the invoice was for, C. Snellenberger stated it was for the last bit of administrative fees associated with the phase 2 construction designs. The invoice was approved on a motion by P. Meyer with a second from J. Muncie. The motion passed. All Ayes. 2. Mammoth, INC— C. Snellenberger explained that pay application number 5 was the remaining funds that were being held until the remaining repairs were completed. The repairs consisted of the door handle on the pool side of the guard shack. A motion was made by T. Trigg with a second from P. Meyer. The motion passed. All Ayes. 3. Mammoth, INC — Pay application number 6 was presented by C. Snellenberger as the retainer for the final repairs. The motion was made to accept pay application number 6 by T. Trigg with a second from J. Muncie. All Ayes. 4. Approval of Claims & Invoices - After a review of the monthly claims and invoices, they were approved on a motion from T.Trigg, second by J.Muncie. The motion passed unanimously. All Ayes. 1 New Business Holiday Parade and Cookies with Santa — C. Snellenberger led with explaining there would be a parade on Saturday, December 4th, starting at 3:15 p.m. at Greencastle High School parking lot. The parade would proceed down Washington to Bloomington and turn left into Robe-Ann Park. After the parade there will be a visit with Santa and there will be cookies to hand out. Santa will be seated in the bandshell and the cookies will be handed out at shelter#1. This event is sponsored by Jack's Trash Service in collaboration with the Greencastle Civic League. Winter Market— C. Snellenberger gave details about the upcoming winter market to be held on Saturday, December 18th from 5 p.m. — 8 p.m. in Robe-Ann park at Shelter#2 by the skate park. There will be booths set up for everyone to shop for their Christmas gifts. The Covered Bridge Harmony will be performing in the Band Shelter at 6 p.m. Old Business and Special Project Updates 1. Big Walnut Special Projects — Park Maintenance Supervisor David Bault explained that the contractor and Julie Carr of Kinetic Change has decided to hold off on breaking ground due to temperatures freezing. It was stated that they will begin preparations around March or April. 2. Land and Water Conservation Grant Update — Mayor Bill Dory was able to mail the Section 106 local letter and boundary maps to ensure deadlines are met with the process. 2. Letter of Support for Trails Grant — Mayor Dory let the park board know that the 379-page letter for the Next Level Trails Grant had been submitted. 3. Robe-Ann Park Improvement Project—Jessica Hartman covered some new design elements for the upcoming park improvements. She started in the aquatic center parking lot explaining the parking spaces are designed at 10 feet wide and asked if that was acceptable or if the board would prefer a different size. The City of Greencastle requires a minimum of 9 feet wide. The board unanimously agreed that 10 feet would be best with the possibility of making some spaces 11 or 12 feet for bigger trucks and vans. J. Hartman continued explain that the existing drive along the west side of the pool parking is approximately 18' and it was not in the original scope to widen this area. It would not easily allow for 2 lane traffic. J. Hartman moved to the front of the pool, the changes would make a "drop off' zone which would eliminate the parking in front of the facility. Next J. Hartman covered the skate park parking. The question about this area was whether or not to make the south side parking diagonal or keep them straight. The board unanimously decided it would reduce confusion with the one-way road if the parking spaces continued with the angled parking. J. Hartman is going to updated the cost estimate to see if this is a feasible option. Lastly, the park office parking lot was explained that the new drive would line up with the existing intersection. This brings up the need to relocate the gate. 2 Miscellaneous 1. Recreation Programs — Assistant Director C. Snellenberger covered that Breakfast with the Grinch is coming up next Saturday, December 1Ph at 3 Fat Labs Wedding Barn. We are still looking for a few more spots to be filled. C. Snellenberger also stated the Valentine's Program Make Someone's Heart go Pitter Patter is back again. The effort to make people aware of the program to make sure it is as successful as last year. The Letters from Santa program was mentioned by C. Snellenberger. There is only a week left to get letters submitted. Next Regular Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held the first Wednesday of month on January 5, 2022 at 7:00 p.m. in Greencastle City Hall. Adjournment The monthly park board meeting was adjourned at 7:48 p.m. on a motion from J. Muncie, second by T. Trigg.
