HomeMy Public PortalAbout2021-05-18 q-aSubject From CRC meeting Q&A & Chat 5/18/2021 Super Grover To CRC Sent Tuesday, May 18, 2021 10:04 PM QUESTIONS Chris Penland 06:40 PM Would it be within the Council's right to withold the approval of a budget without funded positions? Then it would come down to the Council's will to stand its ground and not be ignored by the Manager. Chris Penland 06:43 PM Suggestion" staff and its designees" ANSWERED QUESTIONS Chris Penland 06:42 PM Re: Employee vs consultant terminology. Does the town have a publicly available Code of Conduct that all employees are held to and required to be trained and sign their conent to? But that consultants are not? This question has been answered live Elodia Thomas 06:49 PM The first sentence as it is written is awkward This question has been answered live Elodia Thomas 06:50 PM Please go back to Jon Hecht's edit. This question has been answered live Chris Penland 07:10 PM As a resident, I oppose joining the inaugural to a State of the Town. An inaugural is a ceremonial event but it is not a place for serious questions from the town citizens. This question has been answered live Marcy Murninghan 07:11 PM Is there a way of including remote and virtual option in here? I know the legislature is grappling with keeping that, which originally in the State of Emergency provisions. Anchoring this in the Charter assures entry points for wider public participation. This question has been answered live Elodia Thomas 07:13 PM One state of the town with President and TM. This question has been answered live Chris Penland 07:16 PM At a Town Council and opne forum, I would like to ensure that resident questions may be directed to the Manager, with a response from the administration, not the Council. This question has been answered live Marcy Murninghan 07:25 PM Where are "accomplishments against goals" in these descriptions? Just giving a "financial state of the town" fails to convey other material policy outcomes and impacts in the realm of environmental and social policy. As written, there're no concrete metrics or principles or outcomes that show how progress is measured. This question has been answered live Elodia Thomas 07:54 PM How many meeting attendees right now? Mark Sideris 07:54 PM 15 Marcy Murninghan 07:59 PM Having key performance indicators, either general or granular, on broad environmental and social outcomes embedded in Town's DNA would help guide governance and operations There's a lot of innovation out there on the ESG / sustainability front that could be adapted to Watertown that enables a sense of short-term, mid-term, and long- term "progress" — and communication and feedback about said progress or setbacks. Digital tools and sustainability templates exist that could be adapted for the Council and executive branch, and subject to continual iteration as circumstances change. This question has been answered live CHAT 18:31:29 From Anne Fitzpatrick to jacky and all panelists : Hi Jacky, mute yourself :) 18:35:29 From Anne Fitzpatrick to Michael Ward(Privately) : Can you increase the size of the document? 18:38:57 From Anne Fitzpatrick to Mark Sideris(Privately) : Can you ask Mike to increase the size of the document please? 18:43:07 From Elodia Thomas to All panelists : Add "and consultants." 18:56:17 From Janis Hudson to All panelists : Woo hoo! That's TWO! 18:59:40 From Janis Hudson : That is my recollection 19:00:12 From Ilana Mainelli to All panelists : mine also, Janis. 19:00:28 From Marcy Murninghan : Mine, too. Legislative + Executive Branch have public forum. 19:01:04 From Marcy Murninghan : State of Town can speak to how well the legislative AND executive branch have achieved "key performance metrics" related to vision and values. 19:01:51 From Marcy Murninghan : Key is audience participation, not a one-way, non - dialogic presentation. 19:02:00 From Elodia Thomas : Should these meetings have done tie in to the end of the budget year? 19:02:36 From Marcy Murninghan : Like an annual meeting of shareholders .. . 19:02:37 From Elodia Thomas : Have "some" tie in... 19:05:26 From Ilana Mainelli : I want to require all Town Councilors to have some form of 2 way communication at least quarterly. 19:06:23 From Anne Fitzpatrick to All panelists : Chat is not being read, put it in the Q&A if you have thoughts on state of the city & public forums 19:07:14 From Elodia Thomas : Where would responses to issues raised in bi-weekly public forum be addressed? 19:07:34 From Ilana Mainelli : The content of the forums & speeches should be posted on the town website within a week. 19:15:09 From Elodia Thomas : Annual State of the Town - President & Town Manager. 19:15:34 From Anne Fitzpatrick to All panelists : Mark has said that he's not reading chat aloud, put it in the q&A 19:20:37 From Anne Fitzpatrick to Mark Sideris(Privately) : increase the size again? 19:40:48 From Janis Hudson : I agree with Marcia on this one 19:41:08 From Anne Fitzpatrick to All panelists : Janis, in the Q&A or it's not getting read 19:43:19 From liana Mainelli : I resent being called a sleepy part of town. we have issues too and we deserve the attention of our councilors also. 19:44:56 From Leo Martin to All panelists : Meaning is that there certainly is less activity in the west end than in the east end of town, no disrespect meant. 19:46:02 From Leo Martin : Meaning is that there certainly is less activity in the west end than in the east end of town, no disrespect meant. 19:47:27 From Marcy Murninghan : @Jon Hecht @John Gannon: Thank you. Good points re: more general, open meeting eliciting feedback, ideas, views. 19:47:49 From liana Mainelli : What about all the development on Pleasant St? 19:49:27 From liana Mainelli : And new development is not the only kind of "activity" to be addressed. 19:56:04 From Marcy Murninghan : Anne's right: Having key performance indicators, either general or granular, embedded in Town's DNA would help guide governance and operations. There's a lot of innovation out there on the ESG / sustainability front that could be adapted to Watertown that enables a sense of short-term, mid-term, and long- term "progress." and all its members. Digital tools and sustainability templates exist that could be adapted for the Council and executive branch, and subject to continual iteration as circumstances change. 19:56:34 From Anne Fitzpatrick to All panelists : Thanks Marcy, you should put it in the q&a so Mark reads it aloud 20:00:11 From Lisa Feltner to Anne Fitzpatrick(Privately) : I understand Angie's point about meetings. I used to set up open office hours at the library -people don't show up. But now with zoom...? Hardest part for me is the calendar, and space, just logistics. It's harder than people think -especially in person meetings. 20:01:58 From Anne Fitzpatrick to All panelists : But Elodia some of them never do & that's what we're trying to address 20:03:34 From Marcy Murninghan : @Jon: I agree. It's part of a wider web of holistic accountability. 20:11:46 From Anne Fitzpatrick to All panelists : B doesn't seem to require responses from the President & TM 20:12:00 From liana Mainelli : Thank you John G.! 20:17:36 From Anne Fitzpatrick to All panelists : Mike does a preamble adoption trigger a townwide vote? 20:18:43 From Connie Henry to All panelists : https://www.watertown- ma.gov/DocumentCenter/Index/1951 20:19:31 From Marcy Murninghan : The Collins memo does not reside in the Collins folder on the website. The Collins folder is here: https://www.watertown- ma.gov/DocumentCenter/Index/1876 20:19:53 From David Stokes : Memo is located at https://www.watertown- ma.gov/DocumentCenter/View/32175/2021 05 -18 -Suggested -Article -2 -and -3 - Changes (it's under Collins Center Documents subfolder) 20:21:28 From Marcia Ciro to All panelists : How about if have Chris McClure put a Link to the meeting documents under the link to the meeting on the website? Hopefully we can at least get that up the day of the meeting. 20:22:05 From Marcy Murninghan : Apologies — I found it. My error. (It wasn't there yesterday, and my eyes didn't recognize it just now.) Thanks, @David Stokes 20:25:40 From Elodia Thomas to All panelists : I do not see it under Collins Center Documents when I go thru the website. David can I check in with you to morrow to see where you find this. Why can't the link be attached to the agenda? 20:26:02 From Lisa Feltner : It's not obvious. You have to go to the CRC web page, then "2020 Charter Review Committee" folder, then "Meeting Documents" folder, then "21_0518" folder, for the May 13, 2021 Memo from the Collins Center which we have been discussing tonight. In order words: this Memo is not linked to the Agenda for tonight. 20:28:47 From Marcy Murninghan : @LisaFeltner: That's where I first found it, several layers down. Not in the Collins Center folder, until tonight. 20:29:31 From Marcy Murninghan : Collins has created a new "running list" of "non - charter" ideas: https://www.watertown-ma.gov/DocumentCenter/View/32254/2021 05- 18 -Collins Running -List -of -Non -Charter -Ideas 20:29:38 From Marcy Murninghan : That just got uploaded. 20:34:40 From Janis Hudson : Thank you Anne!! 20:34:57 From Marcy Murninghan : Well said and on point, Anne.
