HomeMy Public PortalAboutr 05:353 ~{£2íúlu±to:tt of ±l1£ ~orou£11 of illar±£rd) ~ ~ 3J ~ No. 05-353 Date of Adoption D""f'mhPr 1, 2005· AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH T &M ASSOCIATES / NJD£:P GREEN ACRES PARK WHEREAS, the Borough of Carteret is in need of professional engineering services with regard to the New Jersey Department of Environmental Protection ("NJDEP") Green Acres Park; and WHEREAS, T&M Associates, the Borough's Engineer, possesses the requisite skill and expertise to provide said engineering services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a cost not to exceed $15,750.00; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the '. Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: I. The proposal of T &M Associates for engineering services with regard to the NJDEP Green Acres Park is hereby approved in a total amount not to exceed $15,750.00. 2. Annexed hereto is a copy of said proposal. 3. The appropriate Borough officials are hereby authorized to enter into an agreement with T &M Associates to provide the above described services. 4. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:II-5(1)(a). Director of Engineering Borough of Carteret Municipal BuiJding 61 Cooke Avenue Carteret, NJ 07008 ûr~ r f Re: NJDEP Green Acres Project No. 1201-01-084 Civic Center Park Dear Mr. DuPont: As requested, we are pleased to submit this scope of professional services to initiate a Phase 11 Investigation at the referenced parle Professional Services As verbally approved by the NJDEP during a telephone conversation on September 28, 2005, T &M Associates proposes to initiate a Site Investigation (SI) for fill material (AOC# 2) associated with the historic fill of Noes Creek. As per the NJDEP "Historic Fill of the Arthur Kil1 Ouadrangle Map". approximately 5±-acres of the 8-acre parcel appear to have been historically filled. As per our Septcmber 21, 2005 letter to Green Acres (copy enclosed), we will conduct the following investigation: A geophysical investigation will be performed by Advanced Geological Services as a subconsultant to T&M Associates to locate potential underground structures within the subject area. The geophysical investigation will consist of a ground-penetrating radar/electromagnetic investigation of the mapped historic fill area on the subject parcel. The site investigation will be initiated after the geophysical investigation report is completed to determine the test pit locations, Two (2) test pits will be excavated for field observation and soil characterization. The test pits will be excavated through the till material to native soil or meadow mat so that a vertical limit of thc till material can be established. Based on the results of the soil characterization, we propose to takc one sample per strata change for each test pit. We are proposing four (4) soil samples and two blanks samples. Field screening for volatiJe organic compounds (VOC) with a calibrated Photoionization detector (PI D) shall be conducted during the excavation of the test pits, Soil logs of the test pHs wil1 be logged and mapped. T &M will subcontract STL Laboratories in Edison to analyze the fill material for total petroleum hydrocarbons (TPH) and Priority Pollutant +40 compounds. Schedule The services outlined above will be completed within forty-five (45) of receipt of the geophysical investigation results, unless events beyond our control create delay. It is likely that the geophysical investigation will be received within 30 days, extending the completed project deliverable turn around time to 75 days from authorization unless events beyond our control creatc delay. Please fmd enclosed a revised P A that addresses the LUST/UST documentation for which an NJDEP "No Further Action" designation has been approved for these abandoned/removed USTs dated December 17, 1997 (located in Appendix E of the P A report).
