HomeMy Public PortalAbout2023-10-021 REGULAR COUNCIL MEETING, OCTOBER 2, 2023 CALL TO ORDER Mayor Ron Fitzwater called the October 2, 2023 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None ADOPTION OF THE AGENDA Councilmember Wiseman motioned and Councilmember Lester seconded the motion to adopt an amended agenda, adding “Water Tower Demolition Comments” under New Business. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Cemetery Resources Board Chair Rebecca Gordon announced the October 14th Woodlawn Cemetery Walking Tour. Donations will be solicited to support cemetery maintenance and rehabilitation of tombstones. The tour is open 10:00 A.M. – 1:00 P.M. and free to the public. b. Penny Smith, Air Show Director, reported on the success of the first annual Air Show. Attendance was estimated between 8,000 – 10,000 people, with approximately 3,000 from St. Louis and 2,500 from Kansas City areas. Ms. Smith thanked the Mayor, City Council, and City Staff, specifically the Fire and Police Departments for supporting the event. c. Fire Division Chief Jason Turner gave a Fire Prevention Month presentation with an emphasis on cooking fires. Division Chief Turner and Fire Chief Matt Schofield presented the “Bringing Home Safety Award” to Kyle Kittrell along with a $1,000 check. Mr. Kittrell played an integral role in providing sprinklers in Habitat for Humanity and Transformational Housing homes. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Dr. John Mosely, Lincoln University President presented University updates including this week’s homecoming festivities as well as the University’s two major projects in the works: the renovation of Dawson Hall and a new Health & Securities Sciences Institute. 2 REGULAR COUNCIL MEETING, OCTOBER 2, 2023 Clint Smith, Director of Planning & Protective Services gave an update on the yard waste program. The current contract is set to expire at the end of business, on October 31st. City Staff is working on a plan for residents to dispose of their yard waste and will present the plan at the next City Council meeting. MOTION: Councilmember Ahlers motioned to accept the All Seasons 1-year contract extension. The motion failed by no second motion. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next meeting is October 4th, 7:30 A.M. in the Boone- Bancroft Room. • Finance Committee – This month’s meeting is October 19th, 7:30 A.M. in the Boone- Bancroft Room. • Public Safety Committee – The next meeting is October 26th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is October 12th, 7:30 A.M. in City Council Chambers. Accepting the $54,016.05 Bid from Sentinel Emergency Solutions for Bun ker Gear MOTION: Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. BILLS INTRODUCED 2023-046 sponsored by Councilmember Schwartz AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON BY REZONING 0.45 ACRES OF LAND ADDRESSED AS 211 COMMERCE DRIVE FROM M-2 GENERAL INDUSTRIAL TO C-2 GENERAL COMMERCIAL. 3 REGULAR COUNCIL MEETING, OCTOBER 2, 2023 2023-047 sponsored by Councilmember Ahlers AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE PERSONNEL POLICY MANUAL ARTICLE 12. VACATION LEAVE SECTION 12-1 AND SECTION 12-2 AND ARTICLE 13. SICK LEAVE SECTION 13-1. BILLS PENDING 2023-045 sponsored by Councilmember Ahlers AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A CONTRACT AND SUPPLEMENTAL APPROPRIATION AMENDING THE FY2023 BUDGET BY TRANSFERRING FUNDS WITHIN THE GENERAL FUND. Councilmember Ahlers requested pending bill 2023-045 be placed on the informal calendar. INFORMAL CALENDAR 2023-040 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2023, TO OCTOBER 31, 2024, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. The bill remained on the informal calendar. RESOLUTIONS There were no resolutions at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mell Kallel suggested the City accept the bid from All-Seasons Landscaping, the current yard waste and composting vendor, and continue yard waste disposal services at no charge to citizens. He also suggested the Police Department ticket and fine drivers for not using their turn signals. Lee Alford, of Allford Tree Service, offered the City options to do business with his company. He was the highest bidder when the yard waste services contract went out for bid and had not been selected. Don Boes, City resident, said citizens need some type of yard waste disposal option; whether it be across the river (with Korte Tree Care Services), or in town. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. 4 REGULAR COUNCIL MEETING, OCTOBER 2, 2023 NEW BUSINESS Councilmember Deeken was concerned at the lack of interest in the demolition of the American Water Tower on W . Main Street. Councilmember Mealy, City Council liaison to the Historic Preservation Commission said the commission voted to approve the demolition. It was a split vote, and not unanimous. City Attorney Ryan Moehlman said the commission’s demolition decision could be appealed if the commission had voted not to demolish. There is no appeal process for a decision to demolish. APPROVAL OF SEPTEMBER 18, 2023 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Lester seconded the motion to approve the September 18, 2023 Closed Session Minutes. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and W right Nay: Non UNFINISHED BUSINESS There was no unfinished business at this time. CLOSED SESSION A closed session was on the agenda pursuant to Sec. 610.021 of the Revised Statutes of Missouri, to discuss the following: i. Attorney client privilege [Sec. 610.021(1)] ii. Sealed bids & negotiated contracts [Sec. 610.021(12)] No motion was made for a closed session. ADJOURN A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Mealy, and approved unanimously at 7:15 P.M.
