A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
RESCINDING THE CONTRACT FOR THE TRAFFIC SIGNALS LIGHT EMITTING
DIODES (LED) RETROFIT PROJECT, PROJECT NUMBER 4011.67.882, AWARDED
TO CHRISTOPHER R. MORALES, INC., IN THE AMOUNT OF $248,371 AND
AUTHORIZING STAFF TO RE-ADVERTISE THIS PROJECT
WHEREAS, on March 17, 2009, the City Council adopted Resolution No.
2009.042 awarding the contract in amount of $226,029 for the Light Emitting Diodes
(LED) Retrofit Project to Metro Parking and Traffic Systems Inc., the lowest responsible
bidder; and
WHEREAS, said contractor refused to comply with the requirements of the
contract documents and thus became non-responsive; and
WHEREAS, on May 19, 2009 the City Council rescinded the contract from said
contractor and awarded the contract to the second lowest responsible bidder,
Christopher R. Morales, Inc, at $248,371; and
WHEREAS, said contractor also refused to comply with the requirements of the
contract documents 'and thus becomes non-responsive; and

WHEREAS,`staff believes that better bid prices can be obtained in the current
construction climate.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council rescinds the contract for the Light Emitting
Diodes (LED) Retrofit Project previously awarded to Christopher R. Morales, Inc., in the
amount of $248,371.
Section 2. , That staff is hereby authorized to re-advertise said project.
Section 3. This resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
