HomeMy Public PortalAbout2009.171 (09-01-09)RESOLUTION NO. 2009.171 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF LYNWOOD AND PROFESSIONAL SECURITY CONSULTANTS (PSC) TO PROVIDE SECURITY GUARD SERVICES FOR THE CITY OF LYNWOOD'S PARKS AND PUBLIC FACILITIES WHEREAS, the City is interested in obtaining a highly qualified professional security firm to provide security guard services in City parks and public facilities; and WHEREAS, the security service provider must effectively and efficiently serve the City and citizens of Lynwood; and WHEREAS, a competitive proposal solicitation was held; and WHEREAS, a review panel was convened composed of technical experts in public safety including the Los Angeles County Sheriffs Department, City of Lynwood Parking Enforcement Manager, the City of Norwalk Public Safety Manager, and the Lynwood Unified School District Campus Security Supervisor to evaluate the security proposals for fees, experience, equipment, and ability to perform all required security services within the scope of the City's requirements; and WHEREAS, based on financial overviews, a favorable review of qualifications, references, costs, and a site visit, staff concluded that the proposal of Professional Security Consultants is the proposal that best meets the City's needs; and WHEREAS, though International Security Services scored the highest in the panel interview, staff determined, based on the outcome of the site visits that Professional Security Consultants (PSC) best met the needs of the City for reasons that include PSC having an emergency team certified by Homeland Security and that PSC utilizes CASE, a Global Incident Tracking and Reporting Notifications System; aweb- based reporting system that provides real time reporting on incidents; and WHEREAS, PSC also provides staff with the ability to track and monitor activity more effectively, providing statistical tools that can be used to physically map out City park locations so that critical trends may be identified, allowing staff to take action and adjust security presence to areas of concern; and WHEREAS, funds for security services are available for fiscal year 2009-2010 in the General Fund/Account 1011.60.701.62015. NOW, THEREFORE, THE CITY OF LYNWOOD DOES HEREBY FIND, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City Council approves the selection of Professional Security Consultants to provide Security Guard Services for the City of Lynwood's Parks and facilities. Section 2. That the Mayor is authorized to execute cone-year agreement with Professional Security Consultants from November 1, 2009 through October 31, 2010, with an option of three one-year terms, in a form approved by the City Attorney for security guard services at the City's parks and facilities in an amount not to exceed $240,000. Section 3. A record signature copy of said agreement and any amendments is to be on file in the Office of the City Clerk. Section 4. This resolution shall become effective immediately upon adoption.
