The meeting was called to order by Chairman Ryan Towner at 8:23 a.m., a quorum was present
at that time.

2. Acceptance of the August 3, 2023 meeting minutes
Mr. William Farr made a motion to approve the minutes. Mr. Jeffrey Collins seconded
the motion; All members in favor and minutes from August 3, 2023 have been accepted.
3. New Business
a) Request to designate two ADA spaces on West Ashley Street and one ADA space on
Washington St. adjacent to the Central Church. [Requestor: Senior Pastor Rev. Dr. Jason
Abbott]
Mr. Towner read the history of the request. Mrs. Griffin gave the staff report. Mr.
William Farr made a motion to move forward with the City covering the ADA ramp and
parking space on Washington Street. Mr. Karl Staub seconded the motion. All members
were in favor, motion passes. (5-0-0)

Mr. William Farr made a second motion for Central Church to add 2 ADA parking spaces
and ADA ramp on W. Ashley Street. Mr. Jeffrey Collins seconded the motion. Motion
carries and will be sent to City Council. (5-0-0)

b) Request to convert the Sherwood-Fairway Dr intersection into a 4-way stop
intersection. [Requestor: Jim Jaegers]
Mr. Towner read the history of the request. Mrs. Griffin gave the staff report. Mr.
Stephen Brooks motioned to add a 2 additional stop signs at the Sherwood-Fairway Drive
Intersection. Mr. William Farr seconded the motion. Motion fails. (0-5-0)

Abstain:
Mr. Jeffrey Collins makes a motion to make a recommendation for City staff to contact
the HOA and have them reduce the height of the vegetation and comply with the Clear
Zone. Mr. Stephen Brooks seconded the motion. Motion carries. (5-0-0)
Mr. Karl Staub makes an amendment to the motion to have City staff speak with the
HOA to look into engineering solutions and/or reduce the height of the vegetation and
comply with the Clear Zone. Mr. Jeffrey Collins seconded the amended motion. Motion
passes. (5-0-0)

The commission now votes to the amended original motion. The motion passes
unanimously. (5-0-0)

c) Request to Add a traffic mirror on the south side of the W. Main – Fulkerson – Hwy
63/54 Exit Ramp Intersection. [Requestor: Kathryn Harden]
Mr. Stephen Brooks makes a motion to install a mirror on the southside of W, Main St. –
Fulkerson – Highway 63/54 exit ramp intersection. Mr. William Farr seconded motion.
Motion fails.

A motion to adjourn the meeting was made by Mr. William Farr which was seconded by
Mr. Stephen Brooks. All members were in favor of motion. Meeting adjourned at 9:14
a.m.
