QIztr±r>rr>Ì) ~ ~ 3J + No. _05-372 Dale of Adoplion n.".",mhPr 15, 2005' AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH CME ASSOCIATES- WATERFRONT PARK PIER EXTENSION WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Waterfront Park Pier Extension project; and WHEREAS, CME Associates, 3141 Bordentown Avenue, Parlin, New Jersey 08859, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $70,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the chief Financial Officer certifies that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the " Borough of Carteret, County of Middlesex, State of New Jersey, as follows: I. The proposal of CME Associates for the specialized engineering services related to Waterfront Park Pie;: Extension project in the total amount not to exceed $70,000.00 is hereby approved; 2. Annexed hereto is a copy of said proposal; 3. This action is approved as an award of a professional services contract. July 15, 2005 Revised December 7,2005 Mayor Daniel Reiman Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Waterfront Park Pier Extension Borough of Carteret Middlesex County, New Jersey Our File: H-CA-00501-01 Dear Mayor Reiman: As you are aware, we provided the Borough a proposal back in July for the design and permitting of the pier extension south of the existing promenade. Since that time, we received comments from the NJDEP (Department) as a result of the Waterfront Development Permit we applied for, which included a preliminary design of the pier extension. One of the Department's concerns was that the previously proposed pier exceeded the maximum width requirement of 8-feet. After further review of the intent of this pier extension, and review of some other docks/piers in the area, as well as further discussions with the Borough, we feel that including a 7-foot wide pier deck would achieve the same recreational intent of the wider pier. As you can see from the attached sketch, the pier is wide enough to include a decorative bench along one side with enough room on the other side for walkers, fishers, etc. In addition, our structural engineer reviewed the 8-foot wide pier and because it requires less structural design, consequent permitting, and overall construction cost, our previous engineering budget can be reduced, which we know is a benefit to the Borough. As such, we are pleased to provide you with our revised proposal for the pier extension at the Waterfront Marina. PIER EXTENSION DESIGN Phase la - Geotechnical Evaluation In order to provide a detailed pile and truss design, a geotechnical evaluation is required. We made attempts to receive a copy of the evaluation done as part of the Waterfront Pier to no avail. As such, we included a separate phase for geotechnical sampling and evaluation, which includes mobilization of a barge mounted drill rig, geotechnical boring evaluation and sampling, inspection services, and preparation of geotechnical report. It should be noted that even if the information previously requested is obtained, we feel the new boring program will be required. We anticipate the fees for the bathymetric survey to be . ........... .d. $8,000.00 Phase II - Engineering Design Phase Services Prior to detailed engineering design, we anticipate additional coordination with the NJDEP and ACOE is required, to review the revised pier section, and impacts and feasibility of the proposed pier design We anticipate preparation of construction plans and technical specifications of the proposed pier extension suitable for public bidding We estimate the fees for this Phase as d d d d' d d d d ........... ................... .$49,000.00 Phase III - Final Design Bid Documents and Permitting Due to the structural design, as well as lack of information regarding the structural suitability of the existing soils, in addition to the regulatory requirements, an estimate final design, preparation of bid documents, and permitting cannot be provided at this time. In addition, we anticipate preparing a lighting plan for the pier extension, to be coordinated after the permits have been received. Based on our previous experience, we believe the Borough should budget approximately 15-25% of the preliminary design phase, or approximately $8,000 to $12,000 for this phase of work. We can provide a budget and revised scope of services at the Boroughs request. _ If subsurface conditions are substantially different than those we anticipate encountering, a schematic design study will be provided at the Boroughs request. _ It is our experience that the breakwaters allowed under NJDEP regulations provide insufficient wave attenuation. We will propose a wave screen with wave boards arranged to approximate a solid wall, which has received permits. However, if the NJDEP rejects this design, the wave screen must be redesigned to provide spacing between wave boards, which is not part of this proposal. _ The fees on the hourly rate schedule are subject to change by January 1 of every year. _ CME Associates will not be responsible for and will not have control or charge of construction materials, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the work, and will not be responsible for the Contractor's failure to carry out the work in accordance with the contract documents. CME Associates also will not be responsible for or have control or charge over the acts or omissions of the Contractor, Subcontractors, or any of their agents or employees, or any other persons performing any of the work. _ Invoices will be progress billed on a monthly basis in accordance with the percentage of work completed. _ All documents including drawings and specifications prepared by CME pursuant to this Agreement are instruments of services and any reuse by others on extensions of the project will require a written consent by CME.
