ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken*, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None *Attended virtually. STOP LOSS INSURANCE UPDATE RS2023-29 sponsored by Councilmember Wiseman A RESOLUTION AUTHORIZING ANTHEM AND SUN LIFE/NATIONWIDE TO PROVIDE GROUP HEALTH INSURANCE Brian Crane, City Administrator, presented the resolution. Councilmember Wiseman motioned to adopt RS2023-29. Councilmember Spicer seconded the motion. City Attorney Ryan Moehlman noted an error in the distributed resolution. The resolution should authorize Anthem and Sun Life to provide group health insurance, not Anthem and Sun Life/Nationwide. Due to the ongoing negotiations between Anthem and JCMG, Councilmember Schwartz said he would be voting “no” on the resolution. Councilmember Wiseman motioned to amend the resolution, deleting the mention of Nationwide throughout the resolution. Councilmember Lester seconded the motion. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None The motion to adopt RS2023-29 as amended was approved by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Spicer, Wiseman, and Wright Nay: Schwartz and Spencer MSP UPDATE Mr. Crane provided an MSP update, outlining an MSP funding analysis. 2 SPECIAL COUNCIL MEETING, OCTOBER 30, 2023 ADJOURN / CLOSED SESSION Councilmember Mealy motioned to take up the closed session agenda items in open session. Councilmember Lester seconded the motion. Mr. Moehlman advised to continue with the closed session, but it’s the City Council’s prerogative. The motion failed by the following roll-call vote: Aye: Lester and Mealy Nay: Ahlers, Deeken, Hensley, Schwartz, Spencer, Spicer, Wiseman, and Wright Mr. Moehlman requested item ii. Real estate [Sec. 610.021(2)] be added to the closed session motion. Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to adjourn the open meeting and go into closed session for the below stated reasons. i. Attorney client privilege [Sec. 610.021(1)] ii. Real estate [Sec. 610.021(2)] iii. Specifications for competitive bidding [Sec. 610.021(11)] iv. Sealed bids & related documents [Sec. 610.021(12)] The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None The meeting adjourned at 6:20 P.M.
