THE CITY OF RICHMOND, INDIANA,
NOVEMBER 13, 2014
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,
November 13, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Dick Foore. Absent was Tony Foster.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Sarah Mitchell,
City Planner; and, Media.
APPROVAL OF MINUTES
Mr. Foore moved to approve the November 6, 2014 minutes, supported by Ms. Robinson. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Foore moved to approve the November 14, 2014 Claims for Payment in the amount of One Hundred
Fifty Eight Thousand Nine Hundred Twenty One Dollars and ninety eight cents ($158,921.98). Upon a
vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 128 -2014 — RUNDELL ERNSTBERGER ASSOCIATES, LLC
Professional services related to creation of a bicycle and pedestrian master plan being
initiated due to funding received from the Indiana Department of Health
Not to exceed $40,000.00.
Contract No. 128 -2014 was tabled.
• CONTRACT NO. 129 -2014 — GROUND RULES, INC.
Professional services relative to an update of the Unified Development Ordinance.
Not to exceed $7,700.00
Mr. Foore moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion
carried.
