MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 6, 2004-draft
The City Council of Medina, Minnesota met in special session on December 6, 2004 at 6:34
p.m. in the City Hall chambers for the Truth in Taxation Public Hearing. Mayor Zietlow presided.
I. Call to Order
Members present: Workman, Weir, Zietlow, Smith and Brinkman
Members absent:
Also present: City Administrator Chad Adams, Public Works Director Jim Dil!man,
Police Chief Ed Belland, and City Planner Rose Lorsung.
II. Staff Presentation
Adams provided a presentation of the current 2004 general fund budget and proposed 2005
general fund budget, current 2004 and proposed 2005 taxes payable, and current 2004 and
proposed 2005 tax rates. The general fund budget is increasing by 11.58%, the tax levy is
increasing by 13.1 %, but the tax rate is decreasing from 17.16% to 16.35%.
Adams discussed the Capital Improvement Plan and some of the changes being presented. He
cautioned that the Equipment Fund will be exhausted after 2006 if more funding does not get
set aside in the near future.
Adams also stated that the proposed budget will increase the road maintenance budget, will
fund the Police Drug Task Force member, and will address some of the administrative/planning
personnel needs for support.
Adams announced the subsequent hearing for Tuesday, December 21 st, 2004 at 7:30 p.m. in
City Hall.
III. Council Comments
Discussion was held on reducing the proposed 13.1 % levy increase to 10%, adequately funding
the City's Capital Improvement Plan, providing more code enforcement services, funding road
maintenance, and funding the Drug Task Force position.
IV. Public Hearing
The public hearing was opened at 7:21 p.m.
Marilyn Fortin, 201 Hamel Road, asked a question about a Tax Increment Tax that was listed on
her Truth In Taxation statement. Adams stated that the property is located within the newly
created tax increment district and he will contact Hennepin County to determine why the amount
is listed on the TNT statement.
The public hearing was closed at 7:25 p.m.

Adams again announced the subsequent hearing for Tuesday, December 21st, 2004 at 7:30
p.m. in City Hall.
Discussion was continued on the difference of opinion on the levy increase from 13.1 % to 10%.
The dollar difference is about $45,000.
Moved by Smith and seconded by Workman to adjourn the meeting at 7::37 p.m. Motion
passed unanimously.
