HomeMy Public PortalAbout12/06/05 Special CCM359 MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 6, 2005 The City Council of Medina, Minnesota met in special session on December 5, 2005 at 6:04 p.m. in the Hamel Community Building for the Truth in Taxation Public Hearing. Acting Mayor Smith presided. I. Call to Order Members present: Weir, Cavanaugh, Smith and Brinkman Members absent: Workman Also present: City Administrator Chad Adams II. Staff Presentation Adams provided a presentation of the proposed 2006 general fund budget, current 2005 and proposed 2006 taxes payable, and current 2005 and proposed 2006 tax rates. The general fund budget is increasing by 17.58%, the tax levy is increasing by 16.38%, and the tax rate is decreasing from 16.34% to 16.08%. Adams discussed the department budget increases as well as several line item increases that are leading to the increased budget and higher tax levy. Adams announced the subsequent hearing for Tuesday, December 20, 2005 at 7:00 p.m. in Hamel Community Building. III. Council Comments IV. Public Hearing The public hearing was opened at 6:19 p.m. Phil Zietlow, 875 County Road 24, discussed the history of past budget increases. Zietlow expressed his concern and requested the council to reconsider the double-digit tax levy increases two years in a row. Steve Schmidt, 1045 Medina Road, stated he attended to learn more about the budget and levy decisions. Discussion occurred on reducing the $50,000 allocation of funds for future facilities. Discussion was held on staff resources, desired level of services, including planning needs, and dollars to support all. The public hearing was closed at 6:52 p.m. 360 V. Next Hearing Adams announced the subsequent hearing for Tuesday, December 20, 2005 at 7:00 p.m. at the Hamel Community Building.
