- I AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITH T &M ASSOCIATES - 2006 ROAD
IMPROVEMENT PROGRAM
WHEREAS, the Borough of Carteret is in need of specialized engmeenng
services with regard to a contract administration and inspection services for the
2006 Road Improvement Program; and
\VHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T&M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $60,000.00 for the 2006 Road
Improvement Program; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
I
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCarteret, County of Middlesex , State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering
services with regard to a contract administration and inspection
services for the 2006 Road Improvement Program at a total cost
not to exceed $60,000.00, as set forth in T &M's existing contract
with the Borough, is hereby approved.

2. That mmexed hereto is a copy of said proposal.
4. That this action is approved as an award of a professional
services contract.

Contract Administration and Inspection
Dear Mayor Reiman:
The governing body awarded the referenced contraCt to DeFino Contracting on March 30, 2006 in the
amount of $813,689.25. subject to certification of funds and NJDOT concurrence of award. The required
funding is now in place and we should be receiving NJDOT concurrence this week. In coordination with
the NJDQrs Local Aid Group, a preconstruction conference has been .cheduled for Thursday May 18,
2006, and construction is scheduled to commence by mid-June. Accordingly, for this phase of the
project, we have prepared herein a scope of servi<:es and fee estímaœ to provide eontra"t administration
and inspection services.
Along with thc reconstruction of Jackson Avenue, which i. partiaHy funded by the NJDOT, this project
also includes base repairs for roads which will be milled and resurfaced by the Middlese", County
Highway Dept.
We will provide a part-time Project Manager (PM) and part-time Rcsident Inspector (RI) with additional
support services from our office staff: as required hy the PM. In addition to supporting the PM, the RI
wìll be responsible to observe construction in an elTort to determine if the work is instaHed in general
conformance with the contract documents and standard construction practices. The assigned personne1
will have experience in roadway construction inspection. Our service. will include eontt'aCt
administration and inspection services. The following is a description of the services we will provide, the
anticipated performance period for these services and the budget for the coirt of same.
The PM will perform the following tasks:
1. Conduct a pre-construction meeting among the project participants, inviting the contractor,
Borough oftlcials, utility representatives and our construction team. and produce minutes of
this meeting. Coordinate and review irútial project submittals including baseJine project
schedule, schedule of values, insurance certificates, SA-II form, et<:. During this period the
RT win take prcconstruction photographs of the work. PTc-construction phase assumed \0 last
one month.
2. Conduct periodic job meetings with representatives of the contractor, subcontractor. and
utility companies, as determined by the PM, to review progres.., perfoM1lance and to address
any questions or problems that may have arisen. Borough representatives will be invited to

3. Review and coordinate submittals received from the contractor including contractor's
schedules, shop drawings, product data and samples and mateTial certifications for general
conformance with Contract Document!¡.
4. After revÎew and input ftom the Resident Inspector, prepare monthly estimates of payment to
the Contractor.
5. Review and issue written recommendation to the Borough following receipt of a written
claim or dispute from Contract01'.
6. Receive draft punch list from Resident Inspector, tinali7.e it, transmit to ContraclOr and
administer the monitoring of it to completion.
7 Prepare final closeout package, including Maintenance Bond, Releases, final Payment
Certificate and Change Order, with support ftom the Resident Inspector as required.
8. NoWy the NJDOT of project completion. coordinate ils fmal inspection of the project,
provide required test reports, coordinate Engineer's and Boroug!1's execution of closeout
documents and prepare final NJDOT Change Order for "Borough's execution
The following tasks will be accomplished by our Rl during the construction phase:
J. Provide part-time construction observation services for the duration of the construction
contract. We expect construction to hegin in mid-June 2006 and continuously progress for
approximately four months to substantial completion. In addition, we anticipate a four to six
week part-time effort at the completion of the construction etTort at which time closeout
punch!ist work, final vouchers and final change order will be accomplished.
2. Perform periodic on-site observation of work to determine genera] conformance to the
contract plans and specifications.
3. Prepare job reports indicating we..th..... equipment, personnel, work accomplished on thc
project and other relevant matters such as issues discussed and direction given. Reports will
be furnished to the Borough upon request.
4. Respond to Contract Document interpretation requests and other requests for ìnfonnation
from the Contractor and assist in resolution or questions and/or disputes.
S. Review Contractor's monthly estimates of work performed and invoices submitted for
payment. Measure pay items of work for the Contractor's monthly estimates. Provide
payment input to the Project Manager.

Order. Attend final inspection with NJDOT, provide any discrepant items to the PM for
transmittal to the Contractor, and tracle discrepant items until NJDOT is satisfied
Based on our proposed scope of services and time schedule set forth above, we propose a not to exceed
fee of $81,250.00 for our services. Our services will be billed on a monthly basis accoroing (0 ()Uf
standard billing rate schedule in effect at time of services rendered. We have provided no allowance in
our budget for any costs beyond an eight-hour workday, Monday through Priday. Weekend work and
holidays have also been excluded in our pricing. Our Iee does not include cost~ of NIDOT required
pavement cores. The cost of the cores will be the responsibility of the Borough.
