RESOLUTION NO. 97 -3642
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
SUPPORTING THE 391 BED OPTION FOR RE- BUILDING THE L.A.
COUNTY/U.S.C. HOSPITAL
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
WHEREAS, There are several proposals to rebuild the L.A. County/U.S.C. Hospital ranging from
391 to 750 beds; and
WHEREAS, It would seem prudent and wise to build a smaller L.A. County/U.S.C. Hospital,
because of the large inventory of 800 surplus or under- utilized hospital beds already available in Los
Angeles County; and
WHEREAS, Due to earthquake damage, F.E.M.A has committed $462 million toward construction
of a new L.A. County/U.S.C. Hospital, which would pay a substantial portion of the construction cost of
a smaller 391 bed hospital but not even half of the estimated $1 billion cost of a large 750 bed hospital;
and
WHEREAS, The financial constraints and uncertainties of the County's budget require sound
fiscal management and planning of health care delivery services to county residents, including consideration
of other options of health care delivery; and
WHEREAS, Privatization of medical service delivery should be aggressively pursued because, the
private sector has proven to be far more efficient in administering and delivering quality, cost - effective
medical services; and
WHEREAS, A 391 bed L.A. County/U.S.C. Hospital would be more than adequate to meet the
medical needs of the county's indigent citizens.
NOW, THEREFORE, the City Council of the City of Temple City does resolve as follows:
SECTION 1. A smaller (rather than a larger) LA County/USC Hospital is in the best interests
of county residents and taxpayers for delivery of quality cost - effective health care services to county
residents.
SECTION 2. The City of Temple City does hereby supports construction of a smaller LA
County/USC Hospital of around 391 beds.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution.
PASSED, APPROVED AND ADOPTED on this 4th day of November, 1997.
