HomeMy Public PortalAbout2023-11-061 REGULAR COUNCIL MEETING, NOVEMBER 6, 2023 CALL TO ORDER Mayor Ron Fitzwater called the November 6, 2023 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken*, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None *Participated virtually. ADOPTION OF THE AGENDA Councilmember Wiseman motioned and Councilmember Spicer seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Appointing Councilmember Aaron Mealy to the Historic Preservation Code Revision Committee. MOTION: Councilmember Wiseman motioned and Councilmember Hensley seconded the motion to approve the above recommended appointment. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None Abstain: Mealy Appointing Clint Smith, Director of Planning & Protective Services to the MSP Community Improvement District Board of Directors. MOTION: Councilmember Wiseman motioned and Councilmember Ahlers seconded the motion to approve the above recommended appointment. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None 2 REGULAR COUNCIL MEETING, NOVEMBER 6, 2023 PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS • Paul Samson, JCREP and Eric Landwehr, Cole County Director of Public Works presented the Capital Area Rail Terminal (C.A.R.T.) update. • Diane Gillespie, Director of Jefferson City Convention & Visitors Bureau presented the JC CVB annual budget. MOTION: Councilmember Wiseman motioned and Councilmember Hensley seconded the motion to accept the Jefferson City Convention & Visitors Bureau annual budget. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None • Shiela Pearre, Director of Finance and I.T. presented the City’s monthly financial update. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next meeting is December 6th, 7:30 A.M. in the Boone- Bancroft Room. • Finance Committee – This month’s meeting will likely be cancelled. Check the City’s calendar for updates. • Public Safety Committee –The next meeting is November 30th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is November 9th, 7:30 A.M. in City Council Chambers. Mayor announcements: • Mayor Fitzwater and Councilmembers highlighted the local high school football and volleyball teams for advancing during their playoff seasons. Other announcements: • Councilmember Schwartz asked for an update on the City’s Yard Waste operation which started this past weekend. Clint Smith, Director of Planning & Protective Services announced the first weekend’s success with approximately 230 customers. Councilmember Lester and Councilmember Spencer both visited the site last weekend and reported positive feedback. They thanked City Staff for getting the operation up and going in a short amount of time, and the on-site staff’s “above and beyond” helpfulness. Authorizing Cooperative Procurement Contract with Vactor Manufacturing to Purchase Wastewater Vehicle in the Amount of $571,048.17 e. Miller St. for the Construction of a Retaining Wall MOTION: Councilmember Wiseman motioned and Councilmember Spicer seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. Matt Morasch, Director of Public Works presented the bill. Councilmember Spencer requested to suspend the rules and take up bill 2023-054 for third reading and final passage. With no objection, bill 2023-054 was third read by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16382. APPROVE OCTOBER 30, 2023 CLOSED SESSION MINUTES Councilmember Wiseman motioned and Councilmember Ahlers seconded the motion to approve the October 30, 2023 Closed Session Minutes. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None NEW BUSINESS There was no new business at this time. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURN / CLOSED SESSION The Chair entertained a motion to adjourn the public session, and pursuant to Sec. 610.021 of the Revised Statutes of Missouri, go into Closed Session to discuss the following: i.
