restoration project to be opened at 10:00A.M, on January 27, 1973. He said we
will enter into a contract with the State of Florida spelling out what they
will pay for in the project and that $300,000 to $400,000 is forthcoming from
Dade County, depending upon the bids and the degree of Federal participation.
Mr. Anderson said that in regard to the solicitation by Third Century,
U.S.A., he would suggest that. the Manager contact some neighboring cities and
see what action they are taking.
Mr.Maley reported that our first Revenue Sharing check from the Federal
Government amounted to $2,906.00. This check covered the period from 1/1/72 to
6/30/72.
There being no further business the meeting was adjourned at 12:50P.M.
on motion of Mr. Beatty, seconded by Mr. Taplin.

The Council of Bal Harbour Village met in special session on Friday.
January 12, 1973 at 9:00A.M. In the Village Hall.
Present: Messrs. Beatty, Brush, Printup, Taplin and Villeneuve
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village
Clerk; and Dulana J. Dupuy, Chief of Police.
Mr. William Logan, President of the Bal Harbour Club and several residents
voiced their objection to the present level of police protection in the residential
section and commented on their observations of the department. Stressed ware laxity
in stopping pedestrians and unknown vehicles; cruising too fast for proper patrolling;
too much time spent parked at the Bal Harbour Yacht Club site and the Harbour Way
entrance and exit. They suggested to the Council possible closed circuit television
scanning at the entrance, patrol cars placed at the entrances to stop all perxons
entering the Village, more use of the patrol boat, hiring additional police officers
for foot patrol and bicycle patrol, the use of trained attack dogs and replacing the
Village Manager and Chief of Police. During the discussion it was, moved by Mr.Taplin
that the Village hire the best authority on police matters to make a study of the
department. The motion was withdrawn after further consideration. It was moved by
Mr. Villeneuve, seconded by Mr. Brush and unanimously voted, to authorize the Chief
of Police to hire two or three additional patrolmen, with dogs, if necessary, im-
mediately. The Chief of Police told those present that it will take time to find men
qualified under the Police Standards Board requirements.

The Council than discussed the proposed zoning changes for the ocean-
front district, comparing existing requirements against the Barton-Aschman
recommendations and the Village Manager's recommendations. Covered were Permitted
Uses; Building setbacks, front,aide and rear; Building Heights, Density; Maximum
Lot Coverage; Floor area Ratio; Minimum Floor areas for various type units;
Minimum Open Space; Parking Requirements; and Accessory Structures. It was the
consensus of the Council that they wished to study the matter in depth and hold
another meeting on the matter on Friday, January 19, 1973.
Mr. Maley briefly outlined to the Council a new type of garbage truck
and containers that he would like to see used in the oceanfront district.
There being no further business, ob motion of Mr. Beatty, seconded by
Mr. Taplin, the meeting was adjourned at 11t30A.M.

A Special Meeting of the Bal Harbour Village Council was held Friday,
January 19, 1973 at 10:00A.M. in the Village Hall for the purpose of studying
the proposed changes in the oceanfront district zoning.
Present: Messrs. Brush, Printup, Taplin and Villeneuve
Absents Mr. Beatty
Also present were Fred W. Maley, Village Manager; and Mary T. Wetterer,
Village Clerk.
Mr. W. Anthony Wiles of Barton-Aschman Associates, Inc, reviewed with
the Council and Mr. Maley the present regulations, the Barton-Aschman recommenda-
tions, and Mr. Maley's recommendations. After discussion, the concensus of
Council was to include the following requirements the oceanfront district zoning
regulations.
1. Permitted Uses: addition of Public Parks,
2. Front building setbacks: 150 feet from Collins Avenue and a
40 foot landscape barrier,
3. Side building setbacks: 40 feet from each side on 200' wide
lots with a proportionate setback for wider lots,
4. Rear setbacks: will vary according to lot depths and be
controlled by the limit allowed the main building, but
in no event to be built within 55 feet of the new
erosion control line,
