CALL TO ORDER
Mayor Ron Fitzwater called the May 15, 2023 City Council “Pre-Meeting” to order at 5:45 P.M.
to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, and Spicer
Absent: Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Deeken will lead the prayer.
Miscellaneous Agenda Items
- Former Mayor John Landwehr will announce the Mayor’s Cup Golf Tournament.
- A public hearing is scheduled for Ward 4 councilmember candidates. After the hearing,
nominations and then an appointment will be made.
Public Hearings
- Eric Barron, City Planner presented the four bills scheduled for public hearings: 2023 -
004, 2023-005, 2023-006, and 2023-007.
Appointments
- Councilmember Spencer will make a motion to table the appointments until the next City
Council meeting, allowing Mayor Fitzwater more time to review the recommended
appointments.
Consent Agenda
- There were no questions at this time. Mayor Fitzwater highlighted item b., the
acceptance of the $2,133,169 Community Revitalization Grant. He thanked staff for their
work in obtaining the grant.
Bills Introduced
- City Staff presented their introduced bills.
- Bill 2023-012 is check marked for a request to suspend the rules. Acting City
Administrator has an amendment to the bill striking legacy language.
- Councilmember Spencer, sponsor of bill 2023-013 will request to suspend the rules.
Councilmembers Hensley and Lester have amended language to propose.

- City Staff presented their pending bills.
Resolutions
- City Staff presented their resolutions.
New Business
- Staff is requesting a motion be made related to the demolition of 408 Lafayette St.
Closed Session
- A closed session is scheduled for tonight.
Unfinished Business
- Provided bill 2023-013 related to downtown parking, passes, a motion will be made to
end the parking ticket moratorium on downtown, unmetered parking which was
established at the May 1, 2023 City Council meeting.
