MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 6, 1995
The City Council of Medina, Minnesota met for the annual Truth in Taxation hearing on
December 6; 1995, at 7:00 p.m. in the City Hall Council Chambers. Acting Mayor Ann
Thies presided.
Present: John Ferris, Jim Johnson, Ann Thies, and Phil Zietlow.
Absent: Mayor Anne Theis.
Also present: City Clerk -Treasurer Jeff Karlson.
1. Truth in Taxation Hearing
Acting Mayor Thies stated that the purpose of the hearing was to hear comments on
the City's proposed 1996 budget and on the amount of property taxes the City was
proposing to collect in 1996.
Jeff Karlson provided a detailed report of the budget, including comparisons going back
to the 1994 budget, shown below:

Karlson pointed out that $250,000 was being transferred into the general fund from a
reserve fund to help pay for the cost of improving Pioneer Trail.
Karlson specified that the amount of property taxes that would need to be collected to
pay for services in 1996 was $873,434, an increase of $101,175 over the 1995 tax levy.
Some of the reasons for the higher levy that were mentioned included a reduction of
state aid, less interest earnings on city funds, increasing legal fees, city hall
maintenance, and salary increases. After subtracting the fiscal disparity contribution to
the city, the city's net levy came out to be $850,442, an increase of ten percent.
Because of a significant increase in the city's tax base, the 1996 levy resulted in a
reduction of the city's tax capacity rate from 14.57% to 14.51%.
Three residents were present and asked several questions related to the budget and
city spending.
IT WAS MOVED BY FERRIS AND SECONDED BY ZIETLOW, TO CLOSE THE
PUBLIC HEARING AT 7:58 P.M. THE MOTION PASSED UNANIMOUSLY.
Ann Thies announced that the council would adopt the final budget at its next regularly
scheduled meeting on Tuesday, December 19, 1995.
