Currently, the existing house is within the states' jurisdiction and is landward of the toe of the most landward dune. The house will be moved landward onto Lot 44 and out of the state's jurisdiction. The request includes the relocation of the house landward to Lot 44 and removal of the existing foundation. Any holes on Lot 45 will be filled with dirt from Lot 44 and restored to its present grade. The dune line has been marked by DNR staff and will be identified on site with a row of silt fence to keep construction out of the area. No construction is proposed in the dunes. Any incidental impacts to the dunes will be restored to their natural state. The Department authorizes the relocation of the house and restoration of the lot as depicted in the attached description and drawing. Any change in the use, location, dimensions, or configuration of the approved project without prior notification and approval from this office could result in the revocation of this LOP and in required removal of the materials and related structures. The Georgia Environmental Protection Division administers the rules. This review is for drainage improvements for development of the site. Any comments related to setbacks, density, zoning, trees, etc... are for consideration only by City Staff involved is such reviews. We have not attempted to duplicate the work of the Planning Commission or City staff. The following comments were discussed over the phone with the Owner's Engineer. : 1) The#89 stone is to be the minimum size, not the maximum size stone beneath the pavers. 2) The reference to runoff amount on the plans will be removed as it is dated. 3) The Engineer has agreed to provide notation that requires routing the maximum amount of roof runoff practical to the front. This is to reduce impact to others should the porous pavement not be properly maintained. I offer the following comments at this time. 1) The hydrology report uses the Rational Method for a 20 minute period under both pre and post development conditions. This lot does not have an outfall to the road and drains across lots to the east side (Lot 45) and the south rear. Retention for the increased runoff should be contained for the 100 year storm of a 24 hour duration. To only store 20 minutes of any storm prior to uncontrolled release of increased runoff onto neighboring lots is not acceptable. 2) The proposed contours need to be checked and adjusted as necessary. For example, the proposed 9 contour in the northeast corner is missing. 3) Add additional elevation information on proposed driveway. 4) The compaction of the subgrade of the pavers called for on C-2 will reduce the 10 inches per hour perc rate considered in the drainage calculations. 5) The open graded base course should be more accurately specified. 6) The retaining wall or stem wall shown on C-2 will not be allowed in the velocity zone. 7) General Drainage Note#2 on C-2 should be modified. City approval is required prior to grading that differs from that shown on the approved plans. 8) The benchmark is shown to be on 1929 datum. The flood map is correctly referenced as being on 1988 datum. The plans should clearly state what datum the topographic information is on and the conversion information. The Engineer should coordinate with Tybee to determine any easements for this sewer main and how close Tybee will allow a new structure to be built to this sewer main. 8) It appears that the strip of property east of Lot 45 labeled"The Strand"is not a part of Lot 45. Ownership of this property needs to be clarified. 9) As discussed with the Engineer,I have developed concerns over the brick paver detail. Specifically,I am requesting the Engineer provide additional clarification over the use of materials to stabilize subgrade. Mark Boswell referenced the information shown on the attached page. As this is from a material distributor's web site and not the manufacturer's, I recommend Mark check this against the manufacturer's recommendations. Mark Boswell has been very aggressive in using innovative designs with recently developed design procedures and materials. President 2060130B SPECIAL CONDITIONS Soil Cement or Rehabilitating the Base Your customer is working on a tight budget and this time it's not just a negotiation ploy.Don't lose that job!Here's a way that might save as much as$1.00-1.50/sf.Instead of replacing the existing soil with high-quality base material,roto-till the soil to a depth of about 6".Now take bags of Portland cement(do not use masonry cement) and place them across the area spaced apart 3'by 6'.Figure on using 1 bag per 21 sf.Open the bags and uniformly spread the cement by rake.Now work the cement thoroughly into the soil with the roto-tiller,using two passes in both directions.Spray the area with enough water that allows you to form a ball in your hand without it sticking to your fingers. Next compact the base with a roller compactor.The first pass should be done without vibration;the second pass with vibration. Dampen the base with water as needed,Mow it to harden for a day or two.Then,overlay the base with geotextile fabric,set the edging,spread your sand,and install the pavers as usual.
