ON TUESDAY, OCTOBER 27, 2009 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. ~~ ®/~~o~~ Y-1~V~IU~® CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for AUGUST 25, 2009 I) Call to Order: The August 25, 2009 Recreation & Parks Commission meeting was called to order at 5:08 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: The Invocation was led by Vice Chairperson Joanette Gutierrez and the Pledge of Allegiance was recited by Commissioner Daniel Salazar. IV) Roll Call: Present Absent Vice Chairperson Gutierrez Commissioner Harper Commissioner Hernandez Chairperson Wood Commissioner Salazar V) Agenda Posting: The Agenda was duly posted for the August 2009 meeting as prescribed by the Brown Act. VI) A~oroval of Past. Minutes: Chairperson Wood called for a motion on the minutes for the Recreation & Parks Commission meeting held on July 28, 2009. Vice Chairperson Gutierrez motioned for approval of the minutes. Commissioner Salazar seconded the motion. All Commissioners voted in favor to approve the minutes and the motion is passed. Ayes: 4 Noes: 0 VII) Correspondence: None VIII) Public Orals: Lynwood residents, Lorene Reed and Lien Stringfield were present in the audience. Ms. Reed stated that the new park looks beautiful and that residents are eagerly awaiting the Grand Opening date. She thanked Chairperson Wood for donating bread twice weekly to the Senior Center. The seniors are enjoying the bread very much. Ms. Reed invites the Commissioners to play Bingo at the Senior Center on the 3~d Thursday of every month; the jackpot is $250. Ms. Stringfield invited everyone to come to the Monthly Birthday Bash at the Senior Center from 6:30 p.m. to 9 p.m. on 9/9/09. September birthdays are free; everyone else must buy $5 tickets which include dinner, and cake & ice cream. This activity takes place monthly on the 3`d Wednesday. IX) Scheduled Matters: Yvonne Burke -John D. Ham Park Grand Opening - Mr. Jose Trejo, Interim Deputy Director stated that the Grand Opening will take place on Saturday, 9/12/09 from 12 noon to 5 p.m. at the new park located at 11832 Atlantic Avenue. There will be live entertainment, bounce balloons, a train ride, and a rock climber as well as numerous vendors selling various foods, drinks, baked goods and toys. The new park is a big improvement over the liquor stores and motels that previously occupied that space. With everyone's efforts the park will be well-maintained and bring a new beginning to this Lynwood neighborhood. More funding is required in order to begin work on Phase II. Ms. Reed inquired about the fabricated building that former L.A. County Supervisor Yvonne Brathwaite Burke donated to the City. Mr. Trejo stated that Ms, Burke donated a trailer. It has been placed close to the freeway and it is difficult to see what is going on across the park. Chairperson Wood stated that the park will be well- used but believes that if the adult soccer players are not controlled they will create problems; adults that don't even live in Lynwood set up goals and play soccer anywhere. Commissioner Salazar stated that most parks do not allow play without a permit. Mr. Trejo went on to say that on-site staff and security guard presence will be required at the new park. The soccer fields at Lynwood City Park had to be enclosed. It is difficult to get law enforcement to come out for this type of violation. It is not a priority for them to issue citations to soccer players on the fields when they shouldn't be there. If there are no consequences the behavior continues. Commissioner Salazar asked if the right type of durable grass was used when sodding Burke-Ham Park. He recalls this being an issue as well as purchasing the proper equipment to cut this particular type of grass. He's been to many other parks where people play soccer all of the time and they have grass. Mr. Trejo stated that he does not know if the correct grass and equipmedn~ was purchased. There is a contract for maintenance of the restrooms and " at°(f/~eadows Park and the new Ham Park. Vice Chairperson Gutierrez inquired about parking at the new park; she is concerned that there won't be sufficient parking for people that drive to the park for special events. She stated that the original Ham Park had lots of parking and this park doesn't. Mr. Trejo stated that the intent is to serve the immediate community surrounding the park. Chairperson Wood stated that there are at least 35 parking spaces in the parking lot. He also stated that the former McDonald's across the street has a paved parking lot. Vice Chairperson Gutierrez asked if the City owns the McDonald's lot. Ms. Reed commented that the McDonald's lot doesn't belong to the City; however the adjacent lot does. Mr. Trejo stated that those lots are intended for a future passive park area. X) Staff Reports: A. Facility Usage Report (Attached for review) B. Current Programs/Activity Report - Mr. Trejo announced the following: • 8/29/09 -Soccer Opening Day - 9:30 a.m. -Lynwood City Park Soccer Fields • 8/29/09 -Art in Public Places Statue Unveiling - 11 a.m. -Near the Natatorium in Lynwood City Park • 9/14/09 -Diabetes Screening - 10:30 a.m. -Senior Center XI) COmmISSIOn Orals: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood - He stated that the parking situation is bad at the new park. Overnight parking should be restricted around the park. Parking will always be taken by the local residents. He will not be present at the next Recreation & Parks meeting; he'll be at a meeting. in Branson, Missouri. Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Harper -Absent • Vice Chairperson Gutierrez - No comment • Commissioner Hernandez -She is happy that Ham Park will open soon to be enjoyed by the community. • Commissioner Salazar -Opening Day for AYSO Soccer is on 8/29 at 8 a.m. in Lynwood City Park.
