The meeting was called to order at 5:00 p.m. in the Nauset Room at Town Hall. In attendance; Julia Enroth, Sue Christie, Bill Garner, Catherine Hertz, Jon Holt, Steve Phillips, Cathy Southworth. 2. There was no public comment. 3. Minutes of the September 1, 2011 minutes were approved as corrected. 6-0-1 4. OHS Document/ Photograph Restoration Update (Tamsen Cornell) Tamsen presented an update on the preservation project which included digital scans, repackaging and re-housing. Project is right on schedule. 5. Special Town Meeting October 17, 2011 —Article 2 Acquire Conservation and Watershed Preservation Restriction on Brewster Land (Community Preservation Fund Open Space Grant Monies) CPC approved $55,000 transfer for this purpose. Selectmen have recommended it. 6. Project Monitoring — Updates and Expenses a. Academy— Phases 11 & III (Jon Holt)—There will be a site visit from a consulting firm. Architect has been hired. b. Eldredge Park(Cathy Southworth) — Julia spoke to Paul Fulcher. Specs have been revised. Will go out to bid the first of November. Expect to finish the end of the calendar year. C. Sea Call Farm (Steve Bornemeier)— No new information. d. Hinckley Affordable Housing (Catherine Hertz) — George Meservey continues to speak to Mike Ford and Bob Murray. e. Condominium Purchase (Alan McClennen)— Jon Holt reported that the Affordable Housing Committee is looking for new approaches for affordable housing in Orleans. • Language has to be changed as banks do not like to deal with condos. • By-law for condos— If you buy a condo and rent it, you have to have approval of condo board. • It would be cheaper to by land and put up units. Working with Habitat for Humanity is a possibility. • Also looking for a buy-down. f. OHS Document / Photograph Restoration (John Holt) — No new information. 9. Open Space (Alan McClennen) — Received a bill for survey work. h. OHS Land and Septic Survey (Steve Phillips)— Received an email from Mark Carron. They are looking at hooking up the OHS septic system to the Town septic system. They are in contact with the Board of Health. i. Digitization of the Cape Codder(Sue Christie)— No new information. j. Putnam Farm (Catherine Hertz) —There is a big improvement. Much has been cleaned up. Received a bill for$631.00. Julia reported that the Jonathan Young Windmill will go to the architectural review board and then they can go forward with the sign. 7. Old Business— FY 2013 CP Application, Status of CPC Appointments, Other ® Application packets are available at the Town Administrator's office. The application is available on the Town's website. a Julia introduced Bill Garner, the new CPC at large member. ® Julia reminded everyone that they need to get sworn in even if they are reappointed. Need a letter from your committee that you have been elected to represent your committee to the CPC. Give letter to the Town Clerk and then you will be sworn in. 8. New Business — CP Fund Monthly Budget Report, Other • Month to Date Report was reviewed. • Received an email from George Meservey asking if it would be possible to use CPC administrative funds for a plan and habitat assessment. • Julia reported that administrative funds went from $40,000 to $10,000 and we don't know what legal expenses will come up. Will have to wait until June. 9. Key Dates /Timeline— CPC Meetings November 3 and December 1. Application Deadline is November 28, 2011. ® Keep every Thursday in January and February free for CPC meetings. 10.There being no further business, the meeting was adjourned at 6:00 p.m. Respectfully submitted Sandra A.
