CALL TO ORDER
Mayor Ron Fitzwater called the November 20, 2023 City Council “Pre-Meeting” to order at
5:46 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Ahlers, Deeken*, Hensley*, Lester, Mealy, Schwartz, Spencer, Spicer, and Wright
Absent: Wiseman
*Participated virtually.
DISCUSSION OF AGENDA ITEMS
Councilm ember Spencer will lead the prayer.
Adoption of the Agenda
- Councilmember Spencer would like to move 12(d.) to 12(a.), 14(c.) to 14(a.) and 14(b.)
regarding the High St. Viaduct to after the High St. Viaduct Presentation under 7(a.)
Appointments by the Mayor
- One appointment is on the agenda for approval.
Presentation from Staff, Consultants, and Invited Guests
- Todd Kempker, PE, Bartlett & West will present High St. viaduct options
Announcements
- Staff will have two announcements related to scheduled wastewater basin cleaning and
CAMPO Metropolitan Transportation Plan update.
Consent Agenda
- There were no questions at this time.

- City Staff presented their bills to be introduced.
Bills Pending
- City Staff presented their pending bills.
Informal Calendar
- Councilmember Ahlers intends to leave bill 2023-045 on the informal calendar to expire after
tonight’s meeting.
