ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken*, Hensley*, Lester, Mealy, Schwartz, Spencer, Spicer, and Wright Absent: Wiseman *Participated virtually. ADOPTION OF THE AGENDA Councilmember Spencer motioned and Councilmember Spicer seconded the motion to amend and adopt the agenda, moving item 12(d.) 2023-053 to 12(a.), item 14(c.) RS2023-33 to 14(a.), and item 14(b.) RS2023-32 to 7(b.) after the High St. Viaduct Presentation. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. RS2023-32 sponsored by Councilmember Spencer 2 REGULAR COUNCIL MEETING, NOVEMBER 20, 2023 A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR GRANTS RELATED TO HIGH STREET VIADUCT RECONSTRUCTION PROJECT Matt Morasch, Director of Public Works, presented the resolution. Councilmember Spencer motioned to adopt RS2023-32. Councilmember Mealy seconded the motion. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, and Wright Nay: None Absent: Wiseman ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – There were no announcements at this time. • Finance Committee – This month’s meeting is cancelled. • Public Safety Committee –The next meeting is November 30th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is December 14th, 7:30 A.M. in City Council Chambers. Mayor announcements: • Mayor Fitzwater announced the Jay’s Football game this Saturday at 1:00 P.M. Other announcements: • Matt Morasch announced the scheduled wastewater basin cleaning currently under way. • Katrina Williams, City Planner, provided a CAMPO Metropolitan Transportation Plan update. Authorizing an FY23 Microgrants-Community Policing Development Solicitation Grant Acceptance for a Police Department Internship Program in the Amount of $35,290 e. Matt Morasch, Director of Public Works presented the bill. Councilmember Spencer requested to suspend the rules and take up bill 2023-055 for third reading and final passage. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS David Taylor expressed his disappointment in how he was treated when stopped by the Cole County Sheriff’s Department for not having his child in a car seat.
