REGULAR COUNCIL MEETING, NOVEMBER 20, 2023
CALL TO ORDER
Mayor Ron Fitzwater called the November 20, 2023 City Council meeting to order at 6:02 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:

ADOPTION OF THE AGENDA
Councilmember Spencer motioned and Councilmember Spicer seconded the motion to
amend and adopt the agenda, moving item 12(d.) 2023-053 to 12(a.), item 14(c.) RS2023-33
to 14(a.), and item 14(b.) RS2023-32 to 7(b.) after the High St. Viaduct Presentation. The
motion passed unanimously.

A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR GRANTS
RELATED TO HIGH STREET VIADUCT RECONSTRUCTION PROJECT
Matt Morasch, Director of Public Works, presented the resolution.
Councilmember Spencer motioned to adopt RS2023-32. Councilmember Mealy seconded
the motion. The motion passed by the following roll-call vote:

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – There were no announcements at this time.
• Finance Committee – This month’s meeting is cancelled.
• Public Safety Committee –The next meeting is November 30th, 7:30 A.M. in the Police
Training Room.
• Public Works & Planning Committee – The next meeting is December 14th, 7:30 A.M. in
City Council Chambers.
Mayor announcements:
• Mayor Fitzwater announced the Jay’s Football game this Saturday at 1:00 P.M.
Other announcements:
• Matt Morasch announced the scheduled wastewater basin cleaning currently under way.
• Katrina Williams, City Planner, provided a CAMPO Metropolitan Transportation Plan
update.

MOTION: Councilmember Spencer motioned and Councilmember Spicer seconded the
motion to approve the above items on the Consent Agenda. The motion passed unanimously.

BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL
FUNDS WITHIN THE WASTEWATER ENTERPRISE FUND.
Matt Morasch, Director of Public Works presented the bill. Councilmember Spencer requested
to suspend the rules and take up bill 2023-055 for third reading and final passage.
With no objection, bill 2023-055 was third read by title, placed on final passage, and passed
by the following roll-call vote as Ordinance 16384.

15%. Councilmember Spicer seconded the motion. The motion passed by the following roll -

Amendment Sheet #1 with a memo was distributed to the Mayor and City Council.
Councilmember Spencer motioned to amend the resolution as outlined in Amendment Sheet
#1. Councilmember Schwartz seconded the motion. The motion to amend RS2023 -33 was
passed by the following roll-call vote:

RS2023-32 was taken up under Presentations from Staff, Consultants & Invited Guests earlier

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
David Taylor expressed his disappointment in how he was treated when stopped by the Cole
County Sheriff’s Department for not having his child in a car seat. He requested a resolution
from the City to support him.
