The Council then discussed the proposed zoning changes for the ocean-
front district, comparing existing requirements against the Barton-Aschman
recommendations and the Village Manager's recommendations. Covered were Permitted
Uses; Building setbacks, front,side and rear; Building Heights, Density; Maximm
Lot Coverage; Floor area Ratio; Minimum Floor areas for various type units;
Minimum Open Space; Parking Requirements; and Accessory Structures. It was the
consensus of the Council that they wished to study the matter in depth and hold
another meeting on the matter on Friday, January 19, 1973.
Mr. Maley briefly outlined to the Council a new type of garbage truck
and containers that he would like to see used in the oceanfront district.
There being no further business, ob notion of Mr. Beatty, seconded by
Mr. Taplin, the meeting was adjourned at 11:30A.M.

A Special Meeting of the Bal Harbour Village Council was held Friday,
January 19, 1973 at 10:00A.M, in the Village Hall for the purpose of studying
the proposed changes in the oceanfront district zoning.
Present: Messrs. Brush, Printup, Taplin and Villeneuve
Absent: Mr. Beatty
Also present were Fred W. Maley, Village Manager; and Mary T. Wetterer,
Village Clerk.
Mr. W. Anthony Wiles of Barton-Aschmen Associates, Inc. reviewed with
the Council and Mr. Maley the present regulations, the Barton-Asehmen recommenda-
tions, and Mr. Maley's recommendations. After discussion, the concensus of
Council was to include the following requirement. the oceanfront district zoning
regulations.
1. Permitted Uses: addition of Public Parks,
2. Front building setbacks: 150 feet from Collins Avenue and a
40 foot landscape barrier,
3. Side building setbacks: 40 feet from each side on 200' wide
lots with a proportionate setback for wider lots,
4. Rear setbacks: will vary according to lot depths and be
controlled by the linit allowed the min building, but
in no event to be built within 55 feet of the new
erosion control line,
5. Building height: will be 180 feet excluding roof structures,
which will have to be specified in the final ordinance as
to percentage of roof they can cover and where they can
be placed, after Mr. Maley and Mr. Wiles check with local
architects and engineers for wore exact measurements of
utility towers, etc.,
6. Density: 70 units per acre for apartment dwellings. Hotel
room count to be researched further,
7. Maximum lot coverage: (principal structure only) apartments
will he 25%. Hotels remain in abeyance for further study,
8. Floor area ratio: (principal structure) 3:1,
9. Minimum floor areas: Efficiency apartnts, 600 sq. ft.
One bedroom apartments, 900 sq. ft.
Two bedroom apartments, 1150 sq. ft.
Three or more bedroom apartmsnts,1500 sq ft
Hotel guest rooms, 400 sq. ft.
10. Minimum open space; Minimum of 607. of lot area.
11. Parking requirements: 1.5 for 1 in apartments, plus an amount
to be determined for public space. Hotels left for further
study,
12. Accessory structures (parking structures, cabanas,etc.):
incidental and customary to principal building,requires
80% of parking to be structured,
13. Off street loading: specific locations to be set and size,
access and surfacing to be stipulated,
14. Pedestrian access, should be stressed.
It was the Council's decision that Barton-Aschman should be retained to draft the
new zoning ordinance to be submitted to our Village Attorney in time for considera-
tion and passage at the February 24th Council Meeting. Mr. Wiles said he would
give Mr*. Maley a cost figure on this.
Mr. wiles also told the Council that there had bean some additional ex-
penses incurred due to the material available in the building department not being
entirely satisfactory for their study. The Council suggested that he go over these
items with Mt. Maley before submitting their final bill to the Village.
There being no further business, on motion of Mr. Taplin, seconded by
Mr. Brush, the meeting was adjourned at 1:OOP.M.
