Capital Area Active Transportation Plan Action Requested: Review, discussion, and recommendation to the Board of Directors Staff Report: A draft of the Capital Area Active Transportation has been received. The Plan integrates the previous Capital Area Pedestrian & Bicycle Plan (2016), Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle, and Transit Plan (2014) into a unified plan that prioritizes walki ng and bicycling as primary forms of transportation in the Capital Area. Local match for the Plan was provided by JC Parks. See the attached staff report and draft document for more detail. B. CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023-2024 Update Action Requested: Review and discussion – work session Staff Report: The update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP) is underway. The MTP assesses regional transportation needs over a twenty-year planning horizon by setting goals and defining programs, strategies, and projects for the CAMPO region. The MTP is federally required to be updated every 5 years and was last updated in 2019. Products and materials pertaining to the update of the MTP are reviewed and vetted by the Technical Committee. The MTP will be a standing agenda item until the update is completed in 2024. December MTP Work Items include:  Public Meetings scheduled for December 5th (Jefferson City) and 12th (Holts Summit)  Public engagement via survey and stakeholder presentations 7. New Business A. Federal Performance Measures Action Requested: Review, discussion, and recommendation to the Board of Directors. Staff Report: MPO’s are required to collaborate with State DOT’s in annual target setting with respect to specific performance measures. Staff are proposing for CAMPO to support the 2023 state performance targets for Safety, established by MoDOT. See the attached staff report for more detail. Old Business No old business. 7. New Business A. CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023-2024 Update • Ms. Williams gave details on the illustr ative list of projects. She stated that there is a survey available and asked everyone to participate. She then went on to state that there are three stakeholder meetings next week, along with two public meetings in December. She stated that these meetings will be to discuss the illustrative list, and she gave details on the tiers and subcategories for road and bridge projects . She provided an overview of each tier includes and how the annual MoDOT unfunded needs list submissions are reflected in the illustrated list and tiers. Finally, she touched on the multi-modal projects and the Major Thoroughfare Plan; stating that the projects listed in the Major Thoroughfare Plan and Active Transportation Plan are all listed in this section of the MTP. There were no questions from the committee. 8. Other Business A. Capital Area Active Transportation Plan • Ms. Williams gave details on the progress of the Active Transportation Plan. Mr. Bange asked what the timeline was to bring this to the board. Ms. Williams stated she would like the Technical Committee to decide on December 7th, and bring it to the board on December 20th. Clint Smith left at 10:23 AM. B. Status of Current Work Tasks • Ms. Williams again mentioned the stakeholder meetings and the DBE Report. • Mr. Barron gave a list of TAP Grant applications that had been funded. C. Member Updates • Mr. Henderson stated that the Director retired and has been replaced with Lance Taylor. • Mr. Kliethermes stated that their superintendent left and a replacement will be chosen soon. • Mr. Engelbrecht stated that the TAP results are available online and that maintenance is fully staffed, so the beginning of the winter season will be rocky due to training. • Ms. Busche stated that a new City Clerk has been hired, Libby Chipman. • Mr. Bange stated that a public meeting will be held for the High Street project on December 7th from 4:00-6:00 PM. 9. Respectfull y submitted, Tiphanie Pearson, Administrative Assistant Agenda Item 6A CAMPO Technical Committee Staff Report Capital Area Active Transportation Plan December 7, 2023 Draft Document A draft planning document has been received from the consultants. The Tec hnical Committee is requested to review the draft and recommend approval to the Board of Directors. Summary Staff, along with consultants Crafton Tull and LaneShift, are continuing development of the Capital Area Active Transportation Plan. The planning process will integrate the Capital Area Pedestrian & Bicycle Plan (2016), Jefferson City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle, and Transit Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and is expected to be completed by early Fall 2023. The plan will generally include the following: • comprehensive set of strategies to ensure better options for biking, walking, and transit • recommendations for prioritizing infrastructure improvements • outline recommendations for new policies, processes, and infrastructure • base recommendations on a robust public and stakeholder involvement campaign Funding for this project totals $125,000 and is provided via the CAMPO Consolidated Planning Grant ($100,000), with the required 20% match provided by JC Parks ($25,000). Phase 1 – Public Survey and Engagement A public survey was disseminated in August 2022 and more than 800 responses were received. The survey was made available in English and Spanish. Three public meetings were held in September inviting the public to comment on the current bike/ped network and what barriers and opportunities they see in the region. Staff present ed to va rious community groups and committees requesting comment. Staff and consultants engaged with the steering committee and several stakeholder groups, including the following; Public Safety, Healthcare, Education, Small Communities, Advocates/Transit Providers, and Business Owners. Phase 2 – Public Survey/Engagement, Draft Network Development, Prioritization Survey Phase 2 occurred in December 2022, including a steering committee meeting, a public meeting, three walk-audits, and an outreach booth at Downtown #JCMO Living Windows. Invitations to participate were disseminated to all member communities and stakeholders. A prioritization survey was released seeking comment on how the draft network should be prioritized. More than 115 survey responses were received. Phase 3 – Public Engagement, Probable Cost Estimates, Phasing, Code Reform Recommendations During the months of February and March 2023 consultants and staff reviewed prioritization survey results and finalized network changes and prioritization criteria. A steering committee meeting and public meeting was held in May 2023. Consultants presented on costs, phasing, and potential municipal code and policy changes. Recommended Form of Motion: Motion to forward the Capital Area Active Transportation Plan to the Board of Directors with recommendation for approval. Agenda Item 6B CAMPO Technical Committee Staff Report CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023 Update December 7, 2023 Summary The update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP) began in mid-2023. The MTP, is a long -range plan that assesses regional transportation needs over a twenty-year planning horizon. The MTP sets goals and defines policies, programs, strategies, and projects to meet the transportation needs of the CAMPO region. The MTP is federally required to by updated every 5 years and utilize a minimum 20-year planning horizon. The MTP was last updated in 2019. Progress Report December Staff and Technical Committee ha ve produced a draft Illustrative Projects Section using input provided by the Technical Committee, Jurisdiction Staff, and stakeholders. Staff is focused on public engagement, research, and writing the draft plan during the month of December. The Draft Illustrative List can be found here: https://cms4files.revize.com/jeffersoncitymo/Illustrative%20Projects%20Section%20-%20DRAFT.pdf October/November In October and November staff worked with the Technical Committee and local jurisdictions to review and update the Goals and Strategies, MTP Illustrative List, and Major Thoroughfare Plan. This process included discussion of new projects, completed projects, and the tier system used to categorize road and bridge projects. The Major Thoroughfare plan was updated and has been moved from the appendix to the Illustrative List section of the MTP. Public Engagement - In October a meeting for local jurisdictions was held with discussion focused on projects outside of Jefferson City. In November three general stakeholder meetings were held requesting in put on the Goals and Strategies, Illustrative List, and Major Thoroughfare Plan. In November a public survey was released via email, social media, and during public presentations. Staff will continue presenting to all local jurisdictions in the CAMPO region throughout December and January. Additional presentations to other stakeholder groups will happen during this time. Public Meetings are scheduled in Jefferson City and Holts Summit in December: • Jefferson City – City Hall Tuesday, December 5th 3:30pm-6:30pm • Holts Summit – Municipal Center Tuesday, December 12th 3:30pm-6:00pm Background The MTP is central to the MPO planning process and defines policies, programs, projects to meet regional needs for all transportation modes, including: • Surface Transportation (roads and bridges) • Pedestrian and Non-Motorized • Transit • Air • Waterways & Ports • Freight • Rail Agenda Item 6B The planning process will consider and incorporate several local and regional topics including transportation system development, land use, employment, economic development, human and natural environment, and housing and community development. Per federal regulation, the MTP addresses the following ten planning factors: 1. Economic Vitality 2. Safety 3. Security 4. Accessibility and Mobility 5. Environmental Protection and Quality of Life 6. System Integration and Connectivity 7. System Management and Operation 8. System Preservation 9. Resiliency and Reliability 10. Travel and Tourism The current plan, adopted in 2019, utilized an in-depth Scenario Planning process that analyzed how transportation, land use, resources, demographics, and other factors may affect connectivity, mobility, and resiliency throughout the region. A preferred scenario was chosen and then used in the development of a Travel Demand Model (TDM). The TDM took the preferred land use scenario and analyzed the impacts of development on the transportation system, highlighting points of congestion, capacity, and increased demands on the road network. CAMPO staff then worked with the general public and stakeholders to develop a list of illustrative projects, combining public comments and the TDM outputs. The 2023-2024 planning process will use the preferred scenario and TDM from the 2019 planning process. This data, along with outreach to member jurisdictions, stakeholders, and the general public will be used in the update of the MTP. Staff anticipates that the planning process will be complete in Summer 2024. A general timeline of the project is provided in Figure 1. MPO’s are required to collaborate with State DOT’s in annual target setting with respect to these performance measures . MPOs may choose between programing projects (1) in support of all the State targets, (2) establishing specific numeric targets for all of the performance measures, or (3) establishing specific numeric targets for one or more individual performance measures and supporting the State target on other performance measures. Historically, the CAMPO Board of Directors (and most other small area MPO’s in Missouri) has pursued option 1 to support the statewide targets. Timeline CAMPO must adopt safety targets, as outlined in the FAST Act, by February 27, 2024. No other performance targets (Bridge/Pavement, System Performance, Transit Asset Management, and Transit Safety) are due for reporting this round. Safety Performance Targets Below are safety performance targets adopted by MODOT. Staff are proposing to support the statewide targets rather than developing, adopting, and tracking targets specific to the CAMPO area. Methodology: Targets are based on Zero by 2030 fatality reduction, Zero by 2040 serious injury reduction, 1% VMT increase, and non-motorized reduction based on overall fatality and serious injury reductions. An exception is made for instances where the baseline 5-year rolling average is less than the calculated target using the parameters previously described. When this occurs, the baseline will be used as the target. ~The Number of Fatalities, Fatality Rate per 100 Million VMT, Number of Serious Injuries and the Number of Non- Motorized Fatalities and Serious Injuries using the target setting methodology resulted in a target above the baseline. Staff Recommendation Staff recommends that CAMPO adopt the state targets established by MoDOT. While the performance targets are an important measure with respect to transportation planning, there are no repercussions to the CAMPO area for failing to achieve performance targets. Recommended Form of Motion: Motion to forward the adoption of the safety targets established by MoDOT to the Board of Directors for approval. Agenda Item 8A CAMPO Technical Committee Staff Report Status of Current Work Tasks December 7, 2023 Summary The following list includes work tasks that are currently in progress or have been completed since the previous meeting: • Capital Area Active Transportation Plan. See staff report. A draft report is available for review at: www.jeffersoncitymo.gov/campo. • Metropolitan Transportation Plan (MTP). See staff report. The update of the MTP is anticipated to be complete by May 2024. Planning process information can be found at: www.jeffersoncitymo.gov/campo. • CAMPO Metropolitan Planning Are a (MPA) Boundary Review. Staff is in the process of reviewing the MPA boundary. The recently approved Adjusted Urban Boundary requires minor changes to the MPA. A presentation on staff recommendations will be provided at a future Technical Committee meet ing. • Federal Functional Class ification Review. Staff is in the process of reviewing the Federal Functional Classification of roadways in the new CAMPO Adjusted Urban Area. The recently approved Adjusted Urban Boundary may require changes to the functional classification. A presentation on staff recommendations will be provided at a future Technical Committee meeting. • JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under review by Federal Transit Administration and Jefferson City Public Works Staff. An updated presentation will be given to the Technical Committee at a future meeting. • GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data and mapping to member jurisdictions for various projects, including: o JEFFTRAN Transit Route Guides - Updates o Zoning Map Updates as requested o Crash data o Active Transportation Plan data (sidewalks, trails, and other ana lysis layers as requested by consultants Agenda Item 8B CAMPO Technical Committee Staff Report Election of Officers for 2024 December 7, 2023 Summary Election of Officers for the Technical Committee is set within the bylaws to occur every December. Two positions are to be elected, the Chair and Vice Chair. Terms are for one year. Current positions are filled by: Chair – David Bange Vice-Chair – Matt Prenger Excerpt of CAMPO Bylaws regarding election of officers: Section 23 Officers, Terms of Office 23.1 The Technical Committee shall elect a Chairman and Vice Chairman at the end of the last meeting of the calendar year. The terms of office shall be one year, to expire at the first meeting of the calendar year following the first full year of the position. Officers shall be eligible for re- election, but shall be elected by a majority vote of the voting members present. 23.2 The Chairman of the Technical Committee shall preside at all meetings. The Chairman may call special meetings of the Technical Committee. 23.3 The Vice Chairman shall assume the responsibilities of the Chairman in his or her absence. 23.4 Appointed positions on the Technical Committee shall commence and/or conclude at the first meeting of the calendar year after the term expiration. 23.5 A modification of the Technical Committee members may occur mid-year if there are changes in staff or resignations.
