Marquedant, J.D. Marquedant & Associates, Inc. Mr. Marquedant stated that more time is needed for providing information for the peer engineering review and sampling required towards filing a Water Quality Certification application with the Massachusetts Department of Environmental Protection and a Programmatic General Permit with the U.S. Army Corps of Engineers. Mr. Marquedant stated that the applicant is considering limiting the scope of pond dredging up to 1,000 cubic yards and storing the dredged sediments elsewhere on the property. Mr. Marquedant stated that the applicant’s wetland consultant, D & C Associates, needs more time to retrieve documentation on their observations of fish in the pond. A discussion was held regarding protocols for dredging the pond and contingency plans for only dredging in the dry summer months and not during wildlife hibernation periods. Mr. Liddy noted that the Commission may wish to consider conditioning the applicant to retain a wildlife specialist for determining reptile/amphibian populations and managing any such populations during active dredging. The hearing was continued to 08 April 2013. 8:09 PM Commission Business • Ms. Recos made a motion to approve the Minutes of 25 February 2013. Harvey, Padik Circle DEP File No. 188-1367 Informal Discussion J.R. Frey, Brown and Caldwell Mr. Frey provided an overview of the proposed design changes as identified in his letter dated 05 March 2013 and engineered plans entitled “Hopkinton Conservation Commission Revised Drainage Plan Material Recovery and Recycling Facility Hopkinton, Massachusetts” and dated 11 March 2013. The Commission determined that the proposed design changes to the maintenance garage, infiltration area, vehicle scale, fueling area and associated catch basins and stormwater treatment areas for the fueling area were outside their jurisdiction. Mr. Frey provided an overview of the reconfigured Town of Hopkinton Leaf and Yard Waste Drop-Off area as identified on the engineered plan but not identified in his letter. The Commission requested that Mr. Frey revise his letter to identify the reconfigured yard waste drop-off area and Mr. Frey confirmed that he would submit a revised letter. Mr. D’Urso made a motion to approve, as an insignificant project change, the proposed reconfigured Town of Hopkinton Leaf and Yard Waste Drop-Off area as identified on the engineered plan and described by Mr. Frey, subject to the submittal of a revised letter as discussed. The motion was seconded by Mr. Nation and it passed unanimously. 8:35 PM Commission Business • A discussion was held regarding the request from the Hopkinton Area Land Trust (HALT) on whether the Commission was still interested in holding the Conservation Restriction CR for the Deneen-Scarlata Family Subdivision (188-1316). The Commission determined to review the Draft CR as amended by the preceding Commission Members and discuss it at their next meeting. • A discussion was held regarding the Planning Board’s request for further comments on the revisions to the Special Permit Concept Plan Application, for Perkins, Hayden Woods, 201 & 215 Hayden Rowe Street. The Commission determined to have the Conservation Scientist continue with the review as previously voted on 28 January 2013 and to provide any further comments to the Planning Board. • A discussion was held regarding the request for comments from the Director of Land Use, Planning and Permitting on the potential sale of 25 Ash Street as identified in the memo dated 08 March 2013. The Commission determined to forward comments to the Director of Land Use, Planning and Permitting. • Mr. D’Urso made a motion to have Mr. MacAdam review the Minor Site Plan Review Application, for The Learning Center of Hopkinton, 59 Wood Street and provide comments to the Planning Board in response to their request. The motion was seconded by Ms. Recos and it passed unanimously. • Mr. Nation made a motion to recommend that the Board of Selectmen appoint Ms. Recos to be a member of the Lake Maspenock Advisory Group. The motion was seconded by Mr. D’Urso and it passed unanimously. Minutes Approved: 29 April 2013
