I. Call to Order;' Roll Call
Mayor Murray called the meeting to order at 7 PM; upon roll by Clerk
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith, and Phyllis Rokicki
II Public Petitions and Comments — None
III. Public Hearing- Public Hearing was held for the request for Tax Abatement
for FB Distro Distribution Center LLC /Ascena Retail Group Bill Dory present
the information to council and public. No questions or concerns A motion was
made by Adam Cohen to close the public hearing, second by Phyllis Rokicki,
5 -0 motion carried
IV. Special Requests
A. Berry Street Flea Market- Cheryl Salsman- A motion was made by Adam
Cohen to accept street closure as requested, second Terry Smith, 5 -0,
motion passed.
B Student Council Greencastle High School — Diana Divine- A motion was
made by Terry Smith to accept street closure as requested, second Phyllis
Rokicki, 5 -0, motion passed
C. Noise Ordinance Waiver Request - DePauw University- Dorian Shager- No
formal action was required

VII. Approval of Minutes
A. Regular Session August 14, 2012
B. Special Session August 28, 2012 — Motion was made by Mark Hammer to
accept both the regular and special session minutes as presented except
for the word human changed to humane in the August 14, 2012 minutes
under Public Petitions and Comments, second by Phyllis Rokicki, 5 -0,
motion carried.
VIII. Approval of City Claims
A. Motion was made by Mark Hammer to accept claims as presented, second
Terry Smith, 5 -0, motion carried
IX. Old Business
A. 2013 Proposed Budget -No formal action taken
X. New Business
A. Ordinance 2012 -10- An Ordinance Establishing the Size of the Department
of City Government of the City of Greencastle, Indiana, Fixing Salaries for
the Employees of such Departments and Fixing the Salaries of Certain
other Appointed Officials for the Year 2013 -FIRST READING- A motion
was made by Mark Hammer to accept Ordinance 2012 -10 (First Reading)
as presented, second by Terry Smith, 5 -0 motion carried
B. Resolution No. 2012 -27 — A Resolution Amending Resolution 2012 -6,
Reaffirming Resolution 2012 -4 and Declaring and Economic Revitalization
Area and Recommended Tax Deduction. A motion was made by Terry
Smith to accept Resolution No 2012 -27 as presented, second by Jinsie
Bingham, 5 -0 motion carried
XI. Adjournment
Motion was made by Jinsie Bingham to adjourn the meeting at 8:06
Second Terry Smith, 5 -0, motion carried
