ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, and Wright Absent: Spicer and Wiseman ADOPTION OF THE AGENDA Councilmember Lester motioned and Councilmember Ahlers seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. Councilmember Wiseman joined the meeting virtually at 6:04 P.M. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Director of Finance and I.T. presented the monthly financial update. Ms. Pearre called attention to the highlighted item on page 9, the pending potential supplemental for self-funded health insurance. City staff is being told by Wallstreet the City should not expect payment for re-insurance on 2023 medical claims because the claims do not qualify. City staff disagrees and is working with Wallstreet, but wants the Mayor and City Council to be aware of the potential supplemental amount close to $2.4 million. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next scheduled meeting is this Wednesday, December 6th, 7:30 A.M. in the Multipurpose Rm of the Fire Annex. • Finance Committee – This month’s meeting on December 21st may be cancelled. Check the City Calendar for updates. 2 REGULAR COUNCIL MEETING, DECEMBER 4, 2023 • Public Safety Committee –There is no December meeting. • Public Works & Planning Committee – The next meeting is December 14th, 7:30 A.M. in City Council Chambers. Other announcements: • Clint Smith, Director of Planning & Protective Services announced the upcoming C AMPO 2045 & Beyond Metropolitan Transportation Plan kick-off meetings scheduled for December 5th at 3:30 P.M. in City Council Chambers, and December 12th at 3:30 P.M at the Holts Summit Municipal Center. • Emily Donaldson, City Clerk, announced tomorrow’s opening day of election filing. One seat in each of the five wards is up for election. Candidates should enter through the front door of City Hall when the doors are unlocked at 8:00 A.M. BILLS INTRODUCED 2023-057 sponsored by Councilmember Spencer AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH MODOT FOR THE PURCHASE OF CUTAWAY BUSES FOR THE HANDI-WHEELS SERVICE. Britt Smith, Director of Public Works Operations Division presented the bill. Councilmember Spencer requested to suspend the rules and take up bill 2023-057 for third reading and final passage. With no objection, bill 2023-057 was third read by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16389. Ms. Pearre distributed a non-financing (cash) funding option. The handout has been added to the on-line packet. City Attorney Ryan Moehlman presented bills 2023-66 and 2023-67. The new co-owner of the Simonsen building, D.J. Drury gave an update on the redevelopment’s progress and hurdles . BILLS PENDING 2023-056 sponsored by Councilmember Spencer 5 REGULAR COUNCIL MEETING, DECEMBER 4, 2023 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, MODIFYING AND AMENDING VARIOUS FINES AND FEES RELATED TO PARKING. Britt Smith presented the bill. City Council directed City Staff at the November 20th City Council meeting to draft a substitute to the bill with a 15% increase to parking fees. Mr. Smith presented the substitute. When drafting the substitute, staff also noticed the need for updates to the reserved parking meter fees. Those updates have also been included in the substitute. Councilmember Mealy asked if the proposed rate increase was included on the homepage of the City’s website. Mr. Smith originally thought that had been done, but later corrected himself that he had checked, and that had in fact not been posted on the homepage of the website. Councilmember Mealy suggested the City follow in the State’s footsteps on issuing a notice of increased parking rates and fees. MOTION: Councilmember Spencer motioned and Councilmember Deeken seconded the motion to accept the substitute to bill 2023-56. RESOLUTIONS RS2023-34 sponsored by Councilmember Spicer A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO ENTER INTO A COOPERATIVE AGREEMENT WITH LINCOLN UNIVERSITY FOR THE IMPLEMENTATION OF AN INTERNSHIP PROGRAM WITH THE JEFFERSON CITY POLICE DEPARTMENT Police Chief Eric Wilde presented the resolution. After the resolution was distributed in the packet, Lincoln University requested the City pay the student interns directly rather than through the University’s financial aid office. An amendment to the agreement is needed. MOTION: Councilmember Ahlers motioned and Councilmember Spencer seconded the motion to amend the agreement attached to the resolution as mentioned above. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Wiseman, and Wright Nay: None Absent: Spicer PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS David Taylor expressed his disappointment in how he was treated when stopped by the Cole County Sheriff’s Department for not having his child in a car seat. He requested a resolution from the City to support him. He become very loud and exceeded the three minutes allowed. J. Don Salcedo spoke representing the local AARP community. They are concerned about requiring smart phones to pay to park at City parking meters. Britt Smith said the bill that passed tonight did not make any changes to the current methods of paying for parking which include both paying by app and paying with change. If the City moves to app only, it would be much further down the line, and would have to go through a public process first. Patrick Casey, 1825 Rolling Hills Dr spoke on his concerns with speeding in his neighborhood. The idea of speed bumps was brought up at the Transportation & Traffic Commission meeting. He read in the News Tribune newspaper, the item was being moved forward to tonight’s City Council meeting. This was not the case. Britt Smith took Mr. Casey’s contact information and told him he would send him the meeting schedule for upcoming Public Works & Planning Committee meetings. The topic will likely be brought up at the January Public W orks & Planning meeting. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no further discussion at this time. APPROVAL OF NOVEMBER 6, 2023 CLOSED SESSION MINUTES Councilmember Schwartz motioned and Councilmember Mealy seconded the motion to approve the November 6, 2023 closed session minutes.
