HomeMy Public PortalAbout1973-01-27 Meeting148 January 27, 1973 The Council of Bal Harbour Village met Saturday, January 27, 1973 at 9:30A.M. In the Village Hall. Present: Messrs. Beatty, Brush, Printup, Taplin and Villeneuve Also present were Fred Maley, Village Manager; Mary T. Vetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. On motion of Mr. Brash, seconded by Mr. Villeneuve, and voted the minutes of the previous meetings of Demember 9, 1972, January 12,1973 and January 19, 1973 were approved as submitted. Mr. Lucien Proby,attorney for the Balmoral Hotel, and several other gentlemen spoke to the Council regarding a self-contained sewage treatment plant that they d shed to.install in the interior of a proposed apartment building on the site of the present Balmoral Hotel. After discussion, it was the concensus of the Council to receive the professional opinion of our consulting engineers on the propriety of permittingon-site treatment of sewage in Bal Harbour during the present moratorium on sewer connections. Bids for the beach restoration project were opened by the Village Clerk and read by Mr. von Oesen, the Village Engineer for the project. Bidd submitted were as shown on the attached Bid Tabulation Sheets which are made a part of these *Juntas. After discussion it was saved by Mr. Taplin, seconded by Mr. Brush and voted that the bids be referred to the Engineers and Manager and that they report back to the Council their findings and conclusions. Mr. von Oesen said that all bids would be tabulated and mailed to all the bidders. After the low bids have been analyzed, the other governmental agencies involved will be contacted for approval to award the contracts. Mr. Maley told the Council that Barton-Aschman had submitted a proposal of a mazismm of $3,400.00 to draft a new zoning ordinance incorporating the zoning changes for the ocean front district as recommended. It wee moved by Mr. Taplin, seconded by Mr. Brush and voted that they be retained for this work. Mr. Maley said that in accordance with Mr. Anderson's suggestion, that various cities had been contacted to ascertain if they were planning on contribut- ing to "Third Century U.S.A." and found that local communities of our size were not. On motion of Mr. Villeneuve, seconded by Mr. Beatty and voted, their request for financial assistance was denied. Mr. Maley said that after the public hearing on the erosion control line, the State of Florida had agreed to a change at the north end of the beach to allow a twenty five foot strip eastward of the seawall and now needs a new Resolution setting forth the now legal description of the erosion control line. Thereupon on motion of Mr. Brush, seconded by Mr. Villeneuve and voted RESOLUTION NO. 210 was adopted. The Council reviewed the financial statements for the first three months operation and on motion of Mr. Villeneuve, seconded by Mr. Brush, the statements were filed for audit. Mr. Maley told the Council that the Chamber of Commerce had passed a Resolution urging residents to wear proper attire while on the streets and in the shopping areas, and that Mr. Whitman had requested that the Council pass an Ordinance to this effect and several other points. It was the Council's opinion that Mr. Maley should take these suggestions up with Mr. Anderson and comment at the next regular meeting. On motion of Mr. Taplin, seconded by Mr. Beatty, and voted the meeting was adjourned until 9:00A.M. Monday, January 29, 1973. The recessed meeting of the Bal Harbour Village Council was called to order at 9:00A.M., Monday, January 29, 1973, in the Village Hall. Present: Messrs. Beatty, Brush, Printup, Taplin and Villeneuve Also present were Fred W. Maley, Village Manager and Mary T, Wetterer, Village Clerk. Mr. von Oesen reviewed for the Council the difference in the bid alter- nates pertaining to the gradation of rock in the jetty due to the amounts the queries could produce. He also compared their estimates with the actual bid figures and he and Mr. Whittaker made the following recommendations to the Council: 1. Tentative award of the jetty contract to Hardaway Contracting Company based on their low bid for Section I,TypeA, 3rd Alternate, D stone in the amount of $1,333,525.00, subject m the approval of the Corps of Engineers, State of Florida, and Dade County. 2. That the Engineers be authorized to seek a means of reducing the bid completion date of 400 days as much as possible. 3. Tentative award of beach fill and related work to Standard Dredging Company based on their low bid on Section II in the amount of $3,097,750.00, subject to the approval of the Corps of Engineers, State of Florida, and Dade County. 4. That the Engineers notify Standard Dredging that notice to proceed will probably not be given until early in 1974 and that they will be given 250 days to complete the work during May through September. Itwas moved by Mr. Taplin and seconded by Mr. Brush and unanimously voted that the Village Engineers and Village Manager be authorized to go ahead with the beach restoration project as outlined in the Engineers letter dated January 29, 1973 as soon as possible. Mr. von Oesen said they will seek approval of the other government agencies involved in person. Mr. Maley said he had a final bill from Barton-Aschman on the Zoning Study in the amount of $13,900.00 which also includes the Open Space study re- quested at a later date and additions to the original contract price due to ;,ome materials in the Building Department not being sufficient for their needs. It was moved by Mr. Brush, seconded by Mr. Beatty, and voted that payment be made to Barton-Asehman as invoiced.
