UPPER CHARLES TRAIL COMMITTEE
Wednesday, April 3, 2013 7:00 PM

MINUTES
Members present: Bob Snyder, Mike Resteghini, Ken Parker, Jane Moran, Jeff Barnes, Mark
Gates, Brian Eberlin
Members absent: John Mosher
Town citizens present: Mavis O’Leary, Russ Ellsworth, John Knowles
1. The draft minutes of the 3/20 meeting were accepted as previously submitted, by the
following vote: Jeff, Jane, Ken, Mike – Aye; Brian, Mark – abstain; Bob – abstain, because
not yet present to vote.
2. Ken asked the committee to approve a modification to his web site diagram of proposed
Legacy Farm trails. He wanted the diagram to more closely approximate the trails listed in
the 3/20 minutes. The committee approved these modifications.
3. The history behind UCTC becoming the proxy for the Open Space Committee (OSC) for the
purpose of requesting public trails from Legacy Farms LLC was discussed.
4. Jeff suggested presenting our Legacy Farms LLC trail request to the OSC and to Ken
Weismantel of the Planning Board for their review and comment before the 4/17 meeting
with Legacy. The committee voted to do this. The committee also voted to invite both Ken
and OSC to attend the 4/17 meeting and voice their inputs.
5. The “Monkey Survey” was discussed and the importance of passing it along to all town
citizens was affirmed. Better planning can result as responses to the survey increase. Bob
pledged to distribute the link to HopNews and the Hopkinton Independent.
6. Ken mentioned the Solar Farm proposal put forth by the Sustainable Green Committee. The
committee felt that this proposal was outside of our mission.
7. The matter of a contact form to send to abutters was revisited. The form would introduce our
committee and our mission to potential UCT abutters. We would request an email address
from each respondent so that we can keep these citizens informed about meetings, agendas,
decisions, etc.
8. The committee voted to again inform OSC that we wish them to acquire certain south
Hopkinton parcels for the purpose of a Hopkinton bike trail that connects to the Milford bike
trail at the south Hopkinton border.
9. Meeting was adjourned at 8:10 PM.
