A RESOLUTION: AUTHORIZE GRANT EXECUTION IN THE AMOUNT OF
$1,640,000 AND AUTHORIZE AWARD OF CONTRACT TO
EUROVIA ATLANTIC COAST, LLC DBA VIRGINIA PAVING
COMPANY IN THE AMOUNT OF $1,918,843 FOR
CONSTRUCTION OF THE AIRPORT NORTH APRON PAVING —
HANGARS C & D REHABILITATION PROJECT
WHEREAS, the Airport North Apron Paving — Hangars C & D Rehabilitation project is
an approved project in Fiscal Year 2024-2029 Capital Improvements Program, with full funding
show in the Fiscal Year 2024 — 2029 CIP totaling $2,680,000; and
WHEREAS, the Virginia Department of Aviation (DOAV) has reviewed the bids, concurs
with the award, and has advised the Town to prepare to receive a grant award in the amount of
$1,640,000 towards the construction, engineering/inspection services and construction
administration services costs for this project; and
WHEREAS, no invoices for construction expenditure are anticipated until after Fiscal
Year 2024 is underway; and
WHEREAS, in response to a public solicitation for bids for construction of the Airport
North Apron Paving — Hangars C&D Rehabilitation project, the Town received three responsive
bids on April 13, 2023, as shown below:

A RESOLUTION: AUTHORIZE GRANT EXECUTION IN THE AMOUNT OF $1,640,000
AND AUTHORIZE AWARD OF CONTRACT TO EUROVIA
ATLANTIC COAST, LLC DBA VIRGINIA PAVING COMPANY IN
THE AMOUNT OF $1,918,843 FOR CONSTRUCTION OF THE
AIRPORT NORTH APRON PAVING — HANGARS C & D
REHABILITATION PROJECT
WHEREAS, the bids were evaluated by the Director of Public Works and the Chief
Procurement Officer in accordance with the Town Procurement Policy; and
WHEREAS, Eurovia Atlantic Coast, LLC dba Virginia Paving Company was determined
the lowest responsive and responsible bidder; and
WHEREAS, this is a unit price contact, and the estimated quantities multiplied by the
unit price have established the contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, the Director of Public Works and Capital Projects recommends awarding the
construction contract to Eurovia Atlantic Coast, LLC dba Virginia Paving Company; and
WHEREAS, the Airport Director supports the recommendation to conditionally award a
construction contract to Eurovia Atlantic Coast, LLC dba Virginia Paving Company for the
Airport North Apron Paving — Hangars C&D Rehabilitation Project contingent on execution of
anticipated Virginia Department of Aviation grant award funding.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Town Manager is hereby authorized to execute any and all paperwork associated
with the grant agreement for $1,640,000 through the Virginia Department of Aviation
for the construction of the Airport North Apron Paving project once in a form
acceptable to the Town Attomey; and

THE AMOUNT OF $1,918,843 FOR CONSTRUCTION OF THE
AIRPORT NORTH APRON PAVING - HANGARS C & D
REHABILITATION PROJECT
2. The Town Manager is hereby authorized to execute a contract in a form approved by
the Town Attorney with Eurovia Atlantic Coast, LLC dba Virginia Paving Company
in the amount of $1,918,843 for the construction of the Airport North Apron Paving -
Hangars C&D Rehabilitation project after execution of the Virginia Department of
Aviation grant agreement.
