CITY COUNCIL
August 20, 1974
INITIATION:
1. Mayor Dennis called the regular meeting of the City Council to
order at 7:36 p.m. on Tuesday, August 20, 1974, in the Council
Chamber of the City Hall.
2. The invocation was given by Councilman Gilbertson.
3. The Pledge of Allegiance to the Flag was led by Mayor Dennis.
4. ROLL CALL:
Present: Councilmen- Gilbertson, Greenberg, Merritt, Dennis
Absent: Councilmen - Tyrell
Also Present: City Manager Koski, City Attorney Martin, Planning
Director Dragicevich, Public Works Coordinator Leonetti
Councilman Gilbertson moved to excuse Councilman Tyrell for cause,
seconded by Councilman Greenberg and carried.
Councilman Tyrell arrived prior to Item #6' and was present for all
subsequent items.
5. APPROVAL OF MINUTES:
Councilman Merritt moved to approve the minutes of the regular meeting
held August 6, 1974, as written, seconded by Councilman Greenberg and
carried, Councilman Gilbertson abstaining.
Mr. Joseph Watson, President, Temple City JayCees, presented a picture
of the crowning ceremonies for Miss Temple City to Mayor Dennis. Other
JayCees members in attendance were Steve Dukett, External Vice President,
and John Scanlon, Internal Vice President.
6. PUBLIC HEARING (cont): PROPOSED AMENDMENTS TO GENERAL PLAN
1.. RESIDENTIAL CATEGORIES
A. Low Medium Density: From 7 -15 to 7 -12 DU /Acr.
B. High Med. Density: From 16-25 to 13 -24 DU/Acr.
C. High Density - Establish.- 25 -36 DU /Acr.
2. AMENDMENT FROM LOW MEDIUM DENSITY TO COMMERCIAL ON
LOWER AZUSA ROAD EASTERLY OF ARDEN DRIVE
City Manager Koski presented background information, stating City
Council, at their meeting of June 18, 1974, on advice of the City
Attorney, continued Public Hearing. on Items 1 and 2 as listed above
to review an Environmental Impact Report pursuant to the State
Attorney General's ruling.
Planning Director Dragicevich reviewed the four categories of
residential zoning: Low Density, 0 -6 DU /Acr., Low Medium Density,
7 -12 DU /Acr., High Medium Density, 13 -24 DU /Acr., and High Density,
25 -36 DU /Acr. and their corresponding classifications, R -1, R -2, R -3,
and R -4 respectively. Mr. Dragicevich also stated that three Environ-
mental Impact Reports had been prepared; 1) a negative declaration
relating to Low Medium and High Medium Density, 2) a report on the
High Density category which shows an increase in housing and pop -
ulation, and 3) a negative declaration relating to change from Low
Med. Density to Commercial.
Mayor Dennis opened the public' hearing.
Mr. Lloyd Voorhes, 5332 Farago, inquired as to why City Council
continued the public hearing, stating he was under the impression that
the recommended change in density for the area around Welland and
Santa Anita had been turned down by City Council. Mayor Dennis ex-
plained the proposed amendments under discussion were considered at

the Council meeting held June 18, 1974, along with the area in the
vicinity of Santa Anita and Welland, which was denied by Council
at that time, others were continued to this meeting to consider
Environmental Impact Reports.
There being no others come forward to speak, Councilman Gilbertson
moved to close public hearing, seconded by Councilman Greenberg and.
carried.
Councilman Gilbertson moved to certify the Environmental Impact Reports
and approve Planning Commission recommendation with relation to the
proposed density for residential categories of the General Plan,
seconded by Councilman Merritt and carried.
Councilman Gilbertson moved to certify the Environmental Impact Report
and amend the General Plan from Low Medium Density to Commercial on
Lower Azusa Road between Arden Drive and the easterly City boundary,
seconded by Councilman Greenberg and carried. .
PUBLIC HEARING (cont) : ASSESSMENT FOR STREET IMPROVEMENTS -
LONGDEN AVENUE ET AL (Curb, gutter and driveway approaches pursuant
to Chapter 27, Streets and Highways Code)
Mayor Dennis opened public hearing stating consideration of the
assessment for street improvements on Longden Avenue et al was continued
from the Council meeting held July 16, 1974 because at that time it was
felt there were many problems which needed to be corrected. The pro-
blems have now been resolved to the satisfaction of the property owners
and Council would now proceed with the public hearing with respect
to assessments.
Mr. Linius Rockwell, 6273 Avon., stated that corrective action has been
taken to his satisfaction, however, he had advised the City to leave
his driveway alone and he would not pay the $100 connection. fee..
Mr. A. G. Snow, 9805 La Rosa Drive, stated that prior to construction
of curbs and gutter he had a flat yard with no drainage problem;
however, he foresees that problem in the future as the curb is 5 -6
inches higher than his front yard. Staff was instructed to investigate
the drainage pipe installed at that location.
Mr. Frank Flahs, 9811 La Rosa Drive, stated he had installed curb and
driveway approach prior to the work done on La Rosa Drive and requested
information concerning prices charged by contractors for gutters. It
was explained the City accepts low bid for an entire project with each
item of work quoted seperately.
Councilman Tyrell moved to close public hearing, seconded by Councilman.
Gilbertson and carried.
Councilman Gilbertson moved to approve assessment as modified in memo
dated August 20, 1974 and on file in the-City Clerk's office, and
direct properties be so assessed, seconded by Councilman Merritt.
Councilman Tyrell moved to amend. motion to eliminate driveway connection
charges on all properties, seconded by Councilman Merritt.

Councilman Gilbertson moved to withhold-the-ten-percent retention to
D & W Paving, Inc. until the drainage p.roblem.on La Rosa Drive has been
resolved, seconded by-Councilman Greenberg and carried.

8. PUBLIC HEARING: AMENDMENT TO SECTION 7100, TEMPLE CITY MUNICIPAL
CODE (PERMIT FEES) - ORDINANCE NO. 74 -390: 2nd read.
City Manager Koski presented background information, stating the
City Council, at their regular meeting held July 16, 1974, heard
first reading of Ordinance No. 74 -390 and set public hearing for
August 20, 1974, to consider amendment to Section 7100 of the Temple
City Municipal Code relating to costs of permits for street construction
and repair. The amendment is necessary t� offset the increase in
inspection and construction fees of all permits authorized by the
County Board of Supervisors.
Mayor Dennis opened Public Hearing. There being no one come forward
to speak, Councilman Tyrell moved to close public hearing, seconded
by Councilman Greenberg and carried.
City Attorney introduced Ordinance No. 74 -390 AN ORDINANCE OF THE
CITY OF TEMPLE CITY AMENDING THE FEE SCHEDULE OF FEES PAYABLE FOR
PERMITS FOR STREET REPAIRS PURSUANT TO CHAPTER 1 OF ARTICLE VII OF
THE TEMPLE CITY MUNICIPAL CODE for second reading by title only.
Councilman Merritt moved to waive further reading and adopt, seconded
by Councilman Tyrell and carried.
RESOLUTION NO. 74 -1377: ACQUISITION OF CERTAIN EASEMENTS FOR STREET
PURPOSES (GIDLEY STREET)
City Manager Koski presented background information, stating the
City Council, at their regular meeting of July 16, 1974, held public
hearing to determine whether there was sufficient evidence of public
use to warrant acquiring certain right of way by prescriptive rights.
City Council found that City did not have prescriptive rights at this
time and instructed City Attorney to prepare a resolution relating to
acquisition proceedings.- Mr. Koski further stated he had met with
Mr. & Mrs. Kavanagh and their attorney, Eugene Osko, prior to this
meeting, at which time they requested Council continue the matter
re: right of way acquisition, to consider an alternative proposed.
Mr. Eugene Osko, 100 S. Benson, West Covina, representing Mr. & Mrs.
Kavanagh, stated his clients are prepared to dedicate the northerly
30' of his property for construction of curb, gutter and sidewalk
in exchange for the City relocating and reconstructing his offices
either inside the existing building or elsewhere on his property.
Councilman Merritt moved to continue the matter to the regular
City Council meeting of September 17, 1974, seconded by Councilman
Greenberg and carried.
10. INSTALLATION OF EMERGENCY ELECTRICAL SYSTEM
City Manager Koski presented background information, stating the
City Council, at their regular meeting held June 18, 1974, authorized
staff to accept low bid of Lawless Detroit Diesel for the purchase
of an emergency generator for the City Hall. A purchase order was
issued June 20, 1974 with an anticipated delivery of six months. The
electrical engineer has prepared plans and specifications for the
installation of the generator unit and staff requests authorization
to advertise for bids to install the equipment. An Environmental Impact
Report has been prepared and assessed to be a negative declaration.
Councilman Merritt moved to certify the negative declaration, seconded.
by Councilman Gilbertson and carried.
Councilman Greenberg moved to approve the plans and specifications
and authorize staff to advertise for bids, seconded by Councilman
Merritt and carried.

11, FILING FEE FOR APPLICATION OF RESIDENTIAL PLANNED DEVELOPMENT
PRECISE PLAN
City Manager Koski presented background information, stating Section
9436 of Ordinance 74 -381 (Residential Planned Development) states
the application for approval of a Precise Plan shall be accompanied
by a fee, the amount of which is to be determined by resolution of
the City Council; that staff recommends the amount-of $150 for pro-
cessing the application,
Councilman Tyrell moved to adopt Resolution .No. 74 -1386 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CLTY ESTABLISHING A FILING
FEE FOR RESIDENTIAL PLANNED DEVELOPMENT ZONING APPLICATIONS, seconded
by Councilman Merritt and carried.
NEW BUSINESS:
12. RECOMMENDATION FROM PARKING COMMISSION - RENEWAL -OF AGREEMENT,
Permit to Cross over Pedestrian Mall 1A, Zager -Smith Carpet Company,
9510 Las Tunas Drive.
City Manager Koski presented background information,. advising that
under terms of an agreement'between the-City and'Zager -Smith Carpet
permission to'cross over the pedestrian mall is subject to annual
review. Councilman Gilbertson moved to approve renewal of agreement,
subject to the added condition that failure to comply with the pro-
Visions of the agreement shall render the- permit'void, seconded by
Councilman Greenberg and carried.
13. RECOMMENDATIONS FROM PLANNING COMMISSION
A. PROPERTY NUISANCE CASE 74 -21; 5817 -21 Oak Avenue
City Manager Koski presented background Information, stating the
Planning Commission, at their meeting held July 9, 1974, held
public hearing and.passed Resolution No: 74 -568PC determining the
existence of a public nuisance at 5817 -21 Oak Avenue.' Following
that meeting, the owner removed the building . and no appeal has been
filed.
Councilman Gilbertson moved to terminate property nuisance abatement
proceedings, seconded by Councilman Merritt and carried.
B. PROPERTY NUISANCE CASE 74 -22: 5211 Sereno Drive
City Manager Koski presented background information, stating the
Planning Commission, at their meeting held July 9, 1974, held public
hearing and passed Resolution No. 74 -569PC determining the existence
of a public nuisance at 5211 Sereno Drive. • The 15 -day appeal period
expired on this matter July 23, 1974, without an appeal being filed
with the City.
Councilman Tyrell moved to adopt Resolution No. 74 -1387 A RESOLUTLON
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DECLARING CERTAIN
PREMISES TO BE A PUBLIC NUISANCE, AND ORDERING ABATEMENT THEREOF,
seconded by'Councilman Greenberg and carried.
C. PROPERTY NUISANCE CASE 74 -23; 9044 Olive Street
City Manager Koski presented background information, stating the
Planning Commission, at their meeting held July 9, 1974, held public
hearing and passed Resolution No 74 -567PC determining the existence
of'a public nuisance at 9044 Olive Street. The 15- day appeal period
expired on this matter July 23, 1974, without an appeal being filed
with the City.
Councilman Gilbertson moved to adopt Resolution No. 74 -1388 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DECLARING CERTAIN
PREMISES TO BE A PUBLIC NUISANCE, AND ORDERING ABATEMENT THEREOF,
seconded by Councilman Greenberg and carried,

D. MODIFICATION TO APPEAL PERIOD RE: PROPERTY NUISANCE CASES
City Manager Koski presented background information, .stating the
Planning Commission, at their meeting held July 23, 1974, recommended
to City Council an amendment to the Municipal Code to reduce the
appeal period on public nuisance cases from 15 to 7 days in order
to expedite public nuisance cases and achieve compliance as quickly
as possible.
Councilman Merritt moved to approve Planning Commission recommendation
to reduce appeal period from 15 to 7 days in public nuisance cases
and instruct the City Attorney to prepare the appropriate ordinance,
seconded by Councilman Gilbertson and carried.
E. CLARIFICATION OF AMBIGUITY - Sign Business Location in C -1 Zone.
City Manager Koski presented background information, stating the
Planning Comuission, at their meeting held August 13, 1974, passed
Resolution No. 74 -577PC recommending clarification of ambiguity in
the Temple City Zoning Code relating to sign businesses in the C -1
Zone. A temporary business license was issued on the basis of
applicant's statement that the use is primarily a retail operation and
it is Planning Commission's recommendation that sign businesses may
belong in the C -1 Zone provided the operation is conducted within an
enclosed building and that not more than 50% of floor space or 500
sq. ft. of floor space, whichever is lesser, be devoted to the use,
and that no outside storage or display be permitted.
Mr. Malcolm Piper, owner, Mal's Signs, stated that his business is
907 retail, that he paints signs on cardboard, aluminum or masonite.
Councilman Merritt moved to concur with Planning Commission recom-
mendation provided that-such operations do not involve electrical
components, nor comprise greater than fifty percent of the floor area
of the business, seconded by Councilman Greenberg and carried.
14 RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of August 7, 1974
A. GOLDEN WEST AVENUE: HALLWOOD DRIVE TO LOWER AZUSA ROAD
Deletion from Circulation Element of the General Plan
City Manager Koski presented background - information, stating the
Traffic Commission, at their meeting held August 7, 1974, recommended
the City Council initiate proceedings for an amendment to the General
Plan to delete Golden West Avenue from the circulation element to
terminate Golden West Avenue approximately 460 feet south of Hallwood
Drive, initiate the acquisition of right of way necessary to construct
a standard residential cul -de -sac, and to initiate Chapter 27 pro-
ceedings to construct curb and gutter from Hallwood to approximately
460 feet south.
Councilman Tyrell moved to refer to Planning Commission for appropriate
hearings to amend the General Plan to delete a portion of Golden West
Avenue from the circulation element, seconded by Councilman Gilbertson
and carried.
B. CLUSTER SIGNING Posting in School Areas
City Manager. Koski presented background information, stating. the
Traffic Commission, at their meeting held August 7, 1974, recommended
the posting of school cluster signs at six locations where the posted
speed limit is in excess of 25 miles per hour pursuant to recent
legislation providing for posting of school cluster signs adjacent to
the entrances of schools.
Councilman Tyrell moved to approve the posting of cluster signs as
recommended in memo dated August 13, 1974 and on file in the City
Clerk's office, seconded by Councilman Merritt and carried.

C LOMA AVENUE, SOUTH OF LAS TUNAS DRIVE - Additional Regulations,
General Commercial Zone
City Manager Koski presented . background information, stating the City
Council, at their regular meeting held July 16, 1974, approved placing
two hour time limit parking restrictions on the west side of Loma
Avenue for approximately 200 feet subject to concurrence of all
affected property owners. Subsequently, a petition signed by eight
affected property owners protesting the posting of the time limit
parking was received and the two hour restrictions were not placed
on the west side. Traffic Commission, at their regular meeting held
August 7, 1974, recommended that two hour parking limits be placed .
along the commercial frontage on the west side of Loma Avenue from
Las Tunas Drive southerly. for 130' restricting parking to two hours
from 7 a.m. to 6 p.m., Sundays excepted.
Councilman Tyrell moved to approve two hour time limit restrictions
on the west side of Loma Avenue from the beginning curb return on Las
Tunas Drive to 130° south of the beginning curb return, restricting
parking to two hours from 7 a.m. to 6 p.m., Sundays excepted, seconded
by Councilman Gilbertson and carried.
D. PEDESTRIAN BICYCLE SAFETY ENFORCEMENT PROGRAM
City Manager Koski presented background information, stating the
Traffic Commission, at their meeting held August 7, 1974, reviewed
report from the Sheriff's Department summarizing the enforcement
statistics of the Pedestrian Bicycle Safety Enforcement Program from
September 1973 to June 1974, recommending changes to improve the pro -
gram as set forth in memo dated August 13, 1974.
Councilman Merritt moved to approve Traffic Commission recommendations,
set forth in memo dated August 13, 1974, and on file in the City Clerk's
office, seconded by Councilman Gilbertson and carried.
15. SET PUBLIC HEARING: STREET IMPROVEMENTS: MILOANN STREET, NORTH SIDE,
Agnes Avenue to Willmonte (Curb, gutter and driveway approaches
pursuant to Chapter 27, Streets and Highways Code)
City Manager Koski presented background' information, stating the City
received petition from property owners within the subject block request-
ing construction of curbs, gutters and driveway approaches representing
100 %.
Councilman Tyrell moved to set public hearing September 17, 1974,
seconded by Councilman Gilbertson and carried.
16. RESOLUTION NO. 74- 1381: Request for allocation of County Aid -to- Cities
Funds for Maintenance of Select System Streets
City Manager Koski advised that the County of Los Angeles has .
appropriated funds for maintenance of the City's approved Select
System Streets in the amount' of $43,676. Councilman Gilbertson moved
to adopt Resolution No. 74 -1381 entitled A RESOLUTION OF. THE CITY.
COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING AN ALLOCATION AND PAYMENT
OF COUNTY AID -TO- CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM
STREETS. The motion was seconded by Councilman Greenberg and carried.
1111 7 RESOLUTION NO. 74 -1382: Zero Tax Rate for City of Temple City -
Fiscal Year 1974 -75
City Manager Koski presented Resolution No. 74 -1382 entitled A
.RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY INDICATING
NO CITY TAX RATE FOR THE FISCAL YEAR 1974 -75: Councilman Merritt
moved to adopt, seconded by Councilman Gilbertson and carried.

18. RESOLUTION NO. 74- 1383: Levying a Special Assessment Tax Within the
Temple City Municipal Lighting District for Fiscal Year 1974 -75
City Manager Koski presented Resolution No. 74 -1383 entitled A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY LEVYING
A SPECIAL ASSESSMENT TAX WITHIN THE TEMPLE CITY MUNICIPAL LIGHTING
DISTRICT FOR THE FISCAL. YEAR 1974 -75. Councilman Gilbertson moved
IIIto adopt, seconded by Councilman Merritt and carried.
19. RESOLUTION NO. 74 -1384: Employment of Personnel
Councilman Gilbertson moved to adopt Resolution No. 74 -1384 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING
TEMPORARY PERSONNEL, seconded by Councilman Merritt and carried.
20. RESOLUTION NO. 74 -1385: WARRANTS & DEMANDS, Demand Nos.. 548 thru
591 in . the amount of $100,436.58.
City Manager Koski presented Resolution No. 74 -1385 entitled A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING
CLAIMS AND DEMANDS IN THE SUM OF $100,436.58, DEMAND NOS. 548 THRU
591. Councilman Merritt moved to adopt, seconded by Councilman
Gilbertson and carried.

21. AGREEMENT: GASOLINE PURCHASE (County of Los Angeles)
City Manager Koski advised the present contract between the City of
Temple City and the County of Los Angeles to supply gasoline to the
City expired June 30, 1974, the Chief Administrative Office has
submitted a new agreement effective to June 30, 1975, with no changes.
The City now has an agreement with Community Disposal Company for
the purchase of gasoline, however, it is in the best interest of the
City to continue the capability of securing gasoline through a
secondary-source.
Councilman Greenberg moved to approve. the agreement and authorize
the Mayor 'and` City Clerk to sign, seconded- by- Councilman Merritt
and carried.
22. COMMUNICATIONS:
A. Temple City Camellia Festival Committee - Request for use of
facilities for 1975 Camellia Festival
City. Manager Koski presented a request from Mrs. Rosemarie Gorman,
General Chairman, 31st Annual Camellia Festival Committee, for use
of bleachers, light standards for hanging banners, street parking
ban as needed, use of Temple City Park, as set forth in their letter
dated July 10, 1974. Councilman Gilbertson moved to approve, subj'ct
to necessary permits and legal requirements, including insurance,
seconded by Councilman Merritt and carried.
B. Los Angeles County Board of Supervisors - Countywide Master
Plan of Bikeways
City Manager Koski presented communication from Supervisor Schabarum
re: Countywide Master Plan of Bikeways which is intended to serve the .
recreational and transportation needs of the City, requesting Council's
comments prior to its formal adoption by the Board of Supervisors.
Councilman•Tyrell moved to refer the Countywide Master Plan of Bikeways
to Traffic Conuiission for their review and comments, seconded by
Councilman Gilbertson and carried,
D. Claim.for Damages - Lucille Paige, 1516 Hacienda Avenue,
San Clemente
City Manager Koski presented a claim for damages to her vehicle which
was parked at 5905 Rosemead Blvd., claiming-$100 deductible for
damage sustained to her roof on July 26, 1974 when a large branch

fell from a. Carob tree located in• the .parkway

Councilman Gilbertson moved to deny claim and refer to City's
insurance carrier, seconded by Councilman Tyrell and carried.
D Temple City Chamber of Commerce Request to Illuminate
City Entrance Sign
City Manager Koski presented a communication from Chamber of Commerce
requesting that the identification sign at the -west entrance to
Temple City (Muscatel and Las Tunas) be illuminated.
Councilman Gilbertson moved to approve the illumination of the sign
as requested, seconded by Councilman Merritt and carried.
23. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mr., John Provines, 5329 Santa Anita Avenue, spoke to the decision made
by City Council at their meeting held June 18, 1974, disapproving a
change in density for the area ,on Santa Anita Avenue between Daines
Drive and Freer Street. Mr. Provines stated the increased population...:
as a result of higher density would generate more sales tax revenue .
for the City, a position supported by the Chamber of Commerce.
Mrs: Marianne Milch, Secretary, Temple City Chamber of Commerce,
commented favorably on Council's decision relating to the clarification
of ambiguity, thanked Council for their decision to illuminate entrance
sign to the City, and stated that approximately 400 residents have
reserved tickets to the Dodger Game on September 3.
Mr. Jerry Jambazian, President, Temple City Chamber of Commerce,
took exception to Mr. Provines' statement with reference to higher
density, stating the Chamber is interested in getting people already
living in Temple City to-shop in their home town.
Mrs.. Veronica Taft, 53.26 Farago, spoke to statements made in the
Temple City Times which she felt were inaccurate quotes.
RECESS TO CRA:
The City Council recessed at 9:54 p.m. to meet as the Community Redevelop-
ment Agency, all members being present, approved the minutes of the regular
meetings held July 16, 1974 and August -6, 1974, received status report from
the Executive Director concerning acquisition of the 17 properties in
Parcel "B ", the necessity for a revised Disposition and Development Agree-
ment, application for Environmental Protection Agency permit and the pre-

RECONVENE AS CITY COUNCIL:
24. MATTERS FROM CITY OFFICIALS.
A, Spheres of Influence:
City Council reviewed staff memo of August 6, 1974 - indicating that
a preliminary meeting had been held with Mrs: Ruth Benell of the
Local Agency Formation Commission and representatives from surrounding
cities to discuss the. future Spheres of Influence that would affect
cer.t.ain unincorporated areas contiguous to the City of Temple City.
Councilman. Gilbertson moved to proceed with mutual agreements between
the cities prior to public hearings, and that the City's interest
1) encompasses the entire area between Rosemead Boulevard and Acacia
between Broadway and the Southern Pacific Railroad, 2) that Lower
Azusa Road is the logical southernmost boundary for the City of
Temple City, and 3) encompasses the area generally bounded by Santa
Anita Avenue on the west, Arcadia city boundaries on the north. and
east, and E1 Monte city boundary on the south, seconded by Councilman
Merritt and carried,

Theta Cable Television - Request for Extension of Franchise
Agreement Terms
Councilman Tyrell moved to approve request for permission to delay
further construction of the CATV system in Temple City until
December 1975, subject to Theta Cable furnishing to the City a
Faithful Performance Bond in the amount of $250,000, seconded by
Councilman Gilbertson and carried.
C. Mr, Tom Breazeal, Chairman, Planning Commission, spoke to the
action taken by City Council in referring Item 14 -A, Golden West
Avenue, to the Planning Commission for hearings to amend the General
Plan to delete a portion of that street from the-circulation element
of the General Plan, stating that when the Traffic Commission and
Planning Commission held a joint study session and. • recommended a
cul-de-sac, it was the consensus of the Planning Commission it is
not necessary to have an amendment to the General Plan.
D. Councilman Gilbertson advised he had received copy of resolutions
from the Resolutions Committee of the League of California Cities
to be considered at their meeting to be held September 5, 1974, and
requested comments from Council prior to the end of August.
E. Councilman Greenberg expressed his concern with unauthorized
signs posted throughout the City, stating he felt the Council should
consider an ordinance to control sign posting by residents.

On motion by Councilman. Merritt, seconded by Councilman Gilbertson,
meeting adjourned at 10:45 p.rn. to Tuesday, September 17, 1974,
7:30 p.m. in the Council Chamber of the City Hall.
