A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH SOUTHERN CALIFORNIA ALCOHOL AND DRUG PROGRAMS,
INC. TO ADMINISTER THE CITY'S HOMELESSNESS PREVENTION AND RAPID
REHOUSING PROGRAM
WHEREAS, the City's Five Year Consolidated Plan states that the City intends to
end chronic homelessness by 2012; and
WHEREAS, due to the significant need, Lynwood was allocated $646,575 in
Federal funds to administer a Program designed to assist those renters who are in
danger of becoming homeless and/or those persons who are in temporary housirig;
and ...
WHEREAS, on July 29, 2009, the City issued a Request for Proposals to
Administer the City's Homelessness Prevention and Rapid Rehousing Program:
WHEREAS, on August 20, 2009, the City received three timely responses to its
Request for Proposal; and
WHEREAS, the City intends to implement a program to address two specific
populations within the City of Lynwood. Specifically, families or individuals who are in
danger of becoming homeless either because they have missed past rental payments
or will be unable to make current payments because they have lost their income,
encountered unusual medical expenses, or other financial catastrophe. The second
target population will be families or individuals who are forced to utilize temporary
dwellings such as motels or shelters; and
WHEREAS, Southern California Alcohol and Drug Programs, Inc. provided a
Response which indicated that it was the most qualified firm to administer the
Lynwood's HPRP.
NOW, THEREFORE, THE CITY OF LYNWOOD HEREBY RESOLVES AS
FOLLOWS:
Section 1. That the City of Lynwood authorizes the City Manager of the City of
Lynwood to enter into an agreement with Southern California Alcohol and Drug
Programs, Inc. in a form approved by the City Attorney, to administer the City's
Homelessness Prevention and Rapid Rehousing Program.
Section 2. This Resolution shall go into effect immediately upon its adoption.
PASSED, APPROVED and ADOPTED this 15th day of September, 2009.
