HomeMy Public PortalAbout12/10/07 Special CCM493 MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 10, 2007 The City Council of Medina, Minnesota met in special session on December 10, 2007 at 7:01 p.m. in Medina City Hall to discuss the 2008 Budget and Tax Levy. I. Call to Order Members present: Johnson, Weir, Crosby, Cavanaugh, Smith Members absent: Also present: City Administrator Chad Adams, Finance Director Jeanne Day, and Police Chief Ed Belland II. Budget Work Session Crosby defined the nature of the meeting as a work session for the Council and Staff, and not as a public hearing, even though the Council would consider public comment at the end of the presentation and discussion. Adams provided a presentation outlining: an option to freeze the tax rate at 15.36%: an option to cap the budget increase at 10%; information on a road bonding program and analysis of per mile costs; a five year -analysis of taxing jurisdictions in Medina and compared to Minnestrista; effects of reducing the budget and levy; acknowledgment of the public works facility being incorporated in the preliminary 30-year financial management analysis; and, various options to reduce the budget and tax levy. Adams provided clarification and background on past approaches on the budget in both philosophy and decision -making. Adams identified past cost -savings measures. He provided additional comments on the salary/wage increases, internal promotions, and effect of the tax rate on the TIF district and Uptown Hamel debt service. Following discussion, the Council directed Staff to prepare a budget to achieve a 10% budget increase from 2007 without reducing fund balances. The Council reached consensus to reduce the budget by: • Eliminating the $175,000 transfer of funds to the Environmental Fund and consider creation of a Storm Water Utility early in 2008 to fund environmental needs and mandates; and, to cut non -mandated programs which encompasses $25,000 of the total $175,000 reduction. • Deferring operational expenses for staff hirings/replacements in the amount of $52,453. • Delaying the concession stand building from 2008 to 2009. Medina City Council Minutes December 10, 2007 494 • Eliminating the $100,000 transfer of funds for road needs, defer the Pioneer Trail project to 2009, and consider a road bonding program to fund remaining 2008 road needs. • Removing $75,000 of transferred funds to the fire fund to establish a sufficient fund reserve for existing and future fire equipment and facility needs. $25,000 would be transferred to establish a fund reserve. • Remove $70,000 of transferred funds to the equipment fund and direct staff to determine equipment acquisitions to be delayed or funded alternatively.
