CALL TO ORDER - Mayor Green called the meeting to order at 6:00 p.m.
ROLL CALL: Mayor Green, Council Member Dee, Vice Mayor Brown, Council Member
Susman, and Council Member Anderson.
Staff Present: Tony Lashbrook, Town Manager; Dan Wilkins, Public Works DirectorlT own
Engineer; John McLaughlin, Community Development Director; Kim Szczurek,
Administrative Services Director; Duane Hall, Town Planner; Michael Lavallee, Chief
Building Official; Harwood Mitchell, Police Lieutenant; Shanna Kuhlemier, Records
Technician; Becky Bucar, Assistant Engineer; Kelly Beede: Parking District Manager; and
Tim Hargrove, Police Sergeant.

PLEDGE OF ALLEGIANCE - led by Joan Jones.
PUBLIC COMMENT
Lisa Wallace, Executive Director, Truckee River Watershed Council, announced a Land Use
and Water Quality Forum at the Truckee Donner Public Utility District (TDPUD) beginning at
6:00 p.m. December 11, 2008.

Tony Carter, concerned citizens and contractor,
. Discussed the slow construction industry in Truckee.
o Is seeking recourse for tradesmen that are now competing with contractors
from out of Town, the State, and even the Country.
. Questioned affordable housing.
. Suggested Council become involved to prevent blue collar workers in Truckee from
being unable to stay here.
Response: Recommend Mr. Carter work with Contractors Association of Truckee Tahoe
(CATT). Recommend working with John McLaughlin or Tony Lashbrook. Sierra Economic
Development created a county wide stakeholders group for an economic stimulus.
Alana Hughes announced First Friday in Brickeltown, First Friday will occur every Friday until
Christmas.

Minutes of November 20, 2008.
Recommended Action: Approve Minutes.

Council Member Anderson recommended Staff modify the minutes of November 20, 2008
page four, Council Direction section, be modified to read:
"Council Direction:
. Interpretation displays be provided."
Judy Price, Town Clerk, stated Staff has reviewed the recording of the meeting and
determined the requested change is appropriate.
It was moved by Council Member Anderson to approve the minutes from November
20, 2008 with the modification under Council Direction as above and seconded by
Vice Mayor Brown. The motion carried with the following vote:

Certification of Election Results.
Recommended Action: Adopt Resolution 2008-71 certifying the results of the November 4,
2008 Election.
Juanita Schnieder was provided the vote count from the Staff Report per her request.

Mayor Green opened the item to public comment.
SR Jones, Executive Officer Nevada County Local Area Formation Commission
(Lafco). Spoke in honor of the four years that Josh has served on Lafco; helping with
budget, overseeing drafts for spheres of influence, and has witnessed many
transitions. Josh served on the board for California Lafco for two years. Lafco and Cal
Lafco members send their regards.
Ted Owens, Nevada County District Supervisory Board District 5, spoke in honor of
Josh's twelve years indebted service to the community, presenting a Certificate of
recognition from Nevada County. Reminisced about his service with Josh and bid
good luck in the future.
Lisa Wallace, Truckee River Watershed Council, thanked Josh on behalf of the
Truckee River Watershed Council and local citizens for his long standing commitment
to water quality by participating in Truckee River Day, committees and work groups for
the Downtown Specific Plan and the River Revitalization Strategy.
Kathleen Eagan, former Council Member, former Mayor, recognized Josh's
extraordinary list of achievements over his twelve years of service, expressed
appreciation the countless hours he has put into the Town and citizens and
encouraged him to stay engaged.
Craig Threshie, former Council Member, former Mayor and former Planning
Commissioner. Thanked Josh for the thousand of hours committed for our benefit.
Recognized Josh's personal assistance, and extensive institutional knowledge.
Presented Josh with gifts to make watching Council Meetings on television more
comfortable.
Jamie Brimer, congratulate Mayor Green and Council Member Joan de-Ryk-Jones.
Mr. Brimer commented on Josh's view that they ran with each other in the race for
Council not against each other.
Mayor Green closed public comment.
Council Member Anderson stated recognition of Josh's intellect, wit, knowledge of
Town government, and heartfelt concern for the community. Josh embodies the
highest standards of public service.
Council Member Dee thanked Josh for his golden tongue, wit, spirit, and the time he
gave to mentor other Council Members. Josh's dedication is unmatched and she
expects to see Josh return to the dias. Thanked Josh stating it has been a privilege
serving with him.
Vice Mayor Brown stated he will miss the history Josh provided at the dias the most.
Expressed that maybe he would see Josh on the dias again. It has been a privilege.
Mayor Green thanked and congratulated Josh.

Comments by Council Member Susman.
Council Member Susman stated the future is history that has not happened yet.
Thanked supporters and detractors as he was elected by the community to serve the
entire community. He is thankful for the twenty-five years of public service to the
community serving both on Mountain Area Preservation Foundation (MAPF) and
Town Council. Truckee is the "little Town that roars" it is a great community that
represents well outside Town. He will miss his colleagues. Thanked all Town Council
Members for their service and Planning Commissioners Nancy Richards and Jeff
Bender for doing the heavy lifting. Especially thanked Staff - for their frugal
responses and consistent interest in the community. He suggested Council trust staff
but never hesitate to question them. Recognized citizens that participated George
Robertson, Juanita and Frank Schnieder, and Dennis Dickinson. Thanked his family,
wife Jan and sons David and Jonathan. He considers every action by asking "will
Truckee be a better place". Stated he will be back.

Judy Price, Town Clerk.

Member Joan de-Ryk-Jones on her successful election.

Council Member Joan de-Ryk-Jones stated it is an honor to join Council on the dias.
Thanked all who voted and those that supported for her, follow candidates who have
given of themselves; staff for patience and guidance, her campaign committee, her
family; mother, father, husband and daughter Kate.

Election of Mayor.
Council Member Anderson nominated Mark Brown to serve as Mayor the
nomination was seconded by Council Member Dee and carried with the
following vote:

Council Member Anderson nominated Council Member Dee to serve as Vice
Mayor, the nomination was seconded by Council Member Joan de-Ryk-Jones
and carried with the following vote:

8. DISCUSSION ITEMS

8.1 STAFF REPORT - Economic Development Strategy Steering Committee.
Recommended Action: Approve Resolution 2008-72 authorizing the creation of a Steering
Committee to assist in preparing an Economic Development Strategy.
John McLaughlin, Community Development Director, presented from the staff report
Mayor Brown opened the item for public comment.
Pat Davison, Contractors Association ofTruckee Tahoe (CA TT), expressed gratitude for the
opportunity to serve on the steering committee. CA TT is conducting a selection process for
their member representative. Urged support.

8.2 COUNCIL PRIORITY -Ordinance and Resolution Implementing Measure V.
Recommended Action: Introduce and waive the first reading of Ordinance 2008-12 allowing
the State to continue collecting the half-cent sales tax; and adopt Resolution 2008-69
authorizing the Town Manager to enter into administration agreements with the State of
California.

Recommended Action: Reschedule the January 1,2009 meeting to January 7,2009; and
discuss cancelling or rescheduling the February 19, 2009 regular meeting.
