Leesburg to Celebrate Memorial Day with Observance at
Loudoun County Courthouse on Monday, May 28, 2018
Leesburg, VA (May 19, 2018) – The Town of Leesburg will hold its annual Memorial Day
Observance on Monday, May 28, 2018, on the Loudoun County Courthouse grounds in
downtown Leesburg, beginning at 10:00 a.m. Veterans, active duty military, their families and
members of the public are invited to join in this tribute which will feature patriotic music and a
traditional rifle salute.
This year’s featured speaker is Mr. Dennis B. Boykin, Major, U.S. Army (retired). Mr. Boykin is
the Founder and Managing Principal of DB4 Consulting, LLC. Mr. Boykin served his country in
both enlisted and commissioned status. He enlisted in the US Navy in 1973. Mr. Boykin served
in the Arizona Army National Guard, completed his college education, and was commissioned a
2nd Lieutenant of Field Artillery in 1983. Mr. Boykin served in the 1st Infantry Division (The Big
Red One) and 3rd Infantry Division, where he was awarded the Bronze Star in Operation Desert
Storm, for his actions during the Battle of 73 Easting supporting the lead elements of the VII
Corps. Upon redeployment from the Middle East, M r. Boykin commanded C Battery, 2nd
Battalion, 20th Field Artillery in Hanau, Germany from 1991 until 1992. He then commanded
Headquarters Battery, 1st Armored Division Artillery in Baumholder, Germany until 1994. He
completed his career at the US Army’s Training & Doctrine Command Analysis Center at Fort
Leavenworth, KS, retiring in 2000. Mr. Boykin has served the Town of Leesburg on the Leesburg
Executive Airport Commission since 2004. He actively supports several organizations including
Angel Flight Mid-Atlantic, which transports patients needing chronic care from distant facilities,
Veteran’s Airlift Command with flights for Wounded Warriors at Bethesda, Pilots n Paws flying
rescue animals for adoption, and Special Olympics of Virginia as the General Aviation
Coordinator for the Annual Dulles Day Plane Pull.
Following Mr. Boykin’s remarks, wreaths will be laid at each of the war memorials in honor of
all soldiers, sailors, marines and airmen who served in the defense of our country, in all
conflicts. Ceremony participants include Leesburg VFW Post #1177, the Ketoctin Chapter of the
Daughters of the American Revolution, Sons of Confederate Veterans, S ons of the American
Revolution and United Daughters of the Confederacy, Loudoun Chapter #170, and several Boy
and Girl Scout Troops.
Market Street, from Church to Wirt Streets, and King Street, from Loudoun to North Streets,
will be closed to vehicular traffic beginning at 9:30 a.m. until the end of the ceremony at
approximately 11:30 a.m. Event guests should park in the Leesburg Town Hall Parking Garage,
accessible from Loudoun Street. On-street parking within the street closure area will be
available for ceremony attendees with special needs.
In the event of inclement weather, the ceremony will be held at the L oudoun County Senior
