HomeMy Public PortalAbout2024-01-021 REGULAR COUNCIL MEETING, JANUARY 2, 2024 CALL TO ORDER Mayor Ron Fitzwater called the January 2, 2024 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None INTRODUCTION OF BOY SCOUTS Mayor Fitzwater invited the boy scouts in attendance to the podium for an introduction. Eric Landwehr, Immaculate Conception Troop 6 Leader, introduced three boy scouts and mentioned the badges they were each working towards. Mayor Fitzwater welcomed them to the meeting and thanked them for coming. ADOPTION OF THE AGENDA Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Director of Finance and I.T., presented the monthly financial report. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – There is no January meeting. The next scheduled meeting is February 7th, 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Finance Committee – The next scheduled meeting is January 18th, 7:30 A.M. in the Boone-Bancroft Room at City Hall. The meeting date or time will likely change due to scheduling conflicts. A meeting schedule announcement will be made closer to the meeting date. 2 REGULAR COUNCIL MEETING, JANUARY 2, 2024 • Public Safety Committee – The next scheduled meeting is January 25th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is January 11th, 7:30 A.M. in City Council Chambers. Other announcements; • Councilmember Spencer announced the 100-year anniversary of the Jefferson City Symphony Orchestra. Their next performance, “A Night at the Zoo”, is February 13th, 6:30 P.M. at Lincoln University’s Mitchell Auditorium. • Clint Smith, Director of Planning & Protective Services announced January 7th as the end date for the City’s temporary yard waste disposal site. The RFP for future yard waste services goes out tomorrow. The City has a list of companies who will receive the RFP; however, if anyone knows of a company that would like to receive the RFP, please contact Mr. Smith. Authorizing Purchase of Granular Quicklime from Mississippi Lime Company Estimated at $126,091 MOTION: Councilmember Mealy motioned and Councilmember Lester seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. Ryan Moehlman, City Attorney, presented the bill and proposed substitute. Michael Whelan, Unilever, spoke in favor of the bill. Councilmember Hensley motioned and Councilmember Spencer seconded the motion to adopt the substitute to the bill. Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and W right Nay: None RESOLUTIONS RS2023-40 sponsored by Councilmember Lester A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A SPECIAL EXCEPTION USE PERMIT TO EXPAND A SOLID WASTE DISPOSAL FACILITY FOR PROPERTY LOCATED AT 5605 MOREAU RIVER ACCESS ROAD Clint Smith, Director of Planning & Protective Services, presented the resolution. The resolution will be eligible for passage after the public hearing during the January 16th City Council meeting. Craig Abbott, Republic Services Environmental Manager and Michele Clark, Principal of Weaver Consultants Group for Republic Services spoke in favor of the resolution. The timeline for expanding the landfill is approximately 5 years and includes approval at the state level. This is the first step towards approval. Councilmember Schwartz left the meeting at 6:30 P.M. RS2023-41 sponsored by Councilmember Spencer A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI ADOPTING POLICIES AND PROCEDURES FOR THE 2024 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Clint Smith, Director of Planning & Protective Services, presented the resolution. Councilmember Spencer motioned and Councilmember Spicer seconded the motion to adopt RS2023-41. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Spencer, Spicer, Wiseman, and Wright Nay: None Absent: Schwartz PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Jamie Carter introduced himself and notified the Mayor and City Council of his interest in bidding on the contract to haul off and grind the debris from the City’s temporary yard waste site. Mayor Fitzwater thanked him for coming to the meeting and made sure Mr. Carter was in 5 REGULAR COUNCIL MEETING, JANUARY 2, 2024 contact with the Clint Smith, the Director of Planning & Protective Services to receive bid information. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. APPROVAL OF DECEMBER 18, 2023 CLOSED SESSION MINUTES Councilmember Spicer motioned and Councilmember Wiseman seconded the motion to approve the December 18, 2023 closed session minutes. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Spencer, Spicer, Wiseman, and Wright Nay: None Absent: Schwartz NEW BUSINESS Councilmember Spencer requested Interim Parks Director, Aaron Grefrath ask Chris Leuckel, Parks and Recreation Commissioner 1) W ill he be resigning from his position since he is running for City Council? 2) W ill there be a thorough vetting of the next Parks Director? and 3) What is the total cost of Deborah Cooper Park? Mr. Grefrath said he would relay the questions to Mr. Leuckel. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURN A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Mealy, and approved unanimously at 6:46 P.M.
