MINUTES

Also Present: John Gelcich, Principal Planner; Bryan Betram, Town Counsel; Ethan
Dively, Town Counsel
Ms. Larson-Marlowe called the meeting to order at 7:00 PM.
Ms. Larson-Marlowe read through the remote meeting script.
1.Solar Bylaw/Overlay District Discussion
Ms. Larson-Marlowe read through the proposed edits to the Solar Bylaw as
drafted by Town Counsel.
ZAC generally discussed the reason for some edits made by Town Counsel and
discussed modifications to the proposed language (including wordsmithing) with
comments related to security fencing, neighboring properties, screening and
shielding, sight line representations, noise mitigation, capitalization of defined
terms such as Professional Engineer and Registered Landscape Architect, raising
of fencing to allow for passage of wildlife, performance bond, decommissioning
bond, stormwater runoff. ZAC read through the proposed zoning bylaw and
discussed textual changes within this draft. Ms. Larson-Marlowe displayed the
draft bylaw on the shared screen and made edits to the language in real time.
Mr. Barker-Hook moved to recommend the proposed solar changes to the
Planning Board as discussed during the meeting and Mr. Foisy seconded the
motion. ZAC unanimously approved the motion (9-0-0).
2.Minutes of January 11, 2021
Ms. Larson-Marlowe tabled the minutes until the next meeting. The next
meeting is February 1, 2021.
Mr. Coutinho moved to close the meeting, with the motion seconded by Mr.
Barker-Hook. ZAC voted unanimously (9-0-0) to adjourn at 9:20 PM.
