Hello Palo Alto City Council,
I am a cat owner and resident of Los Altos Hills, served by (and in-kind donor to) Palo Alto Animal Shelter.
I strongly urge that any contract for animal services should not allow release of feral cats. They are destructive to
our ecosystem. They are predators of birds, mammals, amphibians and insects. They compete with our native
species for food and shelter. And they spread diseases. Please don’t create more problems for our community.

I am writing as an individual (and not on behalf of the Public Art Commission) regarding Item5 (Titled: Adopt an Ordinance to Expand the Human Relations Commission from Five toSeven Members) for the city council meeting on Monday, 3/27/23.
This proposal partially revises the City Council’s June 2020 action (Titled: Adoption of an
Ordinance to Reduce the Number of Human Relations Commission (HRC) and Public ArtCommission (PAC) Members From Seven to Five) and restores the number of HRC members.
Since the City Council’s June 2020 action impacted both the HRC and PAC, I respectfullyrequest that the City Council expands Item 5 to equally increase the membership for both the
City’s HRC and PAC from 5 to 7 members.
I am proud of Palo Alto’s diversity, and reducing the PAC size from 7 to 5 members hasinevitably reduced the diversity of views on the PAC. PAC historically has had no problems
recruiting members, members volunteer their time, and a reduction from 7 to 5 in the past fewyears has not reduced the number of meetings, meeting time, or staff time to support the
commission, which were the goals of the City Council’s June 2020 action. In fact, the reducedCommission size has resulted in a loss of institutional knowledge and threatened balanced
oversight.
I urge the council to expand Item 5 of tonight’s city council agenda to increase themembership for both the City’s HRC and PAC from five to seven members.

Hello again Natalie Fisher,
I am sorry to hear that you’ve found the service un-recommendable. In if the future, curb to curb
service is available for you; if you utilize the booking phone number again, please request curb to
curb for disabled / seniors. In most instances, there will likely be other passengers, even for seniors
and disabled. Funding has been provided by the Valley Transportation Authority for an 18 month
pilot service; beyond this first free month, March 7 through April 7, fares for seniors over 65 years
old will be $1, with $3.50 for everyone else, which is fairly more affordable transit, at least.
Please let us know if you have any other feedback or concerns.

I do not have a cell phone. I made the reservation via phone call. I was not
asked to verify eligibility for curb to curb. I am 83 years old and also
disabled. I was not told there would be other passengers. I had the
impression, from the earlier description of the service, that only one
passenger at a time would be picked up and delivered door to door.
I do not recommend this service. Other riders may also have complaints
and share them, so the service may fail. Lyft works much better. What
company is providing this "free" service?

On behalf of the City Manager, thank you for your comments regarding Palo Alto Link.
Please note that Palo Alto Link is purposely a corner-to-corner service for efficiency and
sustainability. The system is not designed to pick you up directly at your address, and will instead
provide you a location to walk to for your pickup. If you are a senior or are disabled, a booking
agent can toggle on curb-to-curb service following your attestation of eligibility, which is also
available in app on the main menu under discounted fares.
After you book a ride, the app will display the pickup location where the vehicle will meet you. Make
sure you’re at the pickup spot when the vehicle arrives. The app will count down the minutes to your
vehicle’s arrival, and will send you a notification when the vehicle is five minutes away and again
when it arrives. Remember: Palo Alto Link provides community rides, and you’re sharing the service
with other members.
While not all rides will be shared, Palo Alto Link will attempt to assign additional riders to your trip
for efficiency and sustainability. If traveling to a scheduled appointment, or across town, consider
beginning your trip a little earlier to account for accommodating other riders’ trips. There is no way
to request an individual, private ride.

I would not recommend this service to anyone!It may be free but the cost in aggravation is immense.
I used the service yesterday. First, they did not give the driver thecorrect house address for me although they had it! They told thedriver my address was the empty lot at the start of Ellsworth Place.When I got the phone call from the driver saying "where are you?" Ihad to go into the middle of the road and wave my arms repeatedlyto get the driver's attention.
On the return trip, another driver picked me up but had to pick up 2more passengers and return one of them before taking me home. Itis not true that only one passenger is taken at a time. The driverwent right past my street because he had to pick up 2 morepassengers and drop one off before he could take me home. Then, hedrove down the wrong street and I had to argue with him to get himto turn around and go back to Middlefield before he finally turneddown my street, with 1 passenger still in the car. It took me 2 hoursto get home!

Dear Mayor Kou and City Council:
In your study today of a new contract with Pets In Need for a pet shelter, please do not allow aTrap-Neuter-Release program for feral cats!
We are Santa Clara County residents who have been the victims of released feral cats. They
have been returned directly to our yard when we left them at the pet shelter.
Cats are bird hunters and the reason for the decrease in bird populations country-wide. For thecat, this release is not healthy. The cats get exposed to traffic, poor foods and general health
depredation in addition to the birds.
We have five bird feeders and we must go around weekly spraying the yard with CritterRidder. Not everyone does this here. Though owners without cats dislike cats prowling on
their property, they don't readily buy Critter Ridder and spray it in the places that cats use as"toilets."
The Santa Clara Valley Audubon is right:
"Predation by domestic cats is the number-one direct, human-caused threat to birds inthe United States and Canada. Cats have contributed to the extinction of 63 species of birds,mammals, and reptiles in the wild and continue to adversely impact a wide variety of other
species, including those at risk of extinction. The ecological dangers are so critical that theInternational Union for Conservation of Nature (IUCN) lists domestic cats as one of the
world’s worst non-native invasive species."
A feral cat is already a cast-off from an owner's house. It is not necessary to offer a programwhich in the end also casts them out on the streets.
Cat lovers without thought favor re-releasing feral cats. They think that euthanizing the cat is
"cruel" but so are they re-releasing cats whose lives then become impossible on the streets.

To our Honorable Mayor Kou, Vice Mayor Stone and City Council Members,
The City of Alto hired private consultants to help structure an economic development plan along with Steven
Guagliardo, Assistant to the City Manager for Economic Development,
I am writing to you today to urge you to please consider the following important points for the Permanent Parklet
Program that directly affect economic development, and which you will be voting on tonight.
The results of the study by the private consultants hired by the City that were presented to Council at the March 13th
meeting clearly showed that Restaurants were the main generator of Sales Tax and brought City revenues back to
pre pandemic levels in 2022. This is not surprising and most likely will continue to do so if the City allows
restaurants to continue to thrive without hampering the possibility. Restaurants are also the biggest draw for visitors
to the City and are essential in any economic development program. With the changes in consumer habits as a result
of the pandemic, outdoor dining is now critical to restaurant revenue.
With this perspective, I urge Council to consider the following:
1) Remove or vote against the recently required Neighbor Consent for Parklets. This stipulation places the future
of our restaurants and vibrancy of the City at risk, with community support for parklets being ignored and the
economic vitality of the restaurants involved detrimentally affected. If the parklet does not obstruct the visibility
of the neighboring location, there is no need for neighbor consent which is often arbitrarily withheld. Much time
has been spent talking about fairness to neighbors, but the reality is that most neighbors welcome the business that
restaurants bring to our City, and without them, there would be many less customers for everyone.
2) Vote against arbitrary size limitations of the Parklets, specifically a maximum of 2 parking spaces. In the
beginning of the Parklet Program a "minimum" of 2 spaces was established and without logic or consideration of
already existing Parklets, the new idea on the table is detrimental to economic development. It is essential that you
incorporate the concept of Grandfathering of already built parklets and not apply new size restrictions which
would negatively affect the viability of the restaurants and lower the sales tax obtained from sales. Needless to say it
would also disregard the large investments already made for these parklets.
3) Vote for a coherent and comprehensive Development Program taking into account Pedestrian friendly car
free streets along with Parklet requirements. The program should be all inclusive and not piecemealed. It is not
that complicated to map out a complete program rather than breaking up the downtown and Cal Ave areas without
an overall plan of action which is much more beneficial to the City and the Community at large. In the meantime,
please extend the Temporary Parklet Program until the Permanent Outdoor Dining Program is ready and in this way
avoid economically harming current restaurants that contribute to the vibrancy of the City and sales tax revenue.
Don't damage what already works.
4) Vote for what the community wants and do not give in to the pressures by a handful of Landlords in the City
that own the majority of buildings. Help the small business owners survive and keep doing business in Palo Alto
while contributing to the economic development that the City strives for.
Thank you for your attention to these critical issues. I hope you choose to be leaders in the way Cities more forward
to enhance the quality of life for their citizenry.

I join many others pointing out the uselessness of neutering feral cats and then
RELEASING THEM to kill birds at this critical stopping point on the Pacific Flyway, a place
where multiple endangered species nest on the ground and are at very great risk of
predation. In addition to natural predators, we surely don't need herds of feral cats
RELEASED to go kill 'em! An utterly insane plan. (Neutering of cats that people are going
to take home, love, and KEEP INDOORS, makes perfect sense, but catching the huge feral
population, neutering 'em, and turning them loose again into the areas that 2 decades' work
has gone into restoring along the Bay shore is beyond nuts!
Feral cats are bad for many reasons; killing birds on one of the world's most important
flyways is only one of them, but perhaps one you can use as a basis for a change in policy.

Feral cats pose the greatest of all threats to birds, and birds are going extinct at a frightening
rate, worldwide. The last thing that the living world needs is to have these natural predatorsreleased into the envitonment to continue killing birds! Decades of work has gone into
returning land along what’s left of the shoreline into bird sanctuaries. It is an absolutelycritical stopover point along the Pacific Flyway. In addition, several endangered species that
nest on the ground come here to nest and rear their young. Cats pose an enormous risk to thosebirds.
I have nothing against cats which have their place as loved INDOOR pets. But if they are
allowed out of doors, they pose such an enormous risk to rapidly shrinking biodiversity. Pleasedon’t aid and abet them as bird predators.

Housing Element Happenings
We received the Department of Housing and Community Development's (HCD) responseletter to the city's draft Housing Element! The main four points are summarized below:
1) Identified housing sites do not Affirmatively Furthering Fair Housing because future low-income development is primarily focused in geographically isolated GM and ROLM(Industrial) zoning districts near Highway 101 and East Bayshore Road. This does notimprove fair housing conditions or to promote inclusive and equitable communities.
2) Residential capacity assumptions in the Housing Element Site Inventory must account for
land use controls (zoning, parking requirements) and needed site improvements (treeremoval, infrastructure connections). Further, capacity calculations must account forresidential development in non-residential zones. Housing Element policies and programsshould address conversion, market demand, efforts to attract and assist developers, and localor regional residential development trends.
3) Additional information needs to be provided for non-vacant (i.e. occupied) sites that wereassumed to convert to housing within the Site Inventory. Barriers to redevelopment at non-vacant sites; such as market demand for the current use, existing leases, owner disinterest,and bureaucratic barriers to redevelopment to housing, were not sufficiently analyzed andconstitute an impediment to residential development.
4) Constraints on housing development need to be sufficiently analyzed and addressed withinthe Housing Element. These include 1) land use controls (including zoning, allowed height,floor area ratios, and required parking), 2) inequitable parkland and infrastructure fees, 3)excessively long permitting timelines, and 4) other ordinances that can hinder housingdevelopment (such as the Tree Protection Ordinance).
Staff will be responding to the comments at a joint Council and Planning andTransportation Commission (PTC) meeting on May 1 - mark your calendars. The staffresponse will be available one week before the meeting. We will make sure to send it out toyou.

2022 Housing Report Results
State law requires annual reports on progress towards our Housing Element goals. The
recently released report for 2022 shows that Palo Alto permitted just 127 new abovemoderate-income homes, and one moderate-income home. There were zero new low-incomehomes permitted. After eight years of this nine-year cycle, we’ve permitted 55% of our totalRegional Housing Needs Allocation (1,099 of 1,988 homes). This includes just 31% verylow-income homes (218 of 691) and 15% of low-income (65 of 432) and moderate-incomehomes (43 of 278).
As summarized in four blog posts, our extremely low level of home production for 2022demonstrates the need to make our new Housing Element stronger.
Economic Development Strategy Released
In case you missed it, the city released its Economic Development Strategy Report. Thisreport highlights the need for more HOUSING (i.e. customers and workers) near ourcommercial centers, especially with the continued work-from-home trend and the finitenature of household retail spending. The findings of this report were presented to Council onMarch 13 and we will continue to follow this item. Formal recommendations will bepresented later this spring.

Dear City Council:
Forwarded below is my previous correspndence to you on thissubject from February 12, 2022 and September 6, 2016.
I urge you to terminate discusions with Pets in Need and todirect staff to bring before the Council an operating model forthe Animal Shelter that is limited to meeting California'srequirement that the City "provide animal control andsheltering services for the purpose of ensuring the safety ofpeople and animals, providing for the proper care, andsheltering of abandoned or neglected domestic animals,licensing domestic animals and providing humane disposal ofanimals when necessary" (Staff Report #2302-0940) by (a) eitherrestoring the City's Animal Services function that existedbefore entering into the prior contract with Pets in Need or(b) contracting with another organization whose sole purpose isto fulfill California's requirement that local governmentagencies provide animal control and sheltering services asdescribed in the staff report.
Pets in Needs purpose as an organization is not the same thingas the City's obligation to provide animal control andsheltering services as described in my letter below from lastyear.
The proposed term sheet would provide more money to Pets inNeed to perform less of the services the City of Palo Alto isrequired to do by the state.
If you decide to pursue a term sheet with Pets in Need youshould direct staff that it is the City Council and not staffthat has the authority to approve the term sheet and, since anapproved term seet is binding on the City, that the Councilapproval of a term sheet is a project subject to the CaliforniaEnvironmentl Quality Act.

Dear City Council:
I urge you to terminate the City's relationship with Pets inNeed and have City employees hired to provide the City'srequired animal services function.
The staff report for this agenda item at Packet Page 248 in thefirst paragraph under "Background" shows the City's requirementto provide animal services.
That is not Pets in Need's purpose.
Pets in Need's Form 990 for the fiscal year ending April 30,2020 at page 2 says, "Most of the shelter guests are lovinganimals that have been rescued from public facilities wherethey were in danger of being killed."
Pets in Need does not want a contract with the City of PaloAlto to provide the animal services the City is required toprovide by law.
Pets in Need wants a contract with the City to obtain abuilding paid for by the City to house the animals it"rescues", and Pets in Need wants to use the City's name toenable Pets in Need to solicit contributions for its objectiveof rescuing animals.
Letters from citizens in prior agenda packets have reported thefailure of Pets in Need to provide the services the City isrequired to provide by law.
Newspapers have reported the neglect of Pets in Need thatresulted in the death of animals it was "rescuing".
The City has already paid for the capital improvements that aCity operated animal shelter needs.
The budget issue before you is the same issue you have beenpresented with by three City Managers: Do you want to spendmoney on capital improvements while eliminating City employees,or do you want to balance expenditures between salaries andcapital improvements so that the workers in the buildings havethe commitment to provide the services that buildings wereconstructed to house?
Below is a copy of my September 6, 2016 letter to the Councilon this subject.

Dear City Council:
I suggest that you structure your direction tostaff based on the adopted Operating Budget'sdescription of the Animal Services division andthe functions it provides; the Animal Servicesannual staff cost including benefits adjusted forsalary adjustments in the most recent collectivebargaining agreement; and the additional proposedservices Pets in Need would like to provide at itsproposed facility.
The adopted budget for Animal Services includesfour Animal Control Officers and four otheremployees.
Pets in Need proposes that the City retain thefour Animal Control Officers while Pets inNeed would have eleven other employees.
What would the additional seven employees be doingthat is not being done now?
The budget description for Animal Services saysthe division "Provides animal control, petrecovery/adoption services, animal care, animalhealth and welfare, and regional animal services",where the term "regional animal services"currently includes only Los Altos and Los AltosHills.
Although Pets in Need's proposal would receiverevenue from the City for each animal collectedwithin the Palo Alto Animal Services service area,Pets in Need accepts rescues from other northernCalifornia cities.
To what extent does the staffing and facility sizedepend upon Pets in Need being an openaccess shelter for other northern Californiacities to achieve its goal of validating the no-kill movement?
If, as the staff report states in the first fullparagraph on Packet Page 372, "adjustments may berequired to service levels based on the negotiatedfee structure and facility's capacity", how wouldthe need for such adjustments depend upon theextent to which the facility accepts rescues fromother northern California? Should animals fromthe Animal Shelter's current service area havepreference at the shelter over animals from othercommunities?
Who would be responsible for licensing animals,vaccinating animals, and ensuring that theappropriate City fees are paid on a timely basisand received by the appropriate part of the Cityorganization?

The UPRR protocol includes using a short horn before entering station areas. Noting that
UPRR runs 4-6 freight trains along the corridor on a given day.
Train engineers' (Caltrain or UPRR) certainly have their discretion on using the horn. We
understand that they can use horns if there is any safety hazard or concern along the track
including stations.

We sincerely appreciate your feedback for consideration of Quiet Zone at Palo Alto Avenue.While the Quiet Zone project is a way to reduce train horn noise near public at-grade
crossings, you have certainly raised good questions regarding the regulation of sounding hornsbefore entering the platforms and its effectiveness over the corridor.
FRA Regulations: The FRA does not require trains to use horns prior to the stations.
The FRA website, Title 49 provides information about these regulations for train hornuse. The following link with information on “When the locomotive horns must be
used” provides greater information. Link. https://www.ecfr.gov/current/title-49/subtitle-B/chapter-II/part-222
Caltrain Protocols: In addition to FRA requirements, we also looked into Caltrain
specific protocols. Based on the Caltrain website, in 2017 Caltrain also eliminated theuse of continuously sounding horns when passing through stations
(Link https://www.caltrain.com/news/caltrain-reduce-horn-noise) except where theyhave pedestrian crossings. Caltrain uses visual message signs when passing through
stations in Palo Alto ( Palo Alto, California Avenue, and San Antonio Stations). Weare reaching out to Caltrain to verify their protocols and in finding information for
Stanford Station.

Palo Alto and Menlo Park are considering establishing QuietZones at Caltrain at-grade crossings because federalregulations require locomotive horns to begin sounding beforeentering those crossings. A community meeting is scheduled on
that subject for March 23, 2023.
Do federal regulations also require locomotive horns to beginsounding before entering a Caltrain station when thoselocomotives do not stop at a station, even during periods ofthe day when no trains are scheduled to stop at the station?
For example, when the Stanford Caltrain station is not beingused, a locked fence prevents people from accessing the stationplatform and, therefore, there is no reason for locomotivehorns to sound when approaching and passing that station duringthose times.
However, during the time of day when some trains stop at theUniversity Avenue and California Avenue Caltrain stations,other trains do not stop at those stations. Are thelocomotives that do not stop at those stations during thosetimes required to begin sounding their horns before enteringthose stations?
Also, during the time of day when there are no trains scheduledto stop at those stations, but the passenger platforms can beaccessed, are locomotives required to begin sounding theirhorns before entering those stations? If so, creating a QuietZone at the Palo Alto Avenue/Alma Street Caltrain crosssingwould not eliminate the sound of locomotives sounding theirhorns when entering the nearby Caltrain station.

Dear City Council members,
The Toyota of Palo Alto burglar alarm has been going on and off since 7: 03 PM tonight
The dispatcher sent out a police car and they were apparently on the premises.
However, the ringing has been going on for about 10 minutes, then shuts off for seven or 10 minutes, and comes onagain. It finally stopped at about 10:00PM.
The dispatcher badge 8843 said there was nothing they could do. She said they contacted the people on the Toyotaof Palo Alto’s contact list, but nobody was answering.
When I asked the dispatcher how we can get this ongoing problem stopped, she said for me to get a hold of thepeople at Toyota. I’ve done that. The last time I talked to the general manager, she called back and said she had norecord of the burglar alarm going off.
The dispatcher was not helpful, and basically said there’s nothing they can do. Does she speak accurately forPAPD?
On New Year’s Day, I emailed you folks after calling PAPD at 2:30AM asking if the police department could donothing. I got the same response from that dispatcher. The ring in here I did not start till 10.00AM.
Why did it stop? Fortunately, Ed Shikada picked up the email and, from what I understand, he called somebody inthe police department, who did contact somebody who was able to turn off the alarm. I’m not understanding whyPAPD can’t follow the same protocol as it did on New Year’s Day.
For those of us who live within hearing distance of the burglar alarm, what can we do to get this nerve wrackingannoyance stopped?
This happens as often as three or four times a week, at different times of the night. On New Year’s Day, it startedringing at 2:30 AM and didn't get shut down til 10:00 AM.
We are at our wits end.
Can the City Council help? Or do we need to work with the District Attorney? Or with a city agency?Or ??????

Please note the op-ed piece by Dan Ondrasek, titled "Opinion: VTA is spending $500 million
to add 10 minutes to your commute" published in the print version of the San Jose Mercury

That article proposes a trolley between the airport and the Santa Clara Caltrain station. That connection would be useful to Caltrain and Capitol Corridor riders. There is already alight raid connection to the airport from the Metro station on North 1st Street as well.
I have ridden Caltrain, Capitol Corridor, BART, and VTA light rail to get into and out of theairport. I live in Palo Alto and use public transportation to get to San Jose, San Francisco,the East Bay and Sacramento.
You know it's complicated to build a tunnel. For this short distance, there are other low-tech alternatives. With careful coordination of schedules, a rider's trip would be fast andconvenient.
Please consider the other cities that make up the VTA service area and pick a cheaperalternative.Thanks! -- Mary Beth

Hello!
On NextDoor, it's clear there are a number who are concerned about theproperty at 3155 Middlefield Rd, which was destroyed in the fire. I andothers feel the businesses there were a huge benefit to our quality oflife (as well as possibly property values, actually!)
It would be a shame if the building were replaced by housing or by oneor more businesses irrelevant to the local community.
Is there a forum in which the citizenry can express their opinions? Orother mechanism to let our voices be heard?

Please DO NOT agree to the TNR program. Cats are the number one cause of the decline of our song birds in Palo
Alto in both the residential areas and in the Baylands! Neutered or not, cats hunt birds and they are very good at it.
I would like the city to require all cats outside the home to be wearing a bell. My neighbors cats hang out under my
birdfeeder! I also often see cats on the hunt in the Palo Alto Baylands — they should be captured and removed.

Predation by domestic cats is the number-one direct, human-caused threat to birds in the
United States and Canada. Cats have contributed to the extinction of 63 species of birds,
mammals, and reptiles in the wild and continue to adversely impact a wide variety of other
species, including those at risk of extinction. The ecological dangers are so critical that the
International Union for Conservation of Nature (IUCN) lists domestic cats as one of the world’s
worst non-native invasive species.
Feral cats do not belong anywhere in our landscapes. Domestic cats should be pampered and
cherished in our homes, and not be released to hunt birds and other small animals in the
baylands, in parks and open space, along creeks or in our backyards.
It would be a service if you could trap feral cats. But, please do not allow the release or return
of feral cats anywhere in Palo Alto (or anywhere else for that matter). Thank you!

Dear Mayor Gauthier and Palo Alto City Council,
I am writing to express my frustration in the response that I've received from multiple city andcounty agencies about a fallen tree. I live at 1525 Edgewood Dr in Palo Alto along the creek.
On Tuesday March 21, due to the heavy winds, a tree growing along the creek on the
Woodland Ave side of East Palo Alto fell and crashed through my fence and into mybackyard. I called the City of Palo Alto, who directed me to Valley Water. I reached John
Chapman at Valley Water, who looked into the matter and said that it was not theirresponsibility. John even suggested that if I wanted the process to move quickly, I should
remove the tree myself. He directed me to SFCJPA and East Palo Alto. I contacted SJCJPA,and Kevin Murray, and Tess Byler who said that this is something that East Palo Alto Public
Works should take care of. Tess suggested that removing the tree will take at least 4-5 days. InEast Palo Alto, I've been in touch with Kevin Lewis, who has been the most helpful. However,
even he has had a difficult time figuring out who is responsible for removing the tree.
Today is Friday March 24 and there has been no progress in removing the tree. Additionally,I've mentioned to Valley Water, SFCJPA, East Palo Alto Public Works that there is a tree
growing right next to the tree that has fallen, and this tree is already swaying in the slightbreeze and it is not a matter of if but WHEN it will fall onto my fence/property. It needs to be
removed IMMEDIATELY.
My frustration about this whole process are: 1. no one is taking responsibility to remove the tree,
2. my backyard is exposed and compromised and there is a safety/security concern, and3. there is another tree that might fall at anytime and there is no urgency to take care of that
tree.
This whole process is time consuming, and I'm utterly disappointed about how variousagencies have passed the buck around and around. I appreciate someone looking into this and
taking care of this matter before the next storm arrives on Monday March 27.

Dear Honorable Mayor Kou, Vice Mayor Stone and Members of the City Council,
I am writing to you today as a member of the business community of Palo Alto to voice my support for the adoption
of the ALPR (Automated License Plate Reader) as a method of crime deterrence as well as a tool for solving crimes.
You are all aware of the surge in crimes in the downtown area and at Stanford Shopping Center as well as in
residential areas. Our Police Force need tools to help them solve crimes swiftly and efficiently. Even more
importantly, the use of ALPR serves as a crime deterrent because those committing these types of offenses prefer to
find other areas where it is easier to get away with their crimes.
As a resident of Portola Valley, we were going through a series of home burglaries and some armed home burglaries
putting lives at risk including young children. The community formed neighborhood watch groups and
simultaneously the City instituted the ALPR system on all the boundaries of Portola Valley. I am happy to report
that this method worked and the home burglaries decreased significantly.
It is impossible to hire enough police to protect everyone, so it is important to provide them with the tools that are
available to support them in their efforts to keep our community safe.
I hope you approve the installation and use of the ALPR system.

CalDART invites you to participate in our all-California Disaster Airlift Response exercise at an airport near you.
I'm the outreach coordinator for CalDART California Disaster Airlift Response Team.
We are a group of volunteer pilots based all over California who perform airlift duties in California Disasters.
We coordinate with state/county/city disaster management agencies, and when requested / as needed, we fly disaster
personnel, emergency meds, food/water/etc, temporary shelters, on and on, into disaster zones.

dispatch our volunteer pilots on mock missions to at least 100+ of California's 261 public airports.

CalDART invites governmental and nongovernmental organizations active in disaster to participate in its volunteer
air transportation exercise May 13th, 2023.
Learn how our service adds another ESF-1 critical transportation tool to your disaster response tool kit. All you have
to do is register to participate as described below, then come to your local GA airport at the prescribed time on May13th to meet our pilot and receive your simulated shipment of disaster supplies. The goal of this exercise is to makeorganizations around the state more familiar with CalDART and the possibilities for air transport that are open tothem in disaster. With this knowledge they can call for support more quickly when disaster strikes, and avoidmissteps that will impede the overall response effort.
You may have heard of CalDART through its disaster airlift that it organized in early March for the communities ofthe San Bernardino Mountains after their historic snowfall isolated them for weeks. CalDART helped Direct Reliefmove 4,000 lbs of supplies and personnel from Santa Barbara to Oregon during historic fires complicated by theCOVID pandemic. CalDART similarly assisted in the Humboldt county earthquake response in December and theDixie fire two years ago.
CalDART reaches out to communities in disaster and responds when it determines that its air transportation servicescan be a welcome part of the community's response. CalDART can serve many kinds of urgent transportation needssuch as:* Delivery of food, water, medicines and urgently needed supplies to points within the disaster zone* Evacuation of people made homeless by collapsed housing who cannot be locally sheltered* Evacuation of fragile people who cannot survive without clean water, electricity, and/or care services* Evacuation of seniors whose housing operators can no longer serve their needs* Transportation of disaster service workers from distant locales to assist undermanned local agencies* Assistance with local disaster worker commutes from their homes to distant places of work* Aerial surveillance of the disaster zone including dams, bridges, buildings and roadways* Backup transportation of last resort to overwhelmed Emergency Medical Services transportation

1) On Fabian Way, going toward the bay past the JCC driveway, there are many RVs
permanently parked partially or totally blocking the bike lane creating a dangerous situation.One had a drawer pulled out projecting into the bike lane at about calf height.
At the corner of Charleston and Fabian, very close by, there is a large vacant lot. It is hasbeen empty for many years. Please have the RVs park in this lot instead of the bike path. I
realize that private property is more sacred than bicyclists lives, but perhaps there can be someexceptions.
2) 3886 Ross Rd. has been vacant for more than 6 months with an ugly fence around it
covered with advertisements. (It is now blown by the winds and blocking the sidewalk,. Noone is maintaining the place). Meanwhile, there are homeless people. Please confiscate this
property and use it to house people. Houses should not be left vacant. Palo Alto should have a high tax on such places to
discourage abandonment by the owners.
3) The city should build dense housing developments of small apartments to create lower costhousing. Homes have become huge, making them more expensive, using up space and
resources. The bigger the home, the more energy it needs to heat. Don't leave it up to privatedevelopers. They're interest is building expensive large homes because they are more
profitable.
4) Obey the state mandates. They are for the general benefit. There are people outside of PaloAlto who have needs and rights. Don't make PA into a virtual walled community.

2. Sarah Jama byelection
victory roundup
On March 16th, Ontario NDPcandidate Sarah Jama won a
byelection by a landslide in
Hamilton Centre to become the
riding's new Member of ProvincialParliament. IJV extended a warm
congrats to her, the first ever
Somali woman elected to office in
Canada, and a powerful new voicefor Palestinian freedom at Queen's
Park.
As you may have heard, Jama's
campaign was marred by racist
smears and baseless accusations of
antisemitism simply because of hersupport for BDS and Palestinian
human rights.
IJV members were quick to come to
Jama's defence, and circulated an
open letter of support fromJewish Ontarians. Our membersin Kingston were able to meet with
new ONDP leader Marit Stiles,
and thanked her for her unwavering
support of Jama's candidacy. Wewere also mentioned in a front-
page article in the Hamilton
Spectator.
Now that Jama has won, we know
the real work has just begun, and
we hope she can continue fightingfor justice for all inside the halls of
power.

Dear Council members and Bill,
Thirty-eight years ago, a young couple in their thirties opened a lovely jewelry store in Palo
Alto. The name of the store: The Goldsmith. The owners: Tom and Vickie (sp.?). They were
in their early thirties and worked as a close team to bring beautiful jewelry to our very
beloved city for nearly forty years.
Many Palo Alto citizens, including I, returned their wonderful loyalty to our city by
purchasing exquisite jewelry from them. Also, many of us asked for Tom's wise advice and
skill in changing old fashioned family jewelry into gorgeous more modern pieces. Tom is
truly a jewelry magician, strongly supported by his wife for all these years.
The Goldsmith is not going out of business because of lack of business, far from it, but
because they want to retire.
I want to ask the City Council and Bill for a favor to recognize Tom and Vickie, and their
store, in may be a short history and thank-you article in the Palo Alto paper. This couple
helped Palo Alto be what the city is today, and they contributed greatly.
I really believe they deserve this honor.

Hello and thank you for your time.This is an email to address Cal Ave’s Wild West attitude. And by that I mean that everybody doeswhatever they want on the street and no one cares. Some restaurants have built structures that are noteven permitted or stable and are just plain dangerous. If you came to Cal Ave you would see it.There’s a bike without a tire that’s been there for months.
The driver on the video is not the first time I see someone do that. People don’t care about the laws orregulations or barriers in this case.
The wind has been strong and has pushed the fence around the SVB bank which has now been halted bythe way.
And because the street is closed no one is coming down it when it rains . And it has rained a lot.
The big question is what do you think will happen with a permanent street closure? Do you think peoplewill actually come to it in the state it’s at right now? And how long do businesses have to wait for the city to do anything at all? It’s been 3 years since thepandemic, the street looks like hell and people just don’t come down Cal Ave. Nor will they becausebesides going to a few restaurants for dinner there is absolutely nothing to see or do on Cal Ave. It’s adead street with too many empty businesses and office space and to us it is absolutely ridiculous to haveit closed to cars.
Please reopen the street as there is no reason to have it closed. The restaurants can adapt and will survivewith the street reopened .The retail may not survive with a continued street closure that looks horrible that no one comes to 90%of the time

Last May, I signed a PETITION in support of a $500 Cap on donations to City
Council candidates.
I am disappointed that no action was taken on this issue and hope that the new
Council will enact the reforms proposed by the League of Women Voters of
Palo Alto.
As most of us know, there is too much money in politics. The majority of our
neighboring cities have already addressed this problem by passing ordinances
setting $500 or $1000 caps on donations to city council candidates and also
setting voluntary limits on campaign expenditures. Palo Alto should do the
same.
I was pleased that three of the 2022 Council candidates voluntarily limited
donations to less than $1000, but it’s time for this Council to set a cap that is
mandatory going forward.
These reforms will help to bring down the spiraling cost of running for office in
Palo Alto, level the playing field for diverse candidates, and reduce the sense
that people with wealth have more sway over our Council members than
ordinary citizens.
I look forward to seeing you pass an appropriate ordinance well in advance of
the next election.

It's a question of what's going to happen with the storm that was projected for a 1:00 AM peak, Maurice-- still three hours out. The indications from multiple sources do not agree so I'm just being conservativeto say be on guard. For everyone's information, the CNRFC just issued an updated projection (9:41 PM) that shows anominal forecast of 10.8 ft at the USGS gauge (4,321 cfs) between 10:00 PM and 1:00 AM. This isabout where we are now. The >95% upper bound is at 13.2 ft (~6,000 cfs), which is over the P-Cmaximum capacity of ~5,500 cfs. So I still think it's wise to be prepared -- hopefully we squeeze bywithout another overflow...

Friends, the CNRFC still has not updated its forecast for SFC since 2:22 PM. The current real-time foothills rain gaugefeed shows that the watershed rain peaked around 4:00 PM and it continues at a low level. That peak is reflected at theUSGS gauge up through 9:15 PM (see below). The USGS gauge is at 4,080 cfs and is near what looks like its maximum --maybe another 200 cfs (~4,300 cfs). At that flow rate we can expect the water level at P-C bridge to hit ~19 ft about 45minutes from now. That level is above the top of the culvert arch, but below the 24 ft maximum.
The open question is still what the next storm surge will look like on top of what we already have in the hours leading up to1:00 AM? I'm still hoping the CNRFC weather and hydrology people will provide an up-to-date estimate of the new periodof rainfall well before then. There is considerable uncertainty in the forecast for around midnight. The NOAA GOES-WestCONUS site (see this link) still shows the low pressure cell stalled over the bay area, but it isn't clear how well connectedthe Pacific/Hawaiian river will be. I still think it wise that you think about a your response plan and preparations in casethings get worse. I'll keep watching the forecast periodically and let you know if there is any significant change...

Honorable Council Members,
I’m writing to strongly oppose the Staff proposal to allocate ANY portion of the $24 million payment resulting fromthe NCPA/US-Government lawsuit to reduce electric utility rates.
As you are well aware, our electric utility has urgent and important needs to moderize its grid in support ofelectrification, and this unexpected windfall should be allocated to those efforts.
Spending this money to temporarily (and artificially) lower electric rates serves no long term purpose. Electricitysupply prices are almost certainly not going to become cheaper in the future, and efforts to delay the impact of thetrue cost of electricity to CPAU customers serves no practice, and will only result in much higher rate increases inthe not-too-distant future, after we deplete this one-time windfall.
I urge Council to choose to use this unanticipated money primarily for grid modernization, in support of our climategoals.

I agree with Maurice. Thanks again, Tom, for such plain good English. We on
Bryant St lost power for few hours....longer outage might flood one ground floor home
in our HOA due to inoperative parking lot sump pump in our very flat lot. Risk mgt
can be complicated.
City crews are working hard throughout several DTN outages. Our blocks are lucky
with short outage.

Dear City Council:
I’m writing to thank you for the steps you’ve taken to reduce the cost of solar locally
through streamlined permitting for rooftop solar and batteries.
The Solar Access Act (SB 379) requires cities and counties to streamline and automate
their rooftop solar permitting process, and you have set an example for other cities by
piloting the SolarAPP+ free federal software.
I have attached a signed petition from residents asking you to please continue your
progress to make it easier and cheaper for local residents to harness the sun’s power by
finishing the streamlining permitting process for rooftop solar and batteries.
Your leadership is appreciated, especially in light of the California Public Utilities
Commission recent decision to slash rooftop solar credit by 75% starting in mid-April,
despite overwhelming public opposition. When these changes hit, it will become much more
expensive for people to go solar.
Once the City is fully in compliance with SB 379, we would be happy to help you get
the word out about the City’s great progress. How can we best help?

At last Monday's council meeting, March 13, 2023, I heard council members
deliberating with much attention placed on comments from neighboring premisesopposing parklets because of coercion from landlords. This is not factual withrespect to my situation on Ramona Street. Attached is a letter from my tenant at
534 Ramona Street stipulating that there was no pressure from Landlord in his
withholding of the Consent Letter requested by Coupa Cafe at 538 Ramona Street.
In fact, my tenant reminded me that he had opposed Coupa's parklet over 2 years
ago and as stated in his letter dated July 6, 2021, also attached.
Also at last Monday's council meeting, council members commented that thelandlords' consent of parklets should be ignored because landlords are in the
minority. How is it correct to not consider a minority group be that a Black, Asian,
or Jewish minority just because it is outnumbered?
The disagreement between neighboring establishments regarding parklets is a
matter of simple business. The rights of one business end where the rights of the
neighboring business begin.
