On February 11th we had a successful Program Planning meeting led by our Advocacy Chair, Lisa Ratner. Our Action Committee Chairs spoke passionately about the advocacy issues at both the state and local levels, and our members asked questions and provided input to the League. The meeting was held in person and it was wonderful to see many of you attend and speak up! Please see a meeting summary and the priority issues our members recommended in this newsletter. League's Virtual Speaker event, Women's Reproductive Rights, will be held on April 19th. The guest speaker will be Professor Michelle Oberman, Law Professor at Santa Clara University School of Law. A big thanks to Myra Lessner and her team for organizing this wonderful event. Registration is open now. Our DEI Committee has sent members a DEI survey in order to assess where we are in this area of our League practices. This is the first step in developing a roadmap for making the League a more diverse, equitable, and inclusive organization. For those who have turned in the survey, thank you for taking the time to let us know how we are doing. If you haven't done so, we hope you will take this opportunity to provide valuable feedback to us and help us develop concrete goals for 2023. The deadline for submitting the survey is March 15. Liz LWVPA Updates 2023 Program Planning Meeting Update Thank you for joining us at the Program Planning meeting where twenty-three members met on February 11th and discussed our priority issues for the coming year. Following presentations by Advocacy Chair Lisa Ratner and our Action Committee Chairs, members engaged in robust conversations and came to the following conclusions: Program Planning 2023-2025 (LWV California) Members recommended that LWVC priority issues continue to be: - Housing/Homelessness - Climate Change - Criminal Justice Reform Our League also recommended updating the LWVC's Gun Safety position and a Housing focus on state forgivable loans to builders of low and moderate/workforce housing. Program Planning 2023-2024 (LWV Palo Alto) Our members affirmed our local League’s priority issues of: - Affordable Housing for All - Gun Violence Prevention - Climate Change - Civics Education - Local Campaign Finance Reform Members also voiced a need to encourage community leaders to pursue and comply with comprehensive planning that results in equitable transportation and community services to sustain Palo Alto. These issues will be voted on at our annual meeting in May. Stay tuned for more details on our annual meeting. LWVPA Virtual Speaker Event Wednesday, April 19, 2023 12:00 - 1:00 pm Featuring our Guest Speaker Professor Michelle Oberman The US Abortion War in 2023: A California Perspective In addition to the flurry of abortion bans enacted in 2022, the US witnessed the highest number of abortion protections ever passed. Fully one-quarter of these were enacted in California. What does it mean to be an abortion-friendly state in a country where almost half of the states have banned abortion or are likely to do so? Professor Oberman is an international expert on the impact of abortion regulation in countries with widely divergent abortion laws. In this talk, she will share findings from her current research in a state where abortion is banned to explore what changes on the ground when U.S. abortion law changes on the books, and to consider how California’s commitment to reproductive justice does (and does not) alter that landscape. BIO: Michelle Oberman, J.D, M.P.H. Katharine and George Alexander Professor of Law Santa Clara University School of Law Professor Oberman is an internationally recognized scholar on a wide range of legal and ethical issues arising at the intersection of sex, pregnancy, motherhood, and criminal law. For the past decade, she has studied the impact of abortion regulation in countries with widely divergent abortion laws. Her work in El Salvador, along with other countries and a range of US jurisdictions, informs her 2018 book, Her Body, Our Laws: On the Frontlines of the Abortion War from El Salvador to Oklahoma. Her current work focuses on what changes on the ground when U.S. abortion law changes on the books. LWVPADiversity, Equity, and Inclusion (DEI)Assessment Survey Please help us create a more diverse, equitable, and inclusive organization by taking the survey before March 15, 2023 Dear League members, The LWV of Palo Alto is fully committed to the LWV diversity, equity, and inclusion (DEI) policy set forth by LWVUS. In the past few months, our DEI Committee has been meeting to develop a roadmap for making our League a more diverse, equitable, and inclusive organization. The starting point is an assessment of the current practices to measure DEI in our League. As part of the assessment, we have developed a brief MEMBER SURVEY that asks 13 short questions and allows for elaboration based on your experience. We will use the valuable input we gather from the survey to develop League's DEI goals for 2023 and beyond and to measure progress against our baseline. Applying a DEI lens to all of League’s work will help us broaden our outreach and membership, which in turn will help us work toward our ultimate mission—to have as many people as possible be informed, active participants in government. Please complete the survey and submit it by March 15, 2023. Your response is extremely valuable to help us identify and eliminate any barriers that might prevent the equity and inclusion of everyone. All responses will be used anonymously, without reference to any individual by name. Register Now Complete the Survey February 2023 Board Meeting Highlights The Board heard reports on the Program Planning meeting held on February 11 and discussed priorities for our local League as well as for the League of Women Voters of California. These included a focus on updating our state gun safety position and a deeper focus on workforce/middle income housing. Approved Motions: 1. To participate in the TheatreWorks “In Conversation” program if we can identify a panelist following the Saturday, March 18 and 25 productions of Fannie, The Music and Life of Fannie Lou Hamer at Lucie Stern Theater. 2. To authorize the Gun Violence Prevention Committee co-chairs to represent the League on the PTA Council's Be SMART Parent Education panel focused on gun safety. 3. To approve the Consent Calendar including January minutes, approve adding National Voter Corps to our list of allied organizations, and approve a student membership for Ella Debenham. Our next Board Meeting is on Tuesday, March 28, 7 - 9 pm. All members are welcome to join the meeting. Please send an email to contact@lwvpaloalto.org for meeting details. - Megan Swezey Fogarty, Secretary Advocacy Reports Gun Violence Prevention Committee: Community Education with PTA Council Our Gun Violence Prevention Committee, co-chaired by Stacey Ashlund, will lead a PTA Council parent education event based on the Moms Demand Action (Everytown for Gun Safety) Be SMART program. The event will focus on talking to other parents about the need to store guns in locked safes or with trigger locks, separate from ammunition, so they are not accessible to children. Legislative Interviews LWVPA members Mary O’Kicki, Megan Swezey Fogarty, and Lisa Ratner, together with LWV Los Altos-Mountain View and South San Mateo League members, interviewed State Senator Josh Becker (SD 13) on Feb. 17. Sen. Becker would support funding by the Secretary of State’s office for education and outreach about how to access basic information on voting, in order to reduce the voter participation gap among youth, communities with language barriers, and communities of color. He was also in favor of lowering the threshold for passage of state education facility bonds to a simple majority and would consider lowering the local school district match requirement for state funding to be fairer to low-wealth districts. Sen. Becker’s legislative priorities include climate, criminal justice, homelessness, and economic development. He has or will introduce bills which allow solar canopies close to urban centers, eliminate jacking up prices at prison commissaries, and prevent penalizing affordable housing developers when a city has a noncompliant housing element. He will be working on parole and death penalty reform, keeping electricity rates affordable to all, and funding interim supportive housing. Menlo Park is partnering with BlocPower in a historic commitment to electrify over 10,000 homes and buildings by 2030. There will be breakout sessions on: Food and Climate Change Youth Education with Kamille Lang, who will discuss engaging youth in conversations about local climate change issues and collaborative solutions Legislation with State Senator Josh Becker. Senator Becker is the author of several bills focused on accelerating California’s transition to 100% clean energy and net-zero emissions, voter access and justice reforms, and leveraging technology to provide greater economic mobility for all Californians. Electrification of your home with former City of Palo Alto Energy Engineer Tom Kabat. Tom has fully electrified his own home and has developed training, tools, guides, and processes for contractors working on grid- and panel-friendly home electrification. Advocacy with Juan Estrada from Green Foothills. Juan is a policy advocate and expert at mobilizing local English- and Spanish-speaking communities. Champions of Promise Awards will be presented to Oscar Anderson and Kai Mirchandani from Palo Alto High School, who started a food rescue program at their school to benefit the nearby Opportunity Center. Events by Other Leagues Words Matter: Democracy's Rhetorical Failures Virtual Lunch With League - LWV San Jose/Santa Clara Thursday, March 16, 2023 12:00 pm - 1:00 pm America’s founders realized from the very beginning that democracy was not perfect. It is especially vulnerable to the tendency of powerful people to undermine regulatory institutions and to the allure of offloading democratic decision-making onto an authoritarian leader who might rhetorically exploit an issue for political purposes. San Jose State University Associate Professor Ryan Skinnell will talk about the dangers of demagoguery and anti-democratic movements that pose threats in the current moment, and what we can do to strengthen our democracy. Dr. Skinnell is a historian of political rhetoric, especially as Register Now it relates to fascism, demagoguery and democracy. He has published six books and more than 100 essays, articles and reviews including Faking the News: What Rhetoric Can Teach Us About Donald Trump in 2018 and Rhetoric and Guns, published in 2022. He is currently writing a book about Adolf Hitler’s rhetoric. Residents were worried about 3 things: 1) The runway of the Goddard airport waspositioned between Escondido Elementary and Paly; 2) Landings had to skim over the roofs located in College Terrace, and 3) noise generation. Other parts of the airport's history: the current Embarcadero site was originally San Mateo in 1954 San Mateo paid $46,000 for construction of a new runway, the FAA paid $133,000 for more developmentin 1963 San Mateo County's boundaries changed and PAO then located in Santa Clara County, the county paid thee $46,000 back to San Mateo By leaving out the above parts in the staff report, the City staff denies a fundamental concern that residents have had with the airport since it began - noise and the people and children who are affected. In more recent history, in 1983 East Palo Alto incorporated and began to grow. There are now schools and many people affected yet the behaviour of the FAA and aviation folks has been defiant and refuse to consider the people affected by the airport's operations as stakeholders. The ugliest part of PAO's history is how the City of Palo Alto was non- transparent in the transition and plans surrounding the 2014 council actions. I can share from personal experience that 2014 was a year when I had never even heard that Palo Alto had an airport but was made aware of it because of all the SFO mess. As we tried to learn what was going on with SFO's landing patterns, and even met with the city on noise issues, the City had nothing to say to us about PAO. Yet in the dead of Summer, it committed to all sorts of things that should have had much more public scrutiny and light. What we have learned since about airport governance is not good. One thing we know is howaviation reports and consultant opinions are not even close to understanding environmental impacts and use flawed or misleading data (especially in 2014 which is before Palo Altoresidents uncovered how flawed the FAA's methods are as regards understanding noise). The City itself has taken positions on noise to challenge the FAA which were not even raised in thestaff report. Such as the issue of metrics and measurements. If the City actually cares about sustainability, the word that should stand out is balance. The staff report is instead a one-way megaphone about everything but the real stakeholders, thepeople of Palo Alto and East Palo Alto. When you have no balance in your basic analysis, everything else is flawed. Interestingly, the SFO Roundtable invokes in each of their meetingsthat they are on Ohlone land, I suppose to invoke sustainability. PAO is also on Ohlone land, and the people who surround the airport today still care deeply about the human and naturalenvironment. Seems to me that the people who do not have airport interests need to design the information that we want to see about the airport. Unlike 2014, much more is available to study airports. I encourage you to be curious about thefederal laws and policies. For example, while much is said about federal preemption, Foster City did a legal study where it was learned that when an airport and a community agree oncertain things to be neighborly, it can supersede federal law. Federal policies are also changing because the assumptions behind the current FAA regulations about airports and communitieshave been proven to be wrong by the FAA's own scientific studies. You should above all understand what you are signing up for with every single issue on PAO and last but not leastprioritize safety. Just last week, in a Nextgen Advisory Committee meeting it was mentioned how the protocols for new entrants are unknown. When anything is "unknown," you shouldplease not be signing up for it. Cities might also violate the substantive Due Process Clause of the Fourteenth Amendment if they place a person in a situation of known danger with deliberate indifference to their personal or physical safety. In Sacramento Homeless Union v. County of Sacramento (2022), unhoused individuals brought action against the county, city, and others, alleging they had been subjected to state-created danger in violation of federal and state constitutions by the clearing or sweeping of existing encampments during periods of extreme heat and by failing to open a sufficient number of cooling centers and other safe, air-conditioned locations. Relying on Kennedy v. Ridgefield (2006) (in which the court ruled that the government could be held liable for affirmatively, and with deliberate indifference, placing an individual in a dangerous situation they would not have otherwise faced), the federal court granted a preliminary injunction barring the City of Sacramento from clearing encampments. Hello City Council, I have been following the recent changes in banning e-bikes in the Baylands Nature Preserve. As an avid e-bike rider, I am disappointed that access is being restricted. I do not understand why an e-bike would be restricted on trails that allow other types of bikes, but will abide by riding only on paved trials if this is what has been decided. I believe some education needs to be done with your staff who work in these areas. Today a friend told me that a Park Ranger at Baylands told him e-bikes are not allowed on even the paved trails - this is not my understanding. I read that only theunpaved trails are off limits - can you please clarify? Also a Park Ranger at Foothills Open Space Preserve recently told me that e-bikes are banned from the entire park, including the paved asphalt road for motorized carsand trucks. This makes no sense whatsoever. So I can drive my car into the park, but not my e-bike? I know that unpaved trails have always been off limits to all bikers, and this makes sense to me. Our City Council is frivolous, they do not consider the majority of issues the citizens of PA are dealing with. Do members of the Council support the ideas of their benefactors, rather than us? I don't think that $411K should be paid to the 4 managers in a department. When a employee is granted a Manager position, there should be a set limit of how many people a manager needs to manage to earn the status of "Manager". It's as simple as that. An employee should have one manager not more. Like 20 to manage? There are people within the City of Palo Alto who manage no one and are paid the Manager's salary. Not even mentioning the exceptional Medical Benefits. For 4 years the City Manager would not even meet with the SEIU to update salaries for the employees who make it all work. And then after a hefty raise, the Council gave him another raise just before he retired.!! What the hell. Also, how many Assistant City Managers does the City Manager have? We in Palo Alto live in a community that is unique. We must not forget the reality of our community, yes many wealthy hard working individuals who have started a business and are billionaires, rightfully so, and then there is the rest of us. I do not begrudge anyone, not those who live with Prop 13 or those that have much more thanmost. But we can not give our Managers salaries that will put the wellbeing of those on the bottom of the ladder more hardships. Give options or solutions without expending more funds. For many Black Americans, this dream has been for a true reckoning for the injustice done to our community since Europeans enslaved our ancestors, forced them into ships, made them work, and treated them less than human….for centuries. In a country governed by the rule of law, that type of injustice is addressed. Sadly, the injustice against Black Americans has yet to be addressed fully. California Democrats are working to change that with a bill to create a task force to study and develop reparations proposals that was authored by then Assemblymember Shirley Weber, passed by both houses of the Democratic-controlled Legislature, and signed by Democratic Governor Gavin Newsom in September of 2020. By law, the Task Force must submit a report with recommendations to the Legislature by Jun 1, 2023. As Chair of the California Democratic Party Black Caucus, I want to make sure that as many Democrats as possible understand what is going on with regard to reparations and learn how they can make sure that reparations are delivered. While reparations cannot erase hundreds of years of enslavement, Jim Crow, racial segregation, lynching, underinvestment in communities, and more, it is one way we address injustice in a country ruled by law. Reparations will also go far in helping many Black Americans to realize their deferred dreams. Events will be held at several airports around California. One of the biggest events will be held in San Jose at San Jose Reid Hillview Airport RHV. RHV DART is a member of CalDART, the California DART Network (see www.caldart.org) . During the past two years, members of RHV DART organized and mobilized to fly various COVID missions. This year RHV DART returns to an annual exercise. This exercise: _ Builds CalDART's transportation arrangement skills, _ Gives aviators another way to enjoy aviation while giving back to the community, _ Enables the community and its organizations to better utilize their airport during a disaster. The exercise scenario for RHV DART is an 8.0 magnitude earthquake centered on the San Andreas fault near San Carlos, causing collapsed housing, electricity and water outages, and region-wide impairment of surface transportation. Santa Clara County will be treated as one small location in this major regional disaster and is not receiving much county, state, and federal assistance. RHV DART will activate and will offering free disaster air transportation to its partners to assist their response. For the San Jose specific event, RHV DART expects that the community will have many kinds of urgent transportation needs to support the response such as: _ Assistance with local disaster worker commutes within Santa Clara County and neighboring communities _ Delivery of food and water from distant sources to Reid-Hillview Airport to feed East San Jose _ Transportation of disaster service workers from distant locales to assist undermanned local agencies _ Aerial surveillance of the disaster zone including dams, bridges, buildings and roadways _ Evacuation of people made homeless by collapsed housing who cannot be locally sheltered _ Evacuation of fragile people who cannot survive without clean water, electricity, and/or care services _ Evacuation of seniors whose housing operators can no longer serve their needs _ Backup medical transportation to overwhelmed Emergency Medical Services transportation This exercise is part of a statewide CalDART drill in which other DARTs at other airports will be having similar activities based on the same scenario. The purpose of those investigations is to determine whathappened when Bob Jonsen shot a black teenager in 1990, what happened when Bob Jonsen surrounded himself with Deputy Gang members and perhaps involved himself with otheralleged criminal circumstances, which has led to the repeated poor leadership and decisions he has made, affecting the black/brown communities from LA to Palo Alto. Hopefully he will not get away with it here, but all our eyes are on him and he will be exposedmore and more to the point if necessary public outcry, recall and with confirmed evidence, potentially criminal charges. Nobody outside our group has done ANY investigation as to Bob Jonsen's background.Nobody has looked into any of the allegations except our group of experienced community members who know how to separate fact and fiction. I am writing to express my disappointment at how the Council, city staff and Parkand Recreation advisors dealt with eBikes at last night's council meeting. My frustration was not the need to regulate eBikes, but that the initiative, while technically an open process, was clearly not publicized, was extremely one-sidedand based on gross misinformation. I strongly support undisturbed habitat, which is why our house does not have a lawn (which are food deserts for insects and birds) but rather native plants. I havealways used a bike whenever possible, and since converting to an ebike, I literallyhave to keep a trickle charger on my car battery because I almost never need to use it anymore. My eBike is my primary mode of transportation. First, it appeared that there was no attempt to understand the vast differencesbetween pedelec (pedal assisted) eBikes and "twist and go throttle" eScooters. As the EU has long recognized, the impact of these are dramatically different, which is why the EU promotes the first and severely limits use of the latter. (See EU LawEN15194.) E-scooters are typically faster, louder and easy to identify because thepedals are nearly useless and they have a throttle. Pedelecs use smoother and quieter motors, primarily from Bosch, that help the rider push the pedals. There is no throttle and the rider does the majority of the work. (Class categories aremarketing hype in the US and more a source for abuse by ebike marketers and ebike opponents alike, than a legitimate tool for regulation.) Second, my frustration with Council decisions and staff recommendation is muchbroader than the Baylands Park discussion yesterday. I perceive a continuedwalkback to making bikes, and particularly e-bikes, a meaningful and practical part of the city's stated climate goals. At a recent meeting, the Council eliminated the long-standing and well used bike path through California Avenue,not just for now, but also in the redevelopment plans. And no matter how muchdaily bike users ask for safer crossings at key locations or contiguous protected paths, these requests seem to fall on deaf ears. And there are small but troubling indicators of low interest, like no one questioning how bikes should safely get around the Ca. Avenue bike lane take-away, or why would it be that bike usersprefer chaining to street posts rather than bike racks as staff reported, or why there are no good bike parking areas (with usable bike racks and security cameras) at parkentrances. Third, I was also disturbed by Park and Rec's reliance on Open Space as an authority. This body banned eBikes first, then requested "research" to justify it. And, all the one non-peer-reviewed "research paper" said was the motor they testedproduced frequencies audible by bats and some other birds. The same is true for the noises humans make, which almost all species hear and react to. This single study artifice is a well-used anti-environmental and anti-science tactic that shouldhave raised immediate red flags. Yet the study was referenced repeatedly asjustification for a policy preference, even while members of POST admitted it was flawed and unreliable. Fourth, the staff report and discussion simply lacked balance. I walk four or fivemiles through the Arastradero foothills almost daily. All of the bikes I have seen are mountain bikes, and often BMX bikes designed specifically to race down steep single track trails. And these bikes are a bear to ride on roads, so they are brought there on cars, pickups and SUVs, and not ridden there. I also heard multiple peopleassert that it was ebikes that are carving the trails and racing downhill. This would be near suiside and I have never seen an ebike race down a single track trail. And if the concern were really damage to trails and habitat, there are abandoned poop bags and off leash dogs all over Arastradero, and ongoing damage from the imprintsof 1,000 pound horses and their manure on many trails. It seems that what is accommodated and what is banned is not fact or ecologically based, but rather simply what the majority of the public views as their right or preference. Fifth, Council and staff were quick to expound on the Baylands as a tranquil space for slow, quiet communication with nature. But, will that still be the view of the Council and staff when it comes to discussing the non-stop noise and spewing of lead emissions over this same Banland preserve from the Palo Alto Airport, or thefood desert that is the Baylands Golf Course? And I have to ask, why are any of the trails in the Baylands paved in the first place, and not non-toxic water permeable gravel paths? Sixth, eBikes do expand access to bike transportation and enjoyment as residents age and for those who are not in any ADA category, but can do much more with the pedal assist eBikes provide. I was upset to hear the comment that these people don't need the same access as regular bike riders; they can experience whatever theyneed looking in from paved roads. In my view, bikes of all types should be limited on single track trails, but allowed on fire roads and access roads. The fire road ride from the Monte BelloPreserve to Saratga is beautiful, but while I used to be able to ride the 8 mile cimb up Page Mill to get to the fire road entrance on my eBike, I now have to load amountain bike in my car and drive it up there, ride, and then drive home. Similarly, the gravel service road in Arastradero leads to Foothill, and is a much safer ride up to the park than dodging annoyed SUVs on Page Mill. In sum, I do not believe this was a well publicized, open and transparent process,and it reflected very little input from people who are committed to both the environment and biking as a primary mode of transportation. E-bikes run a gamut. From low-powered pedal assist to bikes with throttles that are like mini-motorcycles. I get why you’d want to ban the later. They are noisier and faster. And, some road bikers are speed demons and a risk to public safety. So what or whom are you protecting? I’ve got torn menisci and just bought an e-bike. I love it! My husband who rides road bikes and is an experienced biker, just bought one (he also has bad knees). These will enable us to bike together and ride to places I haven’t been able to ride to before (not being an avid biker). We’re in our sixties. Maybe I should consider this an example of ageism?! Not to mention contrary to getting people on bikes and out of their cars (commuting, pleasure-driving, etc). This won’t be forgotten at election time. Unbelievable! Prof. William Ball at the Univer. of Santa Clara School of Law. Teaches criminal law and crim. procedure. Calif lost the case ofSchwarzenegger v. somebody years ago and so had to reduce prison overcrowdng. A lot of the issue was not providing health services to the prisoners, including mental health. That is stillinadequate. To take a prisoner to a hospital takes 2 guards and a van, and to pay the hospital for its services. Not all state prisons are alike. Some have more older prisoners, requiring more HC. They have different levels of security, depending on the population. Being a guard is a good job interms of pay but its a lousy working environment. A big percent retire within 10 years. It costs $100,000 per yr. to incarcerate someone, but there is a huge fixed cost in there. Itcosts millions to run a prison even if nobody or very few are there. Prop. 109 requires less prison crowding. Unless your offense was violent or on kids or sexual, you now stay local, in acounty jail. We are reducing the prison population by sending people back to the county that first convcted them. Mayor Jerry Dyer and DA Lisa Smittcamp in Fresno would know allabout that. The local courts look at the State and see they will not pay for mental health or drug or alcohol addiction but they will pay for prisons, so that is the "service" that people get. Prof. Ball said that if someone suffers from mental health issues, putting them in state prison will not help them get better or cause them to see the error of their ways. Putting prisons in the Central Valley means that family and friends must take a four hour bus ride to see their relative. Seeing such people leads to better outcomes when they get out. Ifthey only associate with other inmates, that does not portend a good outcome upon release. People can get convicted on a drug charge and get sentenced to a county jail for 10 years,Ball said. The push at the state level is to close prisons, they are so expensive. There have beendiscussions about closing San Quentin since 1865. Government workers are paid according to whatever the state can force tax payers to pay (influenced by pressure groups like public employee labor unions), regardless of whether anyone wants their services enough to pay for them voluntarily This is not to say the City doesn’t need paid positions, but rather that there are also many positions we may not need and have no way to get rid of. There is a check on rising cost of services offered by the market economy: The right of consumers (recipients of services) to go to a competitor (unless the private sector provider has a monopoly). There is no similar check on the cost of government services (by definition government is a monopoly) because we can't go to a competitor. Or rather, the only check is our vote, and our agency-dominated economy dilutes its value as a check. So thanks to Greg for at least bringing up this cost issue. Here is a wild thought: Why not put each highly paid position in Palo Alto, together with its out-of-pocket cost to taxpayers (don’t forget any fixed-amount retirement benefits that government has to pay later), on the ballot with a yes/no vote option as to whether that position should be discontinued? Executives of small companies face exactly that kind of pressure to perform from their buyers every day their company operates. I suggest that Palo Alto gain insight by experimentation, and perform a service to other park-regulating jurisdictions, by instituting and monitoring a pilot program on the Baylands trails that are effectively roads.
