PRESENT: Arnold Henson, Chairman; Judith Bruce, Vice-Chairman; Bob Royce;

Continued from 9/21/2010 (JBr1, AP1, JBal), 10/5/10, 12/7/10
Patrick & Janet Reqan, 21 Tanqlewood Terrace. by Ryder &Wilcox, Inc. and
Assessor's Map 20, Parcel 82,. The proposed removal of invasive plants and
planting of native plants. Work will occur on and within the buffer to a Coastal
Bank. A new plan has been submitted. Steve Phillips asked whether or not any
work would be done on the ditch. Theresa Sprague of Wilkinson Ecological
Design said the ditch would remain untouched. Steve Phillips asked about the
natural path, and whether or not the cuttings would be removed on the bank.
Theresa said the path would be used only for walking and not as access to the
water, and the cuttings would be removed.
MOTION: A motion to approve the plan dated 12/1/10 was made by Steve
Phillips and seconded by Bob Royce.
VOTE: Unanimous
Revised Plan
Charles Carlson, 23 Doane Road.
by Safe Harbor Environmental, Assessor's Map 21, Parcel 69. The proposed
reconstruction and addition to an existing dwelling within 100 feet to a freshwater
wetland. The plan has been changed to reduce the footprint by 103 square feet
and reduce the impact within the buffer zone.
MOTION: A motion to approve the revised plan was made by Bob Royce and
seconded by Judith Bruce.
VOTE: Unanimous
Administrative Reviews
Last Heard 11/2/10, 11/16/10 (JO1)
Harold & Joan Maver, 61 Kenneth Lane. Request to remove 1 pitch pine
located on the bank and 1 pitch pine closest to the house. A 3rd pitch pine will
have the ivy removed from it. Tree stumps will be flush cut. Work will be done
within 100' of the Top of a Coastal Bank. Work to be done by The Tree Wizard.
Judith Bruce asked why the applicant had not offered plantings in exchange for
the tree removal, and John Jannell said plantings were not going to be offered at
this time.
MOTION: A motion to approve this project was made by Judith Bruce and
seconded by Adrienne Pfluger.
VOTE: 0-7-0, Denied.
Town of Orleans, Jonathan Younq Windmill. Request to move storage posts
from under trees to an open area towards Town Cove. Work will occur within
100' of the Top of a Coastal Bank.
MOTION: A motion to approve this project was made by Judith Bruce and
seconded by Bob Royce.
VOTE: Unanimous
Town,of Orleans, Nauset Beach. Request to remove stairs at the main
boardwalk at Nauset Beach. Nauset Beach stairs to be replaced in May of 2011.
Work will occur within Coastal Dune, Coastal Bank, and Land Subject to Coastal
Storm Flowage.
MOTION: A motion to approve this project was made by James Trainor and
seconded by Judith Bruce.
VOTE: Unanimous
Town of Orleans. ORV Trail. Request to raise portions of the ORV trail
between the lower parking lot of Nauset Beach and Trail #1. Work to be done to
maintain emergency vehicle access at all tides. Work will occur within Coastal
Bank, Coastal Dune, and Land Subject to Coastal Storm Flowage. Judith Bruce
asked where the material would be brought in from, and Paul Fulcher, the
applicant, said it would be screened pit sand from either Dennis or Eastham.
Steve Phillips asked whether or not permission was needed from the National
Seashore, and Paul Fulcher said no, the town was within the boundaries to rule
on such issues as renourishment.
MOTION: A motion to approve this project was made by Judith Bruce and
seconded by Adrienne Pfluger.
VOTE: Unanimous
Town of Orleans, Skaket Beach. Request to remove locust trees and prune
remaining locust trees. Stumps will be flush cut. Work to be within Coastal
Bank, Coastal Dune, and Land Subject to Coastal Storm Flowage. Adrienne
Pfluger asked how many trees would be removed, and Paul Fulcher said 6 Black
Locusts, all of which had been undermined by machines. James Trainor asked
whether or not replacement trees would be offered, and Paul Fulcher said that
the bank area was covered by locusts. Paul Fulcher explained the previous
vegetation of the area as being a maritime shrub community, and the
Commission suggested that the applicant look into a restoration plan which
would remove all of the locusts and recreate the native community.
MOTION: A motion to approve this project was made by Judith Bruce and
seconded by Steve Phillips.
VOTE: Unanimous

Approval of the Minutes from the Work Meeting on December 7, 2010.
MOTION: A motion to approve the minutes was made by Judith Bruce-and
seconded by Steve Phillips.
VOTE: Unanimous
The meeting was adjourned at 8:54am
The Commission discussed the site visits.
