BTW, NVDA is a "fabless chip co.".They do not make chips. They write the software, give it to a co. like xxxxx (this should be TSMC, Taiwan Semiconductor ManufacturingCompany, Ltd.) or Samsung, and they make the chips and put NVDA's software in the chip. They ship those back to NVDA and NVDA has product to sell. xxxxx (should say TSMC) and Samsung are called "pure plays". They make chips and putother people's software on them. They do not write software. Intel does both. They create software and then make the chip upon which it goes at their various fabs. BTW, people refer to TSMC as TSMC and also as TSM. Dear City Council Members, The subject situation occurs when tenant (A) builds a parklet in front of a neighboring tenant or property (B) that has not been approved by tenant B and the area used by Tenant A is "no more than half the size of a parking space",potentially10'. Given that parking spaces are 20' long, tenant A could potentially encroach 10' in front of tenant B. This situation is onerous to tenant B as tenant B's total frontage is14' wide of which 10' is encroached upon by Tenant A. Please eliminate encroachments without neighboring approval and also what could become a potentially litigious situation. Thank you. Fully one-quarter of these were enacted in California. What does it mean to be an abortion-friendly state in a country where almost half of the states have banned abortion or are likely to do so? Professor Oberman is an international expert on the impact of abortion regulation in countries with widely divergent abortion laws. In this talk, she will share findings from her current research in a state where abortion is banned to explore what changes on the ground when U.S. abortion law changes on the books, and to consider how California’s commitment to reproductive justice does (and does not) alter that landscape. BIO: Michelle Oberman, J.D, M.P.H. Katharine and George Alexander Professor of Law Santa Clara University School of Law Professor Oberman is an internationally recognized scholar on a wide range of legal and ethical issues arising at the intersection of sex, pregnancy, motherhood, and criminal law. For the past decade, she has studied the impact of abortion regulation in countries with widely divergent abortion laws. Her work in El Salvador, along with other countries and a range of US jurisdictions, informs her 2018 book, Her Body, Our Laws: On the Frontlines of the Abortion War from El Salvador to Oklahoma. Her current work focuses on what changes on the ground when U.S. abortion law changes on the books. Climate Calls Students Fight Hunger and Climate Change by Hilary Glann According to a recent AP-NORC poll, 64% of Americans say they are “extremely” or “very” worried about the effects of climate change. Not surprisingly, climate change and environmental action are top concerns for millennials and Gen Z. Oscar Anderson and Kai Mirchandani are great examples of youth taking action right in their hometown. Early in 2022, Oscar and Kai noticed an increasing amount of food waste at Palo Alto High School: they saw trash bins full of edible food while across the street, clients at the Opportunity Center suffered from hunger and food insecurity. Since the pandemic, the food- insecurity rate has more than doubled nationally; 33% of our community faces hunger. In April 2022, Oscar and Kai started a program People Plates Planet to reduce food waste and provide nutritious food for our community’s most vulnerable members. The carbon footprint of U.S. food waste is greater than that of the airline industry; more than a third of all food grown for human consumption in the U.S. never makes it to someone’s stomach. The team operates every school day at Paly. As of February 16, 2023, they have donated nearly 2700 pounds of food to the Opportunity Center. Daily statistics are captured on the team’s website: peopleplatesplanet.org/home. “Seeing the counter go up every day and the happy faces at the Opportunity Center is a constant reminder that we are making a difference, in both serving the community and fighting climate change,” said Oscar. “We educate Paly students about the significance of food waste. We also help them realize that they have the power to make a difference by simply donating their unwanted food or bringing any non-perishable food items from home for those suffering from hunger,” added Kai. Be cautious of opening attachments and clicking on links. ________________________________ Council Members, IMO, the city recommended Measure L as a decades old practice when in fact the city had been sued by a resident and lost. In that sense, one might call it an illegal practice. Secondly, with the city clicking a $40M surplus, I don’t think anyone would have voted for Measure L especially if the above information was highlighted. Given both of the above, I do think that the council should reject the staff’s recommendation to raise rates. Also, the city needs to use the funds in the Rate Stabilization Reserve Fund as well as other funds to reduce the impact higher rates have had these past few months. The council/city should also be transparent about any restrictions on other funds that can be used for this purpose including how those restrictions can be lifted so that the interests of residents are put first. We're now paying $50 monthly for "city use fees" for CPAU services and $30 monthly in water "connection fees" which costs eachhousehold $960 a year and nets the city $2,000,000 -- before we even count the$20,000,000 in annual "overcharges" it's charged us for years and for which we're STILL owed court-ordered rebates in the Miriam Green suit. Concrete suggestions: It's high time for the City Council to A) rescind the 20% rate hike it justapproved, esp, since they deceptively put the Gas Transfer Tax on the ballot without telling us about the $40M surplus, B) re-evaluate the Gas Transfer Tax and/or put it to another vote now that people understand it, C) Issue us our court-ordered refund in the Miriam Green suit WITH INTEREST and without regard to our health, age and other absurd criteria since it's been sitting on OUR money for years after forcing US to pay for the outside lawyers and the appeal, and D) review the CPAU bills for all the hidden and unnecessary fees /taxes /surcharges buriedin the bills and remove them from our bills! I am sure many residents have contacted you about it. I live in a rather small house. I am in general very frugal with the gas and the electricity. And yet my bills have been increasing drastically when my usage has remained the same. My utility bills are as outlined below: September, 2022: $217.98 October, 2022: $ 243.41 November, 2022: $275.19 December, 2022: $417.95 January, 2023: $ 560.64 February, 2023 $ 983. 69 I called the main office and I was told that they do not know if this bill might continue to go up. Not reassuring. An increase from: $217.98 in September to $983.69 in February which is $ 765.71 with absolutely no increase in my usage is not acceptable. I believe that the City has excess funds - might they be used to help cover some of these exorbitant increases? There is another issue that concerns me. There is an inequity in the way some Palo Alto customers are treated by the City. I understand that there are some residents in Palo Alto North such as Larry Paige who purchased 4-5 houses, and they were allowed to tear them down and not rebuild. And yet apparently the State is mandating that more and more houses be constructed in Palo Alto and other cities. So, several ADUS have been submitted and accepted regardless of how these units will effect the standard of living of neighbors. For example, there is a four -plex on Yale Street at 2090, that already has between 8-12 residents. That building only has parking spots for 3 cars. So, 5 to 9 tenants need to everyday, find parking spots on the street. The building was sold and within about one year the new owners submitted an application for 2 ADUS to be constructed in the back yard. The application was accepted and the construction has begun. These 2 units will take up the entire back yard. Now with these 2 units there will be about 12 to 18 tenants altogether. Mostly people in California have cars. There was no requirement for more parking spots. So this four -plex with the new 2 ADUS, and about 18 if not more tenants will still only have 3 parking spots. So about 15 of their tenants will need to find parking spots on Yale Street every day. When I have gone there I see that those tenants are often competing with their neighbors to get the parking spots in front of the other residences. I also noticed that the owners keep all of their garage cans in the front of their property all of the time. I understood that once the garbage is taken the cans are supposed to be brought away from the front. Also I was told that the rented toilet for the construction is supposed to be placed as far from the neighboring houses as possible. This one is in the front, right beside the neighboring fence. I was told by one city staffer that that is a violation. And it can be dealt with by the city enforcement officer. Yet when I contacted the proper City staff member she informed me that I should deal myself with the garbage cans, and the toilet. That I should contact the new owner directly and ask her to move the garbage cans and the toilet. I did not find that very helpful. One final issue is the fence between that four-flex and the house on the north side of it ( that I have owned for manyyears.) That fence has become more and more damaged as the workers bring the materials from the front to the backusing that side. That fence is no longer standing upright, but it is very much leaning. In talking to that staff membershe told me again I would need to ask the new owner if she would have that part of the fence replaced as it hasbecome very damaged. Dear City of Palo Alto Council Members, As one of the representatives of the homeowners of Ellsworth Place, a private street in the Midtown neighborhood of Palo Alto, we are greatly concerned with the proposed projects posted at the start of our narrow, 20’ wide, private street. The apartment complex at 2901 Middlefield Road, located in-between Ellsworth Place and Sutter Ave., sold off the parking lot so someone could build an R-1 home. This was done prior to approval from the City and they are now in violation of the agreements for the parking plan of that apartment complex as written in 1958. We are requesting more information from the City regarding the two proposed projects: 23PLN-00025 and 23PLN-00027, for which signs are posted but there is no additional information available online. I had voiced my concern about this sale when it went on the market, and I was told in a Zoom meeting with planning that, “the buyer is responsible for the private street” and that they could not help us. ¯\_(ツ)_/¯ I was advised to contact the individual departments: planning, project coordinator, transportation, and public works to get more information. I contacted transportation last week and was told there was nothing they could do to help us until after something was already built. When I sent a letter to Chief Planning Official, Amy French with three main concerns including pedestrian safety and parking problems, my email was forwarded to the new owner of the parking lot, without my permission, and he answered my questions in an email and also called me on the phone. Thankfully all of my interactions with him have been positive thus far. However, the setbacks of his proposed new house are not conducive to the narrowness of our 20’ wide street and do not follow the same building setbacks other homeowners have been forced to comply with, including the 20' setback for new builds on the Ellsworth Place side of their home, which is also the front side of their house. Several Ellsworth Place homeowners have sent letters to Amy French to ask for more information and they have yet to receive responses. I have been hesitant to email her again since my last email was forwarded without my permission. The proposed plans do not make sense for our street, and we are unable to obtain more information about these proposed projects from the city. We ask for a stay on these proposed projects until safety can be addressed, and we demand that any property split be written in accordance with our deeds as owners of a private street, and that any new home that would be built on the "parking lot" be made to follow the same building codes and rules as the rest of the homeowners have had to follow here on Ellsworth Place. I am currently asenior at Paly and I want to encourage the City Council to focus on bike safety, especially with respect to school bike routes. I have biked to school almost every single day of life. First, it was to Escondido Elementary, only five minutes away from my house. Because of the hyper-awareness of the fragility of five and six year olds, the focus on bike safety –– and safety in general ––was obvious. There were crossing guards, clad in orange vests, waving their bright red octagons up and down, like those little people you see out the window at an airport. But here, the traffic was silver SUVs and white seven-seater Toyotas, not Boeing 747s. The intent was the same, however: slow the traffic, keep everyone safe. There were also signs. Neon yellow triangles practically shouted their warning messages: “SLOW. SCHOOL ZONE.” And this was on top of the watchful parents, tightly gripping their kids' hands as they scuttled across the street, or biking carefully behind their third grader as she pedaled across up and across the road. In elementary school, there were layers of safety, protecting walkers and bikers alike. After six years of daily trips to Escondido, I was off to Jordan (now Greene). This commute had me crossing a couple of major roads (El Camino and Middlefield). Unlike the elementary school years, there wasn’t much in terms of safety. No more Dad biking behind me, watching out. No more mom holding my hand to cross the street. There were still signs, and sometimes a crossing guard on El Camino –– with that same vest, the same waving red sign –– but it didn’t matter. Because the intent was gone. It was as if bike safety wasn’t a priority anymore. Somewhere in the 81 days of summer between fifth and sixth grade, the pre-teens had magically become safe riders –– and the drivers in their two tons of metal had magically become perfect. Then, I moved on to Palo Alto High School. The number of major roads I had to cross had halved (only El Camino), but Churchill –– arguably more dangerous –– was added to the list. A terrible intersection, in which the flow of cars, and the perpendicular flow of bikers and pedestrians, is never-ending. Every day, in the ten minutes before school starts, there are at least five near-missed collisions and the occasional actual collision. But even more significant than this is that –– by going through that intersections –– nearly every person crossing is afflicted by the confusion and frustration of the unclear signage and terrible arrangement of this dangerous crossing. When can I go? Is it their turn, or mine? What is happening? The dangers of my route specifically (Churchill) speak to the broader dangers of biking, be it to school, work, or to sports practice. Within this, however, the dangers of students biking to school are compounded by the teenage rebellion of lackluster helmet precautions and the slew of new young adult drivers on the road around high schools. But even more important than this is the increasingly obvious lack of awareness and accountability by the trusted adults in our community with respect to bike safety. In the same way bike safety took a turn for the worse between our fifth-grade promotion and our matriculation in the sixth grade, when we moved on to High School, our district, the city, and the people seemed to think that bike safety had become less important. While I am not suggesting we return to the double and triple layers of protection that bikers experienced as elementary schoolers, what our community needs to understand is that bikers can be vulnerable and that their safety, especially as we increasingly encourage the move away from gas power and towards pedal-power, needs to be prioritized.
