ROLL CALL The following Councilmembers were present for roll-call: Present: Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: Ahlers ADOPTION OF THE AGENDA Councilmember Lester motioned and Councilmember Spencer seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time . PUBLIC HEARINGS a. Rezoning 602 Ellis Blvd. from C-O Office Commercial to N-O Neighborhood Office i. Pending Bill 2023-073 (Lester) Staff: Clint Smith A Staff presentation was made by Clint Smith, Director of Planning & Protective Services. There being no one to speak on the bill, Mayor Fitzwater declared the evidentiary portion of the public hearing concluded. 2023-073 sponsored by Councilmember Lester AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON BY REZONING 0.24 ACRES OF LAND ADDRESSED AS 602 ELLIS BOULEVARD FROM C-O OFFICE COMMERCIAL TO N-O NEIGHBORHOOD OFFICE. Bill 2023-073 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16404. Aye: Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None Absent: Ahlers 2 REGULAR COUNCIL MEETING, JANUARY 16, 2024 b. Approving a Special Exception Permit for Expansion of a Solid Waste Disposal Facility at 5605 Moreau River Access Rd. i. RS2023-40 sponsored by Councilmember Lester A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A SPECIAL EXCEPTION USE PERMIT TO EXPAND A SOLID WASTE DISPOSAL FACILITY FOR PROPERTY LOCATED AT 5605 MOREAU RIVER ACCESS ROAD Councilmember Spencer motioned and Councilmember Spicer seconded the motion to adopt RS2023-40. The motion passed by the following roll-call vote: Aye: Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None Absent: Ahlers APPOINTMENTS BY THE MAYOR a. MOTION: Councilmember Spencer motioned and Councilmember Deeken seconded the motion to approve the above recommended appointments. MOTION TO AMEND THE MOTION: After some discussion, Councilmember Mealy motioned to amend the motion, pulling off the Parks & Recreation Com mission appointment, sending it back to the Administration Committee for further review, and approving the remaining list of appointments. Councilmember Lester seconded the motion. The motion failed by the following roll-call vote: Aye: Lester and Mealy 3 REGULAR COUNCIL MEETING, JANUARY 16, 2024 Nay: Deeken, Hensley, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: Ahlers MOTION: Councilmember Spencer renewed his original motion and Councilmember Deeken seconded the motion to approve the above recommended appointments. The motion passed by the following roll-call vote: Aye: Deeken, Hensley, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: Lester Absent: Ahlers Abstain: Mealy PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The January meeting was cancelled. The next scheduled meeting is February 7th, 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Finance Committee – The January meeting has been cancelled. The next scheduled meeting is February 15th, 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Public Safety Committee – The next scheduled meeting is January 25th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is February 8th, 7:30 A.M. in City Council Chambers. Other announcements; • Mayor Fitzwater attended, along with a few Councilmembers, the Martin Luther King Jr. Prayer Breakfast on Monday. He expressed his appreciatio n to the Jefferson City NAACP for the invitation and to those who attended . PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There was no one signed up to speak at this time. CONSENT AGENDA a. Minutes of City Council Meetings: January 2, 2024 b. Authorizing a Skid Steer Purchase from John Fabick Tractor Company in the Amount of $78,333 for the Wastewater Division MOTION: Councilmember Schwartz motioned and Councilmember Lester seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. 4 REGULAR COUNCIL MEETING, JANUARY 16, 2024 BILLS INTRODUCED 2023-075 sponsored by Councilmember Spencer AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, MODIFYING AND AMENDING VARIOUS FINES RELATED TO PARKING. Matt Morasch, Director of Public Works presented the bill. Councilmember Spencer requested to suspend the rules and take up bill 202 3-075 for third reading and final passage. With no objection, bill 2023-075 was third read by title, placed on final passage, and passed by the following roll -call vote as Ordinance 16405.
