It is critical especially for seniors and children, but necessary for everyone else at any age, People bring up time and time again, the argument that homeless will use the bathrooms. This was true when we wanted them in Hoover and Seale park. It has not proven to be an issue. Homeless people need bathrooms. I believe there should be more public bathrooms; not at the $1.7 million as the one in SF. We should provide bathrooms for homeless, as well as for everyone ele. Please do not let the few folks who complain about this, stop you from voting YES to install the bathrooms, which are needed, especially in parks that get a lot of use. Not to be too graphic, but when you gotta go, you gotta go. AUGUST 10, 2023 CITY COUNCIL MEETING, ITEM #7SHUTTLE EXPANSION TO STANFORD RESEARCH PARK I don't understand why this proposal is referred to as anexpansion of the shuttle contract, because the staff reportdescribes that your prior action "provides on-demand transitservice Monday—Friday for a 10-hour service span 8:00 am-6:00pm. The service operates within most of the City, withexceptions only to the east and west ends that house large openspaces and conservation lands." Is the purpose of this proposal to permit Stanford to replaceor supplement its existing Marguerite Shuttle Researdh ParkLine that serves commuters bewteen the University AvenueCaltrain station and the Stanford Research Park on a fixedroute with designated stops(https://transportation.stanford.edu/marguerite/rp), or is italso supposed to pay for riders who commute to the ResearchPark from other Palo Alto locations, whether or not thoseriders live in Palo Alto? If the shuttle service is such a good deal for Stanford, thenwhy didn't they enter into their own contract with the providerfor shuttle service? Segmenting the current action from the previous action makes itdifficult to determine how much of the VTA grant benefitsStanford, and how much benefits the City of Palo Alto. Since Stanford appears to be benifiting financially by notentering into its own contract for shuttle services and bypaying only an estimate based on a per-ride fare, maybe youshould ask Stanford if that's their final offer. AUGUST 10, 2023 CITY COUNCIL MEETING, AGENDA ITEM #8RESTROOMS IN RINCONADA PARK AND RAMOS PARK I believe you should not approve the proposal until thecontract shows site plans for the two restrooms. The Park Improvement Ordinance for Ramos Park (Ordinance No.5520) clearly identifies the location of the restroom, so Idon't know the reason why there is no site plan included in thecontract for this agenda item for that restroom. The park improvement ordinance for Rinconada Park was given anordinance number (Ordinance No. 5487) but was only introducedon January 13, 2020 yet never had a second reading and,therefore, is not a valid ordinance. Despite the fact that the Rinconada Park ordinance for a majorcaptial improvement project was never adopted, majorrenovations have been constructed at the park. The only versions of the Rinconada Park ordinance online in theCity Council agenda packet for January 13, 2020 and in the CityClerk's records of ordinances refer to an attached plan, butthere is no plan attached, which means there has never been aproposed action of the Council that authorizes the restroomconstruction, and the only way the public can know where onHopkins Avenue the restroom will be located is to wait until itis installed. Maybe it would be a good idea to delay approval until theRinconada restroom proposal is placed on a future meeting'sagenda when the site plan for that restroom is included in thatmeeting's agenda packet at the time the packet is originallydistributed and placed online. You might even want to belatedly adopt Ordinance No. 5487,becuase that ordinance was not adopted when it was introducedon January 13, 2020, but required a second reading to beadopted. Dear Palo Alto City Council Members, As a longtime ballroom dancer who has danced for many years at Palo Alto’s Cubberley facility, I’m writing to inform you that I’ve been denied admission for over a year because I refuse to show proof of vaccination. I believe this violates my rights and my medical privacy under HIPAA. I also believe it is blatant discrimination to insist on registering people for purposes of the outmoded and ineffective “contact tracing” and requiring proof of vaccination a full 3 1/2 years after Covid appeared on the scene. Covid is no longer a “novel” virus, and we are no longer in the midst of a pandemic. Plus we now know that vaccines don’t stop transmission! Governor Newsom ended California’s protracted State of Emergency on February 28 of this year. Yet the Friday Night Dance coordinators continue to demand proof of Covid vaccination from everyone who wishes to enter the building, and which is under Palo Alto’s purview. Surely this violates citizens’ rights. It seems the people in charge of this dance program may be in violation of both state and federal positions regarding Covid measures. Although President Biden has extended the ending of the federal emergency declarations until May 11th, that pertains primarily to Medicaid and the like to facilitate a smooth transition. Here’s the passage relevant to Cubberley from his statement: To be clear, continuation of these emergency declarations until May 11 does not impose any restriction at all on individual conduct with regard to COVID-19. They do not impose mask mandates or vaccine mandates. They do not restrict school or business operations. They do not require the use of any medicines or tests in response to cases of COVID-19. Please inform the people who run this public dance venue on city property that they are violating people’s rights and that this will no longer be tolerated by the City of Palo Alto. Hi - I grew up in Los Altos and Palo Alto and remember visiting Cubberley when it was a school. I am emailing you in regards to the news that people are being asked to show vax cards in order to attend events at the Cubberley ballroom. I am writing to ask you to respect the CA Unruh Civil Rights Act which prevents discrimination in public accommodations. Additionally, governments and government agencies worldwide and here are dropping vax mandates. It's been 3 and 1/2 years since covid began and it has run its course. Additionally, people who got vaxxed are getting sick more easily and it appears that vaxxing has weakened people's immune systems. Vaxxed people have also been getting injured with many dying from problems with the heart, blood clots, strokes, multiple organ failure, neurological damage etc. The CDC VAERS data has info on those numbers, which are assumed to be only 1% of actual. Dear Captain Reifschneider: Thank you for your comprehensive presentation at the April 3 City Council meeting on the Palo Alto Police Department’s proposal to implement a fixed ALPR program. Your responses to questions from Council members made clear that that the proposal has been given considerable thought. Though I have strong concerns about privacy and potential misuse of ALPR data, most of my concerns have been adequately expressed by Council and members of the public, so I shall not repeat them here. Moreover, it looks as though reasonable efforts have been made to address these concerns; a year from now, we can better assess whether the safeguards are sufficient. But I think something important has been overlooked: verifying ALPR alerts before taking enforcement action. The current process that you described seems reasonable, and I have no reason to doubt that it’s usually followed. But neither the current nor the new policy requires it. This seems an accident waiting to happen. I had hoped this issue would be raised at the meeting, but that did not happen. A “felony” stop of a suspect vehicle is often highly intrusive, with occupants ordered out of the vehicle at gunpoint, handcuffed, and forced to lie on the ground. Undertaking such action on a false alert causes unwarranted trauma for the occupants and can put a city at significant financial risk, to which I suspect Atherton may soon attest. Except in the most exigent circumstances, officers should verify an ALPR alert with CLETS—as called for in current Policy 462.2(f)—before even considering other action. In addition, officers should be required to visually confirm the license plate number, issuing state, and the vehicle description before making a stop. If the plate matches the alert but the description does not, the plate could be stolen, and further investigation may be needed—as you described. It is imperative that a visual match of the plate be confirmed by the officers making the stop, regardless of any information they may have received “through the channels” from other sources. In 2009, several SFPD officers failed to do this before stopping Denise Green based on an ALPR read error; the city ended up settling for $495,000. In 2020, Aurora, Colorado, police stopped unarmed mother Brittney Gilliam, her younger sister, and four children aged 6–17 in response to an ALPR alert. All occupants were ordered out of the vehicle at gunpoint and forced to lie on hot asphalt for hours; all but the two youngest children were handcuffed. The lead officer had failed to confirm the alert through NCIS; had he done so, he would have found that the license number was for a yellow motorcycle from Montana rather than a blue SUV from Colorado. Presumably, the difference would have been obvious to the officers on the scene. The lead officer was suspended for 160 days and eventually left the force. Ms. Gilliam’s lawsuit is still pending; if recent trends in Colorado are any guide, this will not end well for the City of Aurora. An unjustified stop that results from a simple failure to confirm that the license on a vehicle is indeed the one in an alert is an unforced error that subjects the vehicle occupants to needless distress and exposes the City to needless liability. Revising ALPR policy—for mobile as well as fixed cameras—to include an express requirement to confirm an alert before making a stop should reduce the chances of this happening. And doing so would provide a basis to discipline anyone who does not follow policy. The change might require approval by City Council, but I cannot imagine why it would be controversial—it would simply make explicit what’s currently implicit—and it might even be a candidate for the consent calendar. For the good of the City, its residents, and visitors, I urge that this change be made. S. witnessed the highest number of abortion protections ever passed. Fully one-quarter of these protections were enacted in California. What does it mean to be an abortion-friendly state in a country where almost half of the states have banned abortion or are likely to do so? Our letter urged guns to be banned in all places where democracy is practiced and places of worship, as Sunnyvale’s ordinance does. City action was required in the wake of a disastrous Supreme Court decision invalidating “concealed carry of firearms” laws unless limited to “sensitive places”. We spoke and wrote to the City Council urging the city to enact $500/$1000 limits on City Council campaign donations from a single source, voluntary spending caps, and greater disclosure of independent spending on political ads. Thanks to the fifteen people who submitted public comments in support of lower donation limits and to Steve and Emily Branz who showed up in person at the March 20 City Council meeting to support these reforms to expand public participation and combat undue influence in local elections. Our Gun Violence Prevention Committee chair, Stacey Ashlund, will be participating in a PTA Council program on April 25 on how to normalize conversations about safe storage of firearms in the home, to keep children safe from gun violence. State Bills supported by LWVC include: AB 83 (Lee) to ban foreign-influenced corporations from contributing to candidates, parties, or political action committees, to protect representative democracy from being distorted by election campaign spending; SB 678 (Umberg) to require social influencers who support or oppose candidates to disclose that they have been paid by a political committee; school bond facilities act SB 28 (Glazer), but only if amended to change the regressive local match for state funds to be proportional to a district’s assessed value per pupil; AB 1037 (Berman) to expand how voters may correct ballots without a signature or with a nonconforming signature, making it easier for people with disabilities to ensure their votes are counted; ACA 8 (Wilson) to delete language from California’s constitution that permits involuntary servitude as punishment for a crime; and AB 884 (Low) to update ballot accessibility for immigrant voters by requiring translation of ballots where a language is spoken by at least 100 voting-age individuals in each county. Our customers complain that they have to go through a maze to get to us and everyone prettymuch complains about the street closure because it’s completely pointless as customers are not coming down to Cal Ave mainly due to a lack of opened businesses ,empty office spaces and aton of construction. There is no one down here but a few hours a week and a few hours on Sunday during theMarket which by the way doesn’t allow us to use our permitted area whereas every restaurant is allowed to use theirs. That seems really fair. Speaking of FAIR. We really feel let down by the city, our business is struggling because no one comes down during the week. The reason why no one comes down or ever will come down is because there is nothing to do or see on Cal Ave it’s not a tourist destination and the locals just come out for the farmersmarket because that’s the only time there’s any action or reason to come on the street. Most restaurants are closed for lunch. Our business is surrounded by closed businesses. As you can see from the pics below the street on any day looks just like that. Empty as hell. The way to my business isCompletely blocked OFF It’s hard for us to see anything good coming from this street closure. Elections have consequences and we the voters will make sure we are heard next time. We are shocked the city hasn’t been sued yet. Remember that this is a public place paid for by our taxes. These pics of empty streets I have been sending for a good 4-6 months now and they’re gonnakeep coming. It’s just not FAIR to us and our customers. And we have a record of that now with all my pics. On memorably windy March 14 a very large live oak fell on our shared property line at 225/211 Middlefield Road (photo attached). The house at 211 was crushed and red tagged.Our house at 225 had the gas line damaged and was yellow tagged. The fallen tree was so large it required a street closure and a large crane to remove it. The staff at public works communicated with us quickly, clearly and efficiently through the review andapproval process. And at least two staff in Transportation reviewed and approved the road closure - traffic management plan in a very short time. Today at three weeks with no heat, hotwater or cooking at our house, we are looking forward to restoration of service. When the tree rootball is removed tomorrow Utilities will advise how soon gas service can be restarted. Needless to say this has been a challenging time for us and much worse for our next doorneighbors who have lost their home. The highly responsive staff at Public Works and Transportation made a huge difference in helping us implement appropriate actions. This October 20, 2018 our keynote speaker is United States Army Colonel Marion Matundan (Ret), along with the Color Guard procession and laying of the wreath. Following this ceremony is a dance benefit towards our effort to commemorate the 75th anniversary programs and event in Tacloban, Leyte. From the early community families, a group of Filipinos formed an organization in San Francisco
 in 1964, The Leyte Association of Northern California, to ensure the memory of our WWII Filipino Veterans and the Leyte Landing liberation event. In their ‘heyday’ through the 1980s, these pioneering members promoted scholarship and hosted cultural events from the Philippines and locally as a thriving annual Leyte Landing gala benefit. Unfortunately, many of these WWII veterans and earliest community members are gone. Our celebration Descendants of Leyte — reminds us of a compelling story of the sacrifices of Filipino, American and Allied soldiers and civilians and honors our forebears of the 1st and 2nd Filipino Regiments. Further, we are fostering the hope, growth and promise of maintaining and ensuring the military history of our forbears and present day Filipino American veterans. In 2013, The Alvarado Project spearheaded the bill SCR 20 — Senate Concurrent Resolution 20, Leyte Landing Commemoration day officially recognizing the October 20, 1944 liberation of the Philippines when American forces landed on Red Beach in the municipality of Palo, near the Leyte capital Tacloban. Landing on the beachhead that day were Filipino and American leaders, notably General Douglas MacArthur, President Sergio Osmeña, and Brigadier General Carlos P. Romulo.
 The invasion of the island of Leyte began the campaign for the liberation of the Philippines from the Imperial Japanese forces, fulfilling MacArthur’s promise to return to the islands more than two years earlier. The landing also marked the re-establishment of the Commonwealth Government on Philippine soil after years of government-in-exile in the United States. The Battle of Leyte lasted from October 20 to December 31, 1944, resulting in a victory for the Allied forces. The Battle of Leyte was a watershed moment in the Pacific war theatre, culminating in the end of almost three years of Japanese occupation of the Philippines. By commemorating the anniversary of the Leyte Landing, we pay tribute to our veterans who put their lives on the line for the cause of freedom. 
 We remember their sacrifices, their struggles, their triumphs and their legacy. The Leyte Landing 
 is an important chapter of our shared history with America, which has served as a foundation 
 for the strong and robust alliance that currently exists between our two countries. The Alvarado Project provides part of that answer to Filipinos and anyone interested in this especially rich, but hidden part of San Francisco’s ethnic history and cultural tapestry in the 
 United States. With respect to Leyte Landing Commemoration, we will also involve comments and testimony from family members and Alvarado’s peers and subjects (here in the United States and the Philippines), many of the later two groups are gone, and with their passing there is the unhappy chance that later generations will lose their testaments to a dramatic history of the evolution of a community. Now, as time passes, there is great concern to pass this legacy forward and bridge and honor all of our Filipino American military veterans. As this community grows, so does the interest in its history. 
 The Alvarado Project has been very successful in meeting its goals. Under the sponsorship of the Smithsonian Institution Traveling Exhibition Services (SITES), we have brought the exhibit “Through My Father’s Eyes” featuring Ricardo Ocreto Alvarado’s work to venues throughout America, bringing awareness of the widespread Filipino presence in American Society. These venues have included the Smithsonian Institution’s National Museum of American History, Behring Center, in Washington D.C., Ellis Island Immigration Center in New York, The UCLA Fowler Museum in Los Angeles, the Doris Duke Linkona Center for the Arts in Honolulu, Hawaii, and the Wing Luke Museum in Seattle,to mention a few. Most recently, the exhibit “Compositions — A Filipino American Experience,” debuted at the San Francisco Main Library’s San Francisco History Center 
 in Fall 2014. In 2015-2016 Alvarado’s historical photographs were at the Great Hall, Hiram Johnson State Building, San Francisco, Skyline College Art Gallery in San Mateo County, and City College 
 of San Francisco Rosenberg Library. This 2018 The Alvarado Project gifted limited edition images to the Consulate of The Philippines in San Francisco for the Carlos P. Romulo Library. On the horizon is the possibility of presenting Alvarado’s photography to the Republic of the Philippines and an ambassador tour from San Francisco to Tacloban on the Leyte Landing Commemoration’s 75th anniversary in October 2019. Everybody who signed the initiative petition for that measureand everybody who voted for that ballot measure was responsiblefor the measure including the language; "Ten years from thepassage of this Initiative, the City Council may rededicate anyportion of the Property not utilized for the purposes of thisInitiative to parkland." Those who are opposed to the Council having the power now torededicate the property as parkland, but who signed theinitiative petition and/or voted for the ballot measure becausethey did not read the measure, but simply relied on thearguments of the measure's proponents, will have learned thelesson that they should read a proposed initiative orreferendum petition instead of relying on the proponentsarguments, especially if those proponents are one or more ofthe proponents of Measure E. The park dedication provisions were added to the Palo AltoCharter by an affirmative vote of over 85% of the electorate, The Charter permits the voters to remove a property from parkdedication, and in the past the voters have approved a numberof removals when presented with an actual project or anactivity that existed before the park dedication Charterprovisions were adopted. Measure E was the first time parkland was removed from parkdedication without a proposed project, but instead had aprovision that the proponents could seek an acceptable projectfor ten years, at which time the Council would have the powerto rededicate the property as parkland. Peter Drekmeier, one of the three proponents of the initiativemeasure, now proposes in his Palo Alto Weekly guest opinion ofMarch 31, 2023, to reverse the Charter concept of parkdedication by giving the opponents of park dedication of the10-acre site the power to prevent park dedication by variousmeans until the opponents of park dedication say the site canreturn to being parkland for as long as it takes the opponentsof park dedication to investigate possible projects and to get their supporters on Boards and Commissions to vote differentlyon the issue of park dedication than the Commission that hasjurisdiction to advise the Council on the issue and has alreadyvoted in favor of park dedication. For example, another Measure E proponent Bob Wenzlau is acandidate for appointment to the Utilities Advisory Commissionat the beginning of tonight's agenda. Wenzlau's candidacy for a Commission where he is a knownadvocate for certain subjects in the Commission's purview istypical of some recent Board and Commission appointments wherethose who are seeking appointed do so because they want to votea certain way, rather than provide unbiased advice to theCouncil. Wenzlau is also the person responsible for the fact thelanguage of Measure E in the official voters pamphlet is notthe same as the language of the measure than the Council votedto place on the ballot. After the City Attorney's impartial analysis, and theproponents and opponents arguments and rebuttals were madeavailable for public inspection, the City Clerk sent thatmaterial to the Registrar of Voters, but the Registrar needed acomputer readable graphic and asked to City Clerk to providethat graphic. The City Clerk asked the ballot proponent toprovide the graphic to the Registrar. Wenzlau sent both the graphic and also initiative language thatwas the same but similar to the initiative language the Councilvoted to place on the ballot. The Registrar then asked theCity Clerk if the Registrar could use the language Wenzlauprovided and the Clerk agreed. Apparently neither theRegistrar nor the City Clerk made an effort to see whether thetwo versions of the language were the same or different. The third initiative proponent, Walter Hays, at a meeting heldat Lucie Stern Community Center in early October 2019 on thesubject of Valley Water's Advanced Water Purification Facilitysaid that the facility for transferring purified water shouldbe placed on the Measure E site, and that proponents of Measurewould circulate another initiative measure to remove theMeasure E site from park dedication to house the Valley Waterproject site. Apparently, Hays was not aware of Drekmeier's opposition to theValley Water project as described in Drekmeier's Palo AltoWeekly guest opinion of May 13, 2019, which brings me back theMarch 31, 2023 guest opinion where Drekmeier advocatespyrolysis that requires water that is then evaporated insteadof being purified and sent to Valley Water. The Council has already decided to send to Valley Water thewater removed from sewage sludge, but if that sewage sludge isthen used in a pyrolysis facility to produce energy, waterneeds to be added back to the sewage sludge from someplace. Silicon Valley Clean Water facility removes 70% of the waterbefore beginning the pyrolysis with 30% of the water. Does the Council want to change its agreement with Valley Wateror does the Council want to truck in the water needed for theproposed pyrolysis energy plant from someplace else? Also, the pyrolysis facility, like an anaerobic facility,creates a smell that interferes with the peaceful enjoyment ofthe baylands. I urge you to adopt the recommendation of the Parks andRecreation Commission to dedicate the Measure E site toparkland. Whenever, the Council is presented with a viable proposal touse the Measure E site for something else, rather than to juststudy an idea, and that proposal is subject to environmentalreview, then it would be appropriate to consider placing a newmeasure on the ballot. At that point organic waste conversion alternatives were not well developed. That has changed. Promising, and currently active technologies, such as pyrolysis, now being used in neighboring Redwood City, would enable us to convert our sewage sludge (and other organic waste) into renewable biogas and biochar, a soil amendment that sequesters carbon dioxide. Pyrolysis also destroys toxic PFAS (forever chemicals). And there is space on the current Measure E site (which, as I understand, is also polluted and cannot be turned back into wetlands) to allow Palo Alto to set up our own pyrolysis solution. Palo Alto currently ships our waste out of the city, and our current waste disposal solutions are somewhat less than environmentally friendly. Just because our waste disappears from Palo Alto in vehicles powered by probably diesel fuel, putting out diesel exhaust, we do not get brownie points. We may not release methane to the atmosphere in our Baylands, but methane is released as our Palo Alto sludge decomposes in the Central Valley process. We are just as responsible for those carbon, PFAS and other toxin etc. emissions. Palo Alto has just moved the release point from here to there. And in the process has added two trips by diesel truck to the amount of emissions Palo Alto is responsible for in our current waste disposal solution. (Yes . . . one diesel emitting trip to take the sludge to the Central Vally and one to get the truck back to Palo Alto for the next round. I’m sure someone in city management can do the math on this.) Neither the methane release nor the diesel exhaust helps our carbon neutral effort. If Palo Alto had its own anaerobic digester/pyrolysis set up on the Measure E site, there would be no PFAS released and no shipping emission pollution. As I remember (and I freely grant I may be mistaken) from the Measure E effort, one of the things that was planned was what Redwood City is doing. And from what I understand - possible exhaust pollution costs not withstanding - most of the consequences are on the plus side of environmental protection for that solution, not the minus side. If our waste goes to Redwood City, which seems to be a better option than the Central Valley, there will still be transportation pollution, but again, that could be eliminated if we set up our own pyrolysis on the Measure E site. Remember, the universal goal here is to REDUCE greenhouse emissions and at least slow global warming. Finally . . . it would be interesting, and I’m sure it’s possible, to measure just how much environmental damage/Global Warming from NOT establishing LOCAL waste treatment of the best quality we can manage, could be chalked up to Palo Alto for the last few years and for the future. I guess what it boils down to is that there is no free lunch. As a Palo Alto resident I have spent countless hours exploring and enjoying the nearby Baylands open space areas, especially the Emily Renzel Marsh, Byxbee Hills, and the Palo Alto Baylands. Walking and biking through these areas with my friends and family and getting to know all of the magnificent native plants and wildlife helped foster my love for nature and fascination with ecology. Having such natural space and biodiversity practically at my fingertips is one of the main reasons I went on to earn my Bachelor’s of Science degree in Biology. The Measure E lowlands provide vital connecting land between the Emily Renzel Marsh, Byxbee Hills, and the Palo Alto Baylands. Rededicating these 10 acres as parkland would provide an important corridor for wildlife to move between these main open space areas in a safer and easier way. Let’s not waste more time and money on research and development for some hypothetical facility the city has already deemed unaffordable and unnecessary when we could be taking action to support and protect our native wildlife and plants.
