We are mostly business professionals and watching this video made us very fearful. It's going to take a LONG time before the level of toxicity that filters down from the LASD Deputy Gangster Commanders (and there are still quite a few) who condone this behavior.Clearly, it is 'vague' as to why they even detained the occupant in the first place. Other than reporting that the vehicle had no license plate, all we see here is a black male who appears tobe asking why, yet the Deputies are eagerly quick to want to shoot him. How did it even get to that level? Did the Deputies suspect that he had a gun? Did the Deputies suspect that he wasinvolved in a felony crime or was the vehicle reported stolen? We did not see any level of aggressiveness from the occupant, yet we see overly aggressive verbiage from the one deputywaiting to put a bullet in he occupant's chest...despicable! There are a lot of unanswered questions here, but the threats are a disgrace and continue tobe with the LASD. Our comment is strictly focused on this video and what we see and not allthe facts. But, in our experience with toxic Commanders, THEY are the ones who also need to be held accountable. A County can fire/charge the Deputies, but these types of confrontationswill continue, and that does not resolve the issues we constantly speak of. Everyone is quick to say get rid of the 'bad actors', yet there are (bad actors) in the Command staff who act andsay things that easily promote police violence, yet rarely anything is ever done about them. Look what is happening in Antioch and even Commanders involved with the texting including an IA Commander. It's time to start looking at how Commanders can be held accountable,otherwise, people complaining about the systemic problems with law enforcement will not even make a dent without getting rid of the toxicity at the top. Case in point, Sheriff Bob Jonsen. Sadly, his past may re-invent itself in his future here inSanta Clara County, and it's only a matter of time before Deputies here think they can get away with the same type of behavior. When you have toxic leadership, you will have toxiccops (not all, especially the ones who are intelligent). We will continue to monitor what happens at the SCC Sheriff's Office (and believe us, we are already hearing complaints aboutSheriff Jonsen, some not even reported that should be!) and we will monitor the ongoing investigations of the allegations made against Sheriff Bob Jonsen by former LASDcoworkers of his. I would like to complement the Safe Routes to School (SRTS) staff and the parent volunteers for the continued effective program that have enabled so many youngsters to safely ride bicycles (or walk) to school. All those involved in this program deserve much credit for the hard work they do to educate the students and to conduct the many other activities. However, there are two area where I believe improvements need to be made:: <!--[if !supportLists]-->1. <!--[endif]-->Institute safe bicycle riding guidelines and training for High School students. I have raised this issue a number of times over the past years in PABAC meetings with Transportation Staff, but I have not received an adequate explanation as to why this is not part of SRTS. The SRTS programs goes as far as Middle School, but not beyond to High School where safe bicycle riding education is clearly needed. I have witnessed repeated instances of high school students riding side by side on the city streets, chatting and ignoring vehicletraffic, effectively blocking the roadway. Experienced cyclists are well aware that this is a very unsafe practice. I have also witnessed high school students riding their bicycles while reading or texting on their cell phones, also a very dangerous practice. <!--[if !supportLists]-->2. <!--[endif]-->Institute training on the safe use of e-bikesand active mobility devices for High School Students. More and more High School students are riding e-bikes or using other active mobility devices (e- skateboards, e-scooters, e-unicycles, etc.) to go to school. These devices are rapidly increasing in popularity. In the future, we can expect more and more students to usethem. However, these e-bicycles (and some other devices) can go very fast, 20 mph for Class 1 and 2 e-bikes, and up to 28 mph for Class 3 e-bikes (which are allowed for riders 16 years of age and older). Accidents can happen if the rider is not well trained on the control of the device or does not ride safely and with caution. The vids above might be of interest to the attendees. Florida has become anightmare for home buyers. Las Vegas has plunging home values as mortgage rates rise. Vegas may be similar to Fresno in some respects, minus the horrific heat. It is way moreisolated than Fresno too. It is hard to see how such a conference could not touch on SB9. The repeal of it will be on the November, 2024 ballot, along with another recall effort for Newsom perhaps. He signedSB9 into law in the fall of 2021. You have seen my analyses of him. I have read much re SB9 on Youtube. Some in the RE industry like it, some don't. A good discussion is an interview of the former Mayor of Costa Mesa. He thinks it is an abomination,as do I. Just look on YouTube for him discussing SB9. I sent you that interview some time ago. I will fight SB9 since it will destroy my neighborhood as it exists now, but if it survivives, Icould still be OK. My lot is 5,015 sq ft. Units built under SB9 have to be 800 sq. ft. min. Very short set backs are permitted. SO, a developer could buy my 1178 sq. ft. house for $500,000,tear it down, and build a duplex, each unit with 1200 sq. ft.,- i.e., each unit bigger than my house. Then make that two stories. Four units of 1200 sq. ft. each. Bet those could fetch$2,000 per month, so $8,000 per month of rent. With that income potential a developer might pay me $500,000 for my house, making SB9 work out for me. With HSR raising Fresno realestate values substantially as soon as the money for HSR from Merced to Gilroy to San Jose is in hand, maybe I could get more than $500,000. I think a lot of RE people see that coming andthey are trying to buy up houses cheap now in Fresno. Reddit says mine is worth $325,000. No sale. Another item that seems relevant to your attendees is HSR. The money is in hand to build itfrom Bakersfield to Merced, and, as you know, work is progressing nicely. The final leg, in the north of Calif., will be Merced to Gilroy to Dearidon Station in San Jose. That final legwill cost ~$13 billion, and I urge that money to be spent in frequent emails that get to D.C. When that is built, Fresno will be ONE HOUR FROM DOWNTOWN SAN JOSE. Seattleand Portland and Eugene and Boise will not be one hour from SV, but Fresno will be. Ditto for Salt Lake, Reno, Las Vegas, Phoenix. SV workers living in Fresno will be able to get to workin SV in maybe two hours, counting all the van rides at both ends. Still, do-able. One hour of that will be on a luxurious HS train. Maybe a mini-SV develops around Gilroy, or Merced. Gilroy is just a few miles east of the San Andreas, so maybe not Gilroy. I have long contended that HSR Fresno to San Jose will raise home prices, and rents, in Fresno. People earning $300,000 now in SV pay $3,000 per month for crummy, 600 sq. ft. oldapartments in Santa Clara, e.g. For $4,000 per month they can have a new, beautiful home in Fresno, a realtor told me the other day. (He was at my door trying to buy my house). I thinksome of those high income workers will flock down here and buy a house. Also, Sometime between February 2004 and August 2009, Officer Tom O Donnell wasconfronted by two officers, at least one of them was higher ranking and told not to discuss hissuspicions about officer Brett Moiseff's possible involvement in Kelly Danner's death or hiscareer could be in jeopardy. Kelly Danners Autopsy supposedly revealed needle marks on her body, however she was notan IV drug user. She supposedly died from a heroin overdose, but she did not use heroin, Shewas known (or believed to be) a methamphetamine user but she only smoked the drug. Shesupposedly had either $300.00 or $3,000.00 dollars taken from her when she was killed. Jeffrey Rosen had supposedly questioned at least one individual during the trial on who theofficer was who was romantically involved with Kelly Danner (Moiseff) but there is no recordthat I am aware of in any of the court files where "Moiseff" was mentioned, nor was I able tolocate any trace of the original San Jose Police Report. ( This either changed hands at somepoint from SJPD to the Santa Clara County Sheriff's Dept. or was a joint investigation) A Member of (or prospect / close affiliate) of the Hell's Angels Motorcycle Club supposedly hadfiled an Internal Affairs Complaint against Moiseff regarding an incident (or incident's) thatoccurred involving a series of unjustified and highly orchestrated arrests & raids based onflimsy, altered or completely fabricated evidence and testimony. His Sister: "Anna" was alsoallegedly (romantically) involved with Officer: Brett Moiseff. The purpose of these raids/arrests were to create confusion / disarray (a smoke screen)designed to interfere with a court hearing or trial relating to the death of Kelly Danner. Thesearrests/raids occurred in a cluster that occurred shortly before the hearing or trial. (and werefor the purpose of interfering with the trial & investigation) - During this same time period,there were some serious actual crimes that occurred that were intentionally not solved thatrelated in some manner to the false arrests & rades. ) - At least one fake or forged searchwarrant was allegedly used on at least one occasion. (The details on this "warrant" are notvery clear to me.) Officer Neal Rockwell has knowledge on much of this, (The raids/arrests, and some of Moiseff'srelationships with female subjects/suspects) The Reasons that officer Neal Rockwell will notspeak are very different than the reasons that officer Tom O Donnell will not speak.O Donnellwill not speak because he was told (or threatened) not to speak by two other officers. ( Atleast one of them was of high rank & neither of the two officers was Moiseff ) Officer Rockwellwill not speak because Officer Moiseff and his "pack" have incriminating information on OfficerRockwell, because Officer Rockwell was also involved romantically with female subject(s) /supect(s) , while on and off duty, and if this were to be revealed, then it could jeopardizeRockwell's career and his marriage. (He may be currently in either a Chapter 11 or 13 /foreclosure according to San Juaqine County Court Records. I may be able to "covertly" get a recorded statement from "a San Jose Officer" stating what he knows but it would be tricky todo this legally and without putting myself in danger. I am completely willing to face anydanger if the probability and value of "SUCCESS" significantly outweighs the risk and scope ofany such danger that I may face. I would also have to plan this very carefully beforehand tomaximize the likelyhood of success and minimize the likely hood of any such danger. Typically, for an intersection, a figure of merit is the “LOS delay”. The definition of “LOS delay” is the time increase over free flowing traffic. However, when turning movements are removed drivers have to take circuitous routes. The extra time to make this circuitous route is not calculated in the “LOS delay” yet the extra travel time may be significant. In the Underpass design option there are circuitous routes for both Charleston and East Meadow. For Charleston, some drivers will make a detour through the double roundabout and for East Meadow some drivers will make a detour through neighborhood streets. It should be noted that the “extra travel time” happens 24hr a day for some turning options while the “LOS delay” is much larger during peak travel times. I just finished reading "FiveYears in the Warsaw Ghetto", a memoir by Bernard Goldstein, an organizer of the uprising, and a leader in the Jewish Labour Bund. This is a heavy but crucial read. Some of the scenes that Goldsteinwitnessed during and after the war in Warsaw are unimaginably apocalyptic. But he notes towards the end that one of the few thingsdriving him to survive was the hope that one day future generations would learn the stories of the war and the Holocaust. I would highly recommend this book for anyone looking for a powerfulfirst-hand account of the Warsaw Ghetto during WWII. Honorable Elected Officials and Governmental Leaders After reviewing multiple city and county web-sites, specifically each agencies stated strategic priorities, goals and projects, road maps, action plans and visioningprocesses for 2023, very little related to COVID-19 could be found. After three years of constant COVID impacts, this obvious societal inclination to move forward and onward is clearly evident and predictable. However, by law, the California Code of Regulations, Title 19, § 2450 (a) states “Any city, city andcounty, or county declaring a local emergency for which the governor proclaims astate of emergency, and any state agency responding to that emergency shall complete and transmit an after action report to Cal OES within ninety (90) days of the close of the incident period.” California Governor Gavin Newsom announced that the COVID-19 State ofEmergency ended on February 28, 2023. On April 10, 2023, President Biden signed a measure that immediately ended the COVID-19 National Emergency after more than three years from when it was enacted. However, the actual public health emergency declaration is scheduled to end on May, 11, 2023. Key findings, recommendations, gap analysis and best practices can highlight benefits associated with emergency planning updates, community engagement, training, exercises, equipment purchases, and critical but flexible strategies neededto not only prepare for the next emergency but also reflect on what worked andwhat didn’t. As a former Fire Chief who spent 40 years in public safety and specifically in special operations, where I responded to some of the worst disasters in the nation, Ihave directly seen the benefit of honest formal post-incident assessments thatresulted in significant improvements for future responses. Beyond the basic requirements outlined by Cal-OES and the state’s timeline, governmental agencies could choose to conduct a more comprehensive process based upon public comment, feedback or engagement process and/or requests andfeedback from local officials under a shared vision of improvement and preparedness. A relative inattention to social dynamics has produced a high student suicide rate and impending “communicide” induced by reduced social tie formation opportunities at Oak Creek. Durkheim’s anomie theory is ironically reconfirmed in an academic institution that brought Simmel’s social ties paradigm to the forefront of contemporary network analysis (Granovetter, 1973). In today’s Palo Alto, a solution to the contemporary housing crisis could be accomplished by building vertical Oak Creeks, channelling the Isreali- Canadian Moshe Sadie 1967 Montreal Worlds Fair urbanist vision. A reduced-scale 167 unit housing model of stacked suburban residences was instantiated in brutalist concrete, an architecture recently gaining a re-appreciation in urban design circles. Yimbies support expanding the housing base at all levels, from subsidized low and moderate income to market rate. The Environmental, Venture Capital and Entrepreneurial University movements converged in Silicon Valley during the past half century, creating a housing crisis as a byproduct. The classic networked technical community persists (Saxenian, 1995) with an oligopolistic overlay, think Google, Apple; themselves a stratum upon on an earlier generation e.g. CISCO, Intel; above previous the iconic Hewlett Packard and Varian Associates resting on a Litton and Federal Telegraph prehistory, The “Silicon” in Silicon Valley. the Chip foundries ,have long since ben driven out by a regionally successful environmental movement, leaving design capabilities in place. Multiple successive waves of venture capital fueled firm formation may now be widespread to regions well beyond Austin, Boulder and Boise; even possibly reaching Central New York with the advent of the Biden Administration’s Industrial Policy Inflation Reduction Act with an Innovation remit added to the US National Science Foundation, remit thereby restoring Vannevar Bush’s original multifaceted R&D Agency mooted in the 1945 Endless Frontier Report. Coupled with the likely temporary implosion of a regional Hype dynamic in the wake of the Silicon Valley Bank failure.; a broader range of regions may star in the federally funded knowledge-based economic development drama, heretofore limited to a select few players. Conclusion: Stanford Paradox We call for attention to the university-industry- government dynamic that is the both the underlying cause and potential solution to the economic and social contradictions of our time. An ethically challenged world class university that flourished in symbiosis with the Valley may also wish to address some of the unintended consequences of its technocratic regime. A relative inattention to social dynamics has produced a high student suicide rate and impending “communicide” induced by reduced social tie formation opportunities at Oak Creek. Durkheim’s anomie theory is ironically reconfirmed in an academic institution that brought Simmel’s social ties paradigm to the forefront of contemporary network analysis (Granovetter, 1973). In today’s Palo Alto, a solution to the contemporary housing crisis could be accomplished by building vertical Oak Creeks, channelling the Isreali-Canadian Moshe Sadie 1967 Montreal Worlds Fair urbanist vision. A reduced-scale 167 unit housing model of stacked suburban residences was instantiated in brutalist concrete, an architecture recently gaining a re-appreciation in urban design circles. The original 1,000 unit design could be several times replicated above the parking structures of the Stanford Shopping Center. By more fully utilizing an existing urban infrastructure, remaining open spaces could be green-belted. Combined with landmarking the Eichler neighborhoods and the Oak Creek Clubhouse; Stanford and Santa Clara’ County’s current law suited conflictual relationship could be resolved through a greater public good project, realigning Town-Gown Relations from a fought to a cooperative dynamic.
