MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 15, 2009
The City Council of Medina, Minnesota met in special session on December 15, 2009 at
6:07 p.m. in the Medina City Hall.
I. Call to Order

City Administrator Chad M. Adams, City Planner Dusty Finke,
and Public Works Superintendent Steve Scherer
II. Orono Comprehensive Plan
Finke provided a slide presentation on the Orono Comprehensive Plan that included some
of the major issues that may conflict with Medina's Comprehensive Plan.
Discussion was held on Orono's proposed rural density standards, urban service areas,
utility connection with Medina Momingside and Keller Estates, Willow Drive
classification, and other potential collaborative efforts.
Smith moved, Weir seconded to direct staff to send a letter to Orono outlining the
comments indicated in the presentation and Staff memo. Motion passed unanimously.
III. Gramercy Prairie Plantings
Adams discussed the background of the prairie plantings at the Gramercy project, along
with an update on the lack of growth progress of the plantings.
A low -mow grass turf mix was discussed as an option to replace the prairie plantings.
Smith moved, Weir seconded to direct staff to negotiate and prepare an agreement to
substitute a low -mow grass turf mix for the prairie plantings, considering the turf mix
will work well with soils on the site. Motion passed unanimously.
IV. Park Dedication Fee and Ordinance
Adams stated Staff plans to prepare an ordinance for the January Park Commission
meeting that will include some options and a recommendation for changes to the park
dedication fee schedule. He noted a few statutory changes may be needed to the
ordinance as well.
Discussion was held on revising the commercial cash in lieu fee from the current 10% to
8%. The Council agreed to direct staff to study further and report to the Park
Commission on the preferred option of reducing the commercial fee from 10% to 8%.
