CITY COUNCIL
MINUTES
October 29, 1974
INITIATION:
1. Mayor Dennis called the adjourned meeting of the City Council to .
order at 7:35 p.m. on Tuesday, October 29, 1974, in the Council
Chamber of the City Hall.
2 The Pledge of Allegiance to the Flag was led by Mayor Dennis.
3 ROLL CALL:
Present: Councilmen- Gilbertson, Greenberg,Merritt,Tyrell,Dennis
Absent: Councilmen -None
Also Present: City Manager Koski, City. Attorney Martin, Assistant
to the City Manager Biel, Planning Director Dragicevich,
Public Works Coordinator Leonetti
4. APPROVAL OF MINUTES:
Councilman Gilbertson requested Paragraph 7, Page 2 of the minutes
of the regular meeting held October 15, 1974, be. corrected to reflect
he would be in favor of holding a public hearing on a possible amend-
ment to the General Plan, rather than he would be in favor of an
amendment to the General Plan as stated.
Councilman Gilbertson moved to approve the minutes of the regular
meeting held October 15, 1974, as corrected, seconded by Councilman
Greenberg and carried.

NEW BUSINESS:
5. STREET LIGHTING PROGRAM - FY 1974 -75: RESOLUTION NO. 74 -1400
SETTING PUBLIC HEARING

City Manager Koski presented background information, stating with
the completion of Phase I of Lower Azusa Road, the need for street
lights along the entire length has become apparent; that Lower Azusa
Road is one of the last select system streets not presently in Zone A;
there are presently 20 street lights in the Zone B portion of Lower
Azusa Road and in order to bring the street up to standard an additional
25 11,000 lumen street lights would have to be installed; that the 25
street lights need to be authorized before Lower Azusa Road can be
annexed from Zone B to Zone A of the Lighting District. Earlier this
year eight street lights were installed on Daines Drive between Golden
West and Baldwin Avenues which is presently in Zone B and should now
be annexed to Zone A to provide for the cost of energy and maintenance.
Councilman Tyrell moved to adopt Resolution No. 74 -1400 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DECLARING ITS INTENTION
TO HOLD A PUBLIC HEARING RELATING TO AN ADJUSTMENT OF ITS STREET
LIGHTING ZONE BOUNDARIES, setting public hearing December 3, 1974,
and to continue to that date consideration of authorization to install
25 11,000 lumen street lights on Lower Azusa Road, seconded by
Councilman Gilbertson and carried.

RECESS TO CRA:
The City Council recessed at 7:38 p :."m., to meet as. the Community Redevelop-
ment Agency, all'members being present and approved the minutes of the •
regular. meeting held October 15, 1974, received status report with respect
to site plan, lease agreement, Environmental Protection Agency permit,
Disposition and Development Agreement and a revised schedule of action.
Meeting adjourned at 8:07 p,m. Minutes are set forth in full in the
minutes of that Agency
RECONVENE AS CITY COUNCIL:
8. ORDINANCE NO. 74 -394: 1st read,. APPROVING LEASE AGREEMENT BETWEEN
CITY AND TEMPLE CITY REDEVELOPMENT AGENCY
City Manager Koski presented Ordinance No. 74 -394 AN ORDINANCE OF
THE CITY OF TEMPLE CITY, CALIFORNIA, APPROVING THAT CERTAIN LEASE
AGREEMENT, DATED AS OF DECEMBER 1, 1974, BETWEEN SAID CITY AND THE
TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY for first reading by title
only, Councilman Tyrell moved to waive further reading, seconded by
Councilman Gilbertson and carried.
9. MATTERS FROM CITY OFFICIALS: .
A. Oak Avenue and Lemon - Traffic Control Devices
Councilman Greenberg stated he was concerned with the lack of action
taken by the Council at their regular meeting held October 15, 1974,
with respect to recommendations made by the Traffic Commission to
correct the problems at Oak and Lemon Avenues, and urged. Council's
positive action - immediately.
Councilman Greenberg moved to approve Traffic Commission recommendations
3, 4, 5 and 6 as set forth in memo dated October 3, 1974 and on file
in the City Clerk's office, seconded by Councilman Gilbertson and carried.
B. Councilman Merritt moved to approve payment to Don Wheeler in the
amount of $120,78 for airfare to Magdelena de Kino, seconded by Council-
man Gilbertson and carried.
C, Councilman Gilbertson moved to approve solicitation permit for the
Temple City High School Ski Club to sell 'insurance policy' to residents,
to cover simple clean up of problems encountered during the Halloween
activities, such solicitation to be permitted on October 30, 1974,
seconded by Councilman Greenberg and carried.
D. Councilman Greenberg stated he had an opportunity to reflect on
the events of the trip to Magdelena de Kino, and it is his feeling that
the delegation to our Sister City furthered our warm relationships with
the Mexican people, that the people of Magdelena were pleased and honored
that Temple City sent a delegation to share the event of the meeting of
between President Ford and President.Echevarria,
Councilman Greenberg directed staff's attention to a malfunctioning
pedestrian signal at the northeast corner of Temple City Boulevard and
Live Oak Avenue, He further stated he is concerned with the fact that
many traffic and regulatory signs are obscured by trees in need of
trimming. .
Councilman Greenberg further stated he had received many positive
statements concerning the Community Seminar and felt that it had been
a very successful one.
10. ADJOURNMENT:-
On motion by Councilman Tyrell, seconded by Councilman Greenberg,
meeting adjourned at 8 :18 p,m.- Next regular meeting of the City
Council will be Tuesday, November 5, 1974, in the Council Chamber
of the City Hall.
