Mayor Michael called the meeting to order at 7:03 I'M B. Roll Call; all councilors present 11. Public Petitions and Comments A. None 111. Department Reports A. Cemetery —Randy Robinson 1. Nothing additional B. City Engineer —Glen Morrow 1. Not present ® C. Fire Department —Bill Newgent I. Attending NIMS training and will be asking for a Resolution in the future. D. Park and Recreation — Rod Weinschenk 1. Nothing to add. 2. Bob Sedlack asked Mr. Weinschenk about new roof at aquatic center. Mr. Weinschenk is getting information on this and will present when completed. E. Planner— Shannon Norman 1. Thanked all council members who attended recent Retreat. 2. One thing to add to report; enforcement of ordinance violation issues. Suggest a public meeting to inform and educate citizens of ordinances. Would like to get this going soon. 3. Tom Roach asked for a time to meet with Ms. Norman to drive through city, visiting areas that need attention. F. Police Department— Torn Sutherlin 1. Nothing to add to report. G. Street Department — Paul Wilson 1. Emphasis has been snow plowing on weekends and expenses on Kodiak. ® 2. Mayor Michael thanked Mr. Wilson for promptness in filling potholes. 3. Mayor Michael shared that she will be meeting with Mr. Wilson and Engineer Dept. regarding putting together a list of needs for streets and sidewalks. 4. Bob Sedlack asked if Mr. Wilson had a comparison of use of Clear Lane vs. Salt and Sand previously used. Mr. Wilson stated that to date have used less than half of and much better for the environment, less wear and tear on equipment. Councilor Sedlack asked for a comparison at the end of the season. Mr. Wilson will have that information available and present to council. I-1. Wastewater Department — Mike Neese 1. Set record for 3.8 M gallons per day. Vactor scheduled for delivery next week. North Jackson Street Lift Station design complete and to be delivered by Earthtech this Thursday. 1. Water Works — Terry Dale 1. Nothing to Add J. City Attorney - Laurie Robertson Hardwick 1. Laurie reported on update of Putnam County Community Foundation Cape Grant. V. Councilor Reports A. Bob Sedlack ® 1. Reported in response to a request from Glen Morrow regarding a letter from Council for a Brownfield Grant on Clearwater property. B. Tom Roach 1. Tree Board meeting tomorrow evening. C. Mark Hammer 1. No meetings this month, looking forward to meeting with Randy Robinson. D. Russ Evans 1. 911 meeting expanding to include representatives from Police Department and Fire Department. E. John Lanie 1. Attended Greencastle Development Center retreat, discussion of vision for 2005. 2. Main Street looking at upcoming events and dates. V1. Approval of Minutes A. January H, 2005 1. Bob Sedlack presented minor corrections to minutes, motion to approve as amended, Tom Roach second, unanimous approval. VII. General Business A. Approval of City Claims 1. .John Lanie motion to approve claims as presented, Russ Evans second, unanimous approval. B. Mayor's Report I . Continuing to have ongoing discussions with Oxford Automotive as relating to impending plant closing. Will be meeting again with committee on Friday. Partnering with Oxford to help with this issue. 2. Fair Parade Committee meeting tomorrow evening. Bill Newgent, Tom Sutherlin and Mayor Michael planning on attending this meeting. 3. July 4 °i Celebrate 4 committee meeting next week at City Hall. Invited any and all who are interested in helping with this upcoming event. Also, will be celebrating the Courthouse Centennial Celebration. C. Clerk - Treasurer's Report I. Reported on Shortfall and presented Council with updated Cash balance reports and year to date cash flow report. D. Request for Street Closures I. Main Street Greencastle a. Fair on the Square May 20 -21, 2005 i. Mike Nees present for this request. See Attached a. Motion to allow this request by Mark Hammer, second by Russ Evans, unanimous approval. Courthouse Centennial Celebration a. July 4, 2005 i. Mike Nees present for this request. See attached. a. Tom Roach motion to allow this request, John Lanie second, unanimous approval. ® 3. DePauw University a. Little 500 April 23, 2005 i. Kent Menzel representing DePauw University Little 500. See Attached. a. Bob Sedlack motion to approve this request, Mark Hammer second, unanimous approval. E. Ordinance No. 2005 -1 — An Ordinance Approving The Petition of DePauw University To Vacate Public Right -Of -Way Located in the City of Greencastle, Putnam County, Indiana, Second Reading 1. Russ Evans motion, John Lanie second, unanimous approval. F. Resolution 2005 -1 — A Resolution Approving the Administration of the Sale of the Sergeant Cunningham Property by the Redevelopment Commission. 1. Mayor Michael read this resolution in its entirety. 2. Laurie Hardwick shared the purpose of this Resolution is to allow the administration of the sale of this property by the Redevelopment Commission. Mrs. Hardwick shared Covenants on this property. No bids were received on this property. CACFID met this morning and are in agreement with this resolution as it is now being presented. a. Tom Roach motion to approve Resolution 2005 -1, Mark Hammer second, unanimous approval. G. After Hours Call Out Policy for the Greencastle Water Department 1. Mayor Michael shared that this is a reconsideration of an original ® Ordinance presented in 2004 which clearly states charge to customer of $40.00 for call out. Asking that Council approve this with amended Ordinance to follow. See attached. 1 -I. Water Rate Discussion I. Mayor Michael nothing to really discuss at this time. Will be bringing more complete information regarding revenues broken out by residential, wholesale, commercial etc. at a later date. VIII. Adjournment A.
