HomeMy Public PortalAbout2024-02-051 REGULAR COUNCIL MEETING, FEBRUARY 5, 2024 CALL TO ORDER Mayor Ron Fitzwater called the February 5, 2024 City Council meeting to order at 6:00 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley*, Lester, Mealy, Schwartz*, Spencer, Spicer, Wiseman, and Wright Absent: None *Participated virtually. ADOPTION OF THE AGENDA Councilmember Spicer motioned and Councilmember Wiseman seconded the motion to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Fitzwater presented a proclamation to the Jefferson City Lady Jays Volleyball Team and Superintendent Bryan McGraw, congratulating them on winning the 2023 Central Missouri Activities Conference championship. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Director of Finance and I.T., presented the monthly financial update. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – There were no announcements at this time. The committee met at 5:15 P.M. prior to this City Council meeting. • Finance Committee – The next scheduled meeting is February 22nd, 7:30 A.M. in the Boone-Bancroft Room at City Hall. • Public Safety Committee – The next scheduled meeting is February 29th, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is February 8th, 7:30 A.M. in City Council Chambers. 2 REGULAR COUNCIL MEETING, FEBRUARY 5, 2024 PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There was no one signed up to speak at this time. CONSENT AGENDA a. Minutes of City Council Meetings: January 16 and January 29, 2024 b. Authorizing $60,880.60 Change Order #1 [with MMLC, Inc] for St. Mary’s Blvd Sanitary Sewer Replacement – Phase I and Manhole Replacement c. Authorizing the Renewal of the Influent/Effluent Sampling Contract with Teklab, Inc. for Approximately $52,000. MOTION: Councilmember Wiseman motioned and Councilmember Mealy seconded the motion to approve the above items on the Consent Agenda. The motion passed unanimously. BILLS INTRODUCED 2023-076 sponsored by Councilmember Spencer AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MACC CONTRACTING, INC, FOR THE CLEANUP OF THE CITY CONTROLLED SECTION OF PROPERTY LOCATED AT 102 N. CHESTNUT ST, OTHERWISE KNOWN AS MSP. Clint Smith, Director of Planning & Protective Services presented the bill. Councilmember Spencer requested to suspend the rules and take up bill 2023-076 for third reading and final passage. With no objection, bill 2023-076 was third read by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16408. Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None BILLS PENDING There were no bills pending at this time. RESOLUTIONS RS2023-43 sponsored by Councilmember Spencer A RESOLUTION AUTHORIZING THE RELEASE OF SPECIALTAX LIENS ON 915 JEFFERSON STREET Ryan Moehlman, City Attorney, presented the resolution. Councilmember Spencer motioned and Councilmember Lester seconded the motion to adopt 3 REGULAR COUNCIL MEETING, FEBRUARY 5, 2024 RS2023-43. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None RS2023-44 sponsored by Councilmember Spicer A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO ENTER INTO A TWO- YEAR AGREEMENT WITH FIRST NET TO PURCHASE POLICE DEPARTMENT ISSUED CELL PHONES FOR POLICE VEHICLES Police Chief Eric Wilde presented the resolution. Councilmember Mealy motioned and Councilmember Spicer seconded the motion to adopt RS2023-44. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Bob Priddy, member of the Library Board of Directors, requested the Mayor appoint a City Council liaison to the board. Mayor Fitzwater thanked Mr. Priddy for his comments. City Staff will look into appointments made to the Library Board of Directors. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. APPROVAL OF JANUARY 16 AND JANUARY 29, 2024 CLOSED SESSION MINUTES MOTION: Councilmember Wiseman motioned and Councilmember Wright seconded the motion to approve the January 16 and January 29, 2024 closed session minutes. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Wiseman, and Wright Nay: None Abstain: Spicer (professional conflict of interest) NEW BUSINESS Councilmember Spicer congratulated the new Parks and Recreation Director, Aaron Grefrath on his promotion. UNFINISHED BUSINESS There was no unfinished business at this time. 4 REGULAR COUNCIL MEETING, FEBRUARY 5, 2024 ADJOURN / CLOSED SESSION Councilmember Wiseman motioned and Councilmember Spicer seconded the motion to adjourn the regular session and go into closed session pursuant to Sec. 610.021 of the Revised Statutes of Missouri, to discuss the following: i. Attorney client privilege [Sec. 610.021(1)] ii. Negotiated contracts and sealed proposals [Sec. 610.021(12)] The motion passed by the following roll call vote at 6:37 P.M.
