The Council of Bel I:arbour illage met. in Special Session, Friday
April 6, 1973 at 9:00A.N. in the Village hall for the purpose of completing
the details of the proposed zoniee ordinance.
Present: Messrs. Beatty, Brush, Printer, Taplie and Villeneuve
Also present were Fred le Maley, Village `tanager; and nary T. met.terer,
Village Clerk.
Mr. Maley eaid that the final recommendations from Barton-Aschman
Associates had been read to him over the phone yesterday, inasmuch as their
letter had not arrived. The recommendations are as shown on the summary sheet
given to the council. After consideration Mr. Beatty moved that all of the
restrictions in his motion of. March 28, 1973 remain the same with the exception
the proposed maximum floor area ratio would be .3.1:;1; minimum parking cf 1,6:1;
and maximum of 70 apartment units per acre. The motion died for lac- of second.
It was then moved by Mr. ,nplin, seconded by Mr, erect, that the council accept
the recommendations of Barton-A.schman, Inc. as presented today, beeed on the
letter in the mail from the planners and also as stated at the meeting of March
31, 1973. The motion passed with ::essrs. Brush, t'ren.tup and Taplin, voting "yes";
Messrs. Beatty and Villeneuve, "no". Ie ctae moved by ^x. Villeneuve, seconded by
`:r. Beatty, that building height be limited to 14 st ries or 150 feet; a maxinemt
of 2.57 lot coverage; and floor area ratio of 3.5;1 be incorporated in the
,ordinance. The motion was defeated by l eesrs. Brush., Printup and Tarli.n, voting
"no"; Messrs. Beatty and lilleneuve, "yes".
Upon inquiry Ly Mr. Taplin about the possibility of installation of
temporary sewer plants, Mr. Maley said the section as read to the Council on
March 31, 1973 would be incorporated in the proposed ordirance banning such
installations and prohibiting any effluent discharge into ground cater,
On nution of Mr. Beatty, seconded by Mr. Taplin and voted the meeting
was adjourned at 10:15A.M.
